THE POSITION

The Police Captain is an at-will position and serves at the pleasure of the City Manager. Under the general direction of the Police Chief, the Police Captain plans, directs, manages, and coordinates the personnel and activities of a major division within the Police Department; assists in the development and implementation of department goals, objectives, policies, and priorities; coordinates assigned activities with other City departments, divisions, and outside agencies; serves as Acting Chief in the Police Chief's absence; provides responsible administrative support to the Police Chief; and performs related duties as assigned. Examples of duties are:

• Plans, directs, manages, coordinates, and evaluates the work of a major division of the Police Department, which may include field operations, investigations, communications, public services and programs, and administration; develops, recommends, and administers policies and procedures.
• Develops and directs the implementation of division goals, objectives, policies, and priorities; establishes, within City policy, appropriate service and staffing levels; allocates resources accordingly.
• Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.
• Represents the Police Department to other City departments, elected officials, and outside agencies; explains, justifies, and supports Police Department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues.
• Selects, trains, motivates, and evaluates Police Department personnel; provides or coordinate staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

MINIMUM REQUIREMENTS

Bachelor's degree from an accredited four-year college or university with major coursework in criminal justice, criminology , police science, public or business administration, or a closely related field;

AND

Eight (8) years of increasingly responsible experience as a sworn law enforcement officer, including at least two (2) years equivalent to a lieutenant or above.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of a California Peace Officer Standards and Training (POST) Management Certificate.

Working Conditions

Must be 21 years of age at time of appointment. Must be a United States citizen or a permanent resident alien who is eligible for and has applied for citizenship. Incumbents must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays. Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. WHAT YOU WILL DO

The incumbent will be a vital member of our team! With a focus on capital improvement projects, our Associate Engineer performs a variety of professional-level engineering work including development, CIP and other City plans regarding stormwater management, streets, transportation and public buildings.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Perform a full range of professional level engineering duties in support of the City’s public works engineering projects, services, and activities including design and construction programs for City streets, storm drains, sewer lines, traffic, and related capital improvement programs.
• Perform plan check, review, and processing of plans for projects affecting City streets, sewers, drains, and related public works facilities; review engineering design and construction plans, drawings, specifications, contract documents, cost estimates, engineering calculations, and related documents prepared by consulting engineers and contractors for compliance with professional and City standards and practices; coordinate reviews with other departments and agencies.
• Prepare designs and specifications for assigned projects; develop engineering drawings, construction plans, specifications, contract documents, bid documents, calculations, and cost estimates for proposed projects; research project design requirements; prepare estimates of time and material costs.
• Act as the resident engineer on construction projects; administer contracts for assigned engineering projects; conduct site inspections during and at completion of project; monitor construction progress and changes to scope of work; discuss and recommend change orders; review and process requests for contract and final payments; prepare project close-out documents.
• Investigate field conditions related to public improvements, public utilities, and traffic safety operations; investigate field problems affecting property owners, contractors, and maintenance operations; work with public or private contractors on public improvements.
• Maintain accurate records of projects, budgets, or field observations required for the delivery of civil engineering services for the City.
• Prepare special engineering studies and reports.
• Perform survey, mapping, and data collection; evaluate data and prepare recommendations.
• Perform in-depth review of grading and improvement plans, parcel and subdivision maps, and all other miscellaneous maps to ensure compliance with regional standards and Subdivision Map Act; review legal descriptions and exhibits for lien, easement, and vacation documents to ensure accuracy.
• Perform a variety of traffic engineering studies; review development plans and make recommendations regarding compliance of traffic control plans with regional standards and practices; monitor traffic patterns and analyze traffic accident reports; make recommendations regarding required public improvements and their compliance with regional standards and practices.
• Provide assistance to contractors, engineers, and the general public on engineering policies and procedures; review submitted plans, drawings, and specifications for compliance with engineering and City codes and standards.
• Provide supervision and training to assigned staff.
• Serve as staff to a variety of City commissions, boards, and committees related to public works engineering matters.
• Coordinate public works activities with other City departments, divisions, and outside agencies.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of civil engineering design and construction management.
• Perform related duties as required.

The Dixon Police Department is opening two positions for a Police Recruit to attend the Police Academy in July of 2024. The “Police Recruit” classification at the City of Dixon Police Department provides a unique opportunity for candidates to be sponsored through a P.O.S.T. certified basic academy during regular academy hours and any other scheduled departmental and academy exercise and activities.  Upon successfully completing the academy, Police Recruits shall be advanced to Police Officers and immediately begin the field training program to prepare them to function as solo officers.

