The San Jose Police Department is accepting applications for the position of Senior Crime & Intelligence Analyst, which is the higher of two levels in the Crime and Intelligence Analyst series and is a working, first-line supervisor position.

This essential position in the Crime Analysis Unit is responsible for supervising staff and performing crime and intelligence analysis utilizing administrative, strategic, operational, tactical, and intelligence analysis techniques.  The position provides accurate and timely crime and intelligence information in support of patrol operations, criminal investigations, crime prevention, and administrative functions.  The position extracts raw data from multiple law enforcement systems and utilizes specialized analytical software applications to identify and monitor crime trends and criminal activity.  The position assists investigators in solving criminal cases by translating data into viable intelligence information.  The position also provides statistics for Police and City Budget management reports, resource allocation, grant-funded initiatives, special programs, etcetera.

Key duties of the Senior Crime & Intelligence Analysts include but are not limited to:

-Supervising a team of Crime & Intelligence Analysts, including prioritizing and assigning work, conducting performance evaluations, training staff, and making hiring, termination, and disciplinary recommendations.

-Reviewing incoming requests and determining the appropriate assignment based on the nature of the request, complexity, geographic area, staffing concerns, legal considerations, and deadlines.  This position works on highly confidential requests and/or conducts most complex crime and intelligence analysis assignments.

-Assigning daily requests for information and determining which systems and software applications to utilize for accessing, extracting, formatting, analyzing, interpreting, and disseminating data.

-Supervising the collection of official crime statistics to the Department of Justice per the FBI Uniform Crime Reporting Program as mandated by the State of California (and subsequent National Incident Based Reporting System) as needed.

-Providing support for the Chief's management operations; participating in regional data sharing and specialized briefings; and presenting training sessions to sworn and other civilian staff.

-Utilizing various law enforcement systems and software applications to develop comprehensive charts, graphs, tables, maps, timelines, telephone toll analyses, and related materials for use by various law enforcement personnel, City departments, and outside agencies.

-Conducting spatial and temporal analysis utilizing multiple databases within a geographic information system for use in identifying and depicting locations of serious offenders, crime patterns, trends, and series.

-Directing and assisting with special analytical projects dealing with crime, demographic resource allocation, budget, homeland defense, traffic enforcement, special operations, grant-funded initiatives, and event planning.

-Testifying in court as to methodology employed in gathering information used in crime analysis publications, as required.

THE POSITION

As a member of City of Fremont’s Fire Department, the Hazardous Materials Inspector performs administrative, inspection and technical tasks to assist in the administration and implementation and of the City’s Unified Hazardous Material and Hazardous Waste Management Program (CUPA), and Fire Code/Fire Prevention Programs.  The Hazardous Materials Inspector is vital to the mission of the Fire Prevention Division to ensure that over 1000 regulated facilities—in such diverse sectors as automotive, semiconductor, medical device, opto-electronic, alternative fuel and biotechnology research, development and manufacturing—remain safe places to work.

EXAMPLES OF DUTIES

- Conduct compliance inspections in businesses and industrial facilities that generate hazardous waste, use aboveground or underground storage tanks or handle hazardous substances reportable under federal, state and local statutes.
- Respond to inquiries concerning City's hazardous materials storage, handling, use and disposal requirements, procedures and fees to inquiring parties.
- Interpret and apply laws, rules, regulations, and codes related to hazardous materials/hazardous waste handling, storage, management and disposal.
- Review Hazardous Materials and Hazardous Waste Management Plans for completeness.
- Process permit applications and issue storage permits.
- Assist in the development and maintenance of an electronic data and information management system for the hazardous material section.
- Prepare notices of plan deficiencies.
- Review submitted closure plans for completeness and coordinates site cleanup with other agencies and monitors closure activities.
- Prepare notices of violations and monitor violations for timely correction.
- Re-inspect violations upon notice of correction.
- Serve as a technical information resource concerning hazardous materials and hazardous waste properties and handling techniques.
- May participate in the development review process.
- May conduct training sessions on hazardous materials and hazardous waste, or related topics.
- May represent the city as a technical expert in court.
- Participate in the maintenance of an automated information system related to hazardous materials sites in the city.
- Perform related duties as required by the Fire Marshal/CUPA coordinator.

DEFINITION:  This is a non-sworn trainee position in which incumbents do not gain regular status. Promotion to Police Officer is contingent upon successful completion of the basic academy and review by the Chief of Police.  During training, incumbents do not have police powers but are subject to the rules and regulations of the Fontana Police Department and the police academy attended.  Incumbent may be assigned non-safety duties in the Police Department during training.

EXPERIENCE AND TRAINING GUIDELINES: Must be a citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship with educational achievement equal to the completion of an accredited US High School or a GED.

WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near, far, and color vision in viewing crime scenes, evidence and firing a weapon. As a law enforcement officer, the incumbent may be required to run in pursuit and subdue suspects while taking them into custody; walk on uneven and slippery surfaces, and climb ladders. This position will be required to work outdoors in all weather conditions, around loud noise, and moving vehicles. Incumbents may also be subjected to physical threats, verbal abuse, and other stressful situations.

SPECIAL REQUIREMENTS: Possession of, and continuously throughout employment, a valid CA Class “C” Driver's License.  Candidates must also satisfy the following:
