The City of Belmont Human Resources Department is seeking a collaborative, innovative, enthusiastic individual with great interpersonal skills to join the Human Resources team as a Human Resources Management Analyst.  The candidate may be hired at the Management Analyst I or II level depending on experience.

Salary:  Management Analyst I - $8,022.41 - $10,238.87 per month

              Management Analyst II - $8,737.78 - $11,151.85 per month

The Human Resources Management Analyst will serve as a business partner to departments for a variety of Human Resources programs and projects including recruitment, job analysis, training and development and benefit administration.

This position researches and analyzes human resources practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analyses, feasibility studies, and evaluations for assigned projects and programs; provides consulting services to City management and staff regarding all aspects of human resources programs and activities; fosters cooperative working relationships among City departments; and performs related duties as assigned.

Experience
A minimum of two years of progressively responsible human resources experience, preferably in local government or comparable agency

Education

What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.

The Human Resources Department is seeking well qualified candidates for the position of HRIM /Workday Application Support Analyst II. We are seeking highly skilled and motivated individuals to join our Human Resources Information Management /Workday team.

As the HRIM /Workday Application Support Analyst II, you will collaborate and consult with colleagues in various departments to understand business and functional drivers across all Workday HR modules. Your responsibilities will include hands-on configuration of Workday features, security, development of reports and dashboards, and provision of sound solutions to support end-to-end business processes. Qualifications

Experience/Education:

• Workday Pro certification in a relevant area is preferred but not required.
• Bachelor's Degree or higher in Information Technology or an equivalent field of study, is preferred.

Knowledge, Skills, and Abilities:

• Proven experience leading multiple end-to-end Workday projects and implementing solutions for operational improvements and automation.
• Knowledge of basic and advanced security configuration including Workday delivered and custom based security roles based on the organization.
• Thorough knowledge of various security group types (role based, user based, segment based, etc.) and how they are applied in the system.

THE POSITION

The Clinical Therapist I/II position for the ATC team will appeal to individuals who are interested in assisting participants and clients with enrolling into mental health services and getting the support they need.  We are looking for individuals inspired by challenges and opportunities presented in working with an engaged and active community.  The Clinical Therapist I/II will report to a Clinical Supervisor or Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Conduct same day biopsychosocial assessments with both adults and/or children and carry no caseload;

• Will formulate a differential diagnosis concerning the nature of the mental health challenge;

• Create treatment plans and complete all necessary Electronic Health Record documentation;

• Perform screenings, linkage to resources and provide crisis interventions and crisis assessments;

• Work on a multidisciplinary team to promote recovery and ensure Network Adequacy;

• Ability to work in a fast-paced environment and must have excellent attendance;

• Collaborate with outside agencies to coordinate care for individuals seeking services.

THE POSITION

Tri-City is looking for a special individual to serve as a Clinical Therapist I/II for the Children’s Full Service Partnership/Children and Transitional Age Youth (FSP/ C TAY). The Clinical Therapist I/II provides behavioral health clinical intervention and recovery services to assigned clients and their families; develops treatment plans and performs individual, group, and family psychotherapeutic counseling, routine and emergency assessment, crisis intervention, and related treatment services; manages an assigned caseload of adults, juveniles, and/or children; provides consultation to other staff, programs, and agencies related to treatment needs and plans; and performs related duties as assigned.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.