THE POSITION

Rocklin Police Officers perform law enforcement and crime prevention duties involved in the protection of life and property; perform traffic control and enforce state and local traffic regulations; perform a variety of technical and administrative tasks in support of law enforcement services and activities; and perform related duties as assigned. An example of duties are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution;

AND

Current employment as a full-time, sworn peace officer in a California POST participating law enforcement department or agency AND one (1) year of full-time experience as a sworn law enforcement officer in a California POST participating law enforcement department or agency;

OR

Current employment as a full-time, sworn peace officer in another state AND one (1) year of fulltime experience as a sworn law enforcement officer AND possess a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

POSITION

To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Community Services Department and to create a list for future vacancies.

Candidates who do not currently meet the minimum qualifications for the Facilities Maintenance Worker I position may be considered for an Intern position instead.

Temporary employees work no more than 130 hours per month and 960 hours per fiscal year.

IDEAL CANDIDATE

The Ideal Candidate for this position will have previous facility maintenance experience, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, have good attendance, a positive attitude and a willingness to take on new tasks as requested.  The ability to speak and understand Spanish is a desirable quality.

ESSENTIAL JOB FUNCTIONS

A primary function of this position is janitorial services. Will include set up and cleanup of special events. Prepare simple activity and related reports; maintain inventory and work records as required. Perform other facility maintenance duties as assigned. Work cooperatively with others. Regular and consistent attendance.

QUALIFICATIONS
Facility Maintenance Worker I

Education: High School Diploma or equivalent.
Experience: Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.

$16.50 - $20.50 per hour

WORK HOURS
Position works approximately 16-20 hours per week in the afternoons and evenings, and will require some weekend hours.

THE DEPARTMENT

The American Canyon Police Department provides first response services to all forms of emergencies and crises.  The Department provides public safety by enforcing the Penal Code, Health and Safety Code, Vehicle Code, and local ordinances.  American Canyon Police Department is comprised of 24 sworn peace officers, two non-sworn Police Technicians, and an Administrative Clerk.

THE POSITION

The Police Technician performs a variety of non-sworn, administrative and field support tasks associated with law enforcement support services, which may include property and evidence collection, crime prevention, parking enforcement, vehicle abatement, and community relations; to maintain confidential and highly sensitive records related to police activities; and to perform a variety of tasks relative to assigned areas of responsibility.

This is a high-profile position with frequent interactions with community members in often difficult circumstances. The quality of the work performed in this role is reflective of the standards of the Department and the City. This is a uniformed, civilian position that does not require peace officer status. However, a detailed background investigation, medical exam and drug screening is required due to the sensitive nature of the work involved.

This position is not designated for retired annuitants.

THE POSITION

Typical duties performed by a Police Technician may include, but are not limited to, the following:
 

• Patrol areas of the City to identify and resolve parking violations and traffic hazards and enforce applicable laws; respond to citizen complaints regarding parking and abandoned vehicle laws; tag and arrange transportation of abandoned vehicles.
• Provide assistance, information and directions to motorists; assist in the coordination of Police Service support for special events in the community; provide traffic control at local schools.
• Respond to non-emergency calls and service requests; take information from citizens and prepare crime reports for non-active calls; interview victims, suspects and witnesses, as directed, and provide referral information.
• Assist with Neighborhood Watch meetings and other crime prevention activities; provide information to interested citizens on neighborhood alert procedures; assist in coordinating crime prevention public displays.
• Collect, receive, and safeguard property/evidence; maintain evidence chain-of-custody records; transport evidence to Sheriff’s Department, Department of Justice, and outside crime lab.
• Coordinate public education, safety and prevention programs, and community outreach activities related to assigned responsibilities.
• Serve as liaison between court staff and Police Officers; assist Police Officers with follow-up evidence requests from the District Attorney’s Office. 
• Log and distribute subpoenas to officers and citizens.
• Receive calls; respond to citizen’s questions and complaints within established guidelines; distribute calls for officer assistance to communications centers; take and relay messages to department personnel as required.
• Handle the abandoned vehicle program to include locating and citing abandoned vehicles and overseeing the towing away of the vehicle.
• Coordinate various crime prevention, volunteer, and community policing programs.
• Research and compile statistical data.
• Assist Police Officers with vehicle and person searches.
• Drive a City vehicle to respond to citizen/officer requests; assist and support patrol division in the performance of their duties in the field.
• Assist with coordination of fleet maintenance and daily fueling of vehicles. 
• Respond to public inquiries in a courteous manner.
• Complete special projects as assigned.
• Perform general administrative support functions; type letters, forms, memoranda, and reports; transcribe police reports and notes; operate a computer system to enter/retrieve/transfer data; copy materials; maintain filing systems, screen, sort, and distribute mail; order and maintain office supplies and equipment.
• Assist Police department personnel as needed.
• Perform related duties as assigned.

To perform a variety of semi-skilled and skilled tasks in the removal of blight from City property.  Positions allocated to this class are expected to perform skilled and complex maintenance including litter, weed, and debris removal duties and to work with third party contractors.

The purpose of the recruitment is to fill a current vacancy at the Woodland Police Department, Homeless Outreach Street Team, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for this position will have strong communication and customer service skills and possess the ability to mediate or de-escalate conflict. Candidates should possess an awareness of their surroundings and roadway dangers. They should be willing to work in a variety of conditions exposing them to inclement weather, as well as vehicle traffic. The ability to prioritize work and maintain deadlines would be ideal. Candidates should possess the ability to foster good working relationships with local business owners and other agencies and be able to work in a fast-paced environment where task completion is paramount.

ESSENTIAL JOB FUNCTIONS

• Work to complete required duties for the City’s Blight Abatement Team such as removal of graffiti, removal of abandoned camps, litter clean-up, power washing, removal and clean-up of bio-hazards and human waste, removal of fallen leaves and minor landscaping clean-up, as well as assist in the execution and implementation of special events that take place within the City limits.
• Work in cooperation with staff from other City departments. 
• Fulfill the tasks assigned to them with attention to detail, speed, and a customer service-oriented attitude.
• Be self-directed in completing tasks and determining the next priority of work. 
• Comply with policies and procedures of the Department’s Illness and Injury Prevention Program.
• Utilize proper safety precautions and set a positive example for others. 
• Perform related duties as assigned.
• Regular, predictable, consistent and timely attendance at City Hall or Police Department is an essential function of the position, in that the employee must be present at work to complete assigned tasks.

OTHER JOB FUNCTIONS

Provide general information to the public, other City departments, and vendors pertaining to area of assignment. Perform preventive maintenance and minor repairs on assigned equipment.  

The work environment is located primarily outdoors and consists of completing tasks involving litter, weed, debris and graffiti removal, painting and biohazard abatement. Additional tasks include cleaning of walkways, street gutters, alleyways, and landscape areas. Conditions range from working outside in all types of weather conditions. Some work will involve hazardous and unsanitary conditions. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without regular direct supervision. Must be able to work under stressful conditions.

Meet stand-by program requirements and serve in a stand-by status after regular working hours and respond to emergency call-outs.  Assist in the preparation of cost estimates, scheduling of work, and employee evaluations.   Requisition of materials and supplies for assigned facilities and projects.   Instruct subordinates in proper work techniques, use of equipment and safety practices and requirements. Work cooperatively with others.  Drive vehicles and equipment as required.  

QUALIFICATIONS

Education:

High School Diploma or equivalent.  

Experience:

One (1) year of experience performing duties comparable to those of a Maintenance

Worker I.

Bilingual:  Knowledge of a second language is beneficial.

License and Certificate:

Required upon hire, possession of valid Class C California Driver's License.

Forklift Certification, First Aid and CPR certifications, is required prior to permanent appointment.

Possession of a valid Class B or Class A California Driver's License is a plus.

The City will also conduct a non-sworn law enforcement background check on the candidate prior to appointment to a position within this class.  The background check will include personal and professional reference checks, credit history checks, Social Security number verification, professional license/registration verification, military service information and driving history.  Information obtained in the course of this background check will be considered by the appointment authority in the selection process.  In obtaining such information, the City will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

SALARY

Community Enhancement Specialist
$4,804.06 - $6,131.34 /month
$2,217.26 - $2,829.85 /bi-weekly
$27.72 - $35.37 /hour

Future salary growth includes 4% increase effective July 2024, a 1% increase effective January 2025, a 4% increase in July 2025 and a 1% increase effective January 2026.

CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                   
Choice of deferred compensation plans (Traditional and Roth), including a 1% match (effective July 2024).  After successful completion of probation, new hires are eligible for a 2% City contribution.
