Glenn County is recruiting individuals to fill three full time and multiple Part Time/ Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. Summary Description

Representative Duties

2. 11. Prepare specifications, estimates, and bids for machinery, tools, equipment, and contract services; recommend, monitor, and administer contracts for consulting, construction, or other services as necessary; inspect work in progress and authorizes payment for work performed.
12. Monitor changes in regulatory agency laws and regulations; evaluate their impact upon City activities; recommend and implement policy and procedure changes as required.
13. Develop, implement, and ensure adherence to the department’s Safety Program, Standard Operating Procedures, OSHA regulations, and Radiologic Health Standards.
14. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes, and enforcement actions.
15. Prepare records related to operations, test results, work performed, and materials and supplies used; maintain accurate records and files; prepare periodic and special reports as required.
16. Research special projects, evaluate alternatives, prepare reports and recommendations; write correspondence, and respond to public and regulatory agency inquiries and provide pertinent information.
17. Respond to emergencies as required; coordinate activities with other responders to provide effective response; direct the work of staff and utilization of resources to affect operational effectiveness and ensure the safety of the community.
18. Serve as the liaison for the Public Works Department with other departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
19. Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
20. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate.

Education/Training:

Bachelor’s degree from an accredited college or university with major course work in civil engineering, urban studies, public administration, physical or natural sciences, or a related fields. A Master’s degree is highly desirable.

Experience:

Four years of increasingly responsible professional experience with a public agency in engineering, planning, public administration, or closely related field including two years of administrative and supervisory responsibility.

License or Certificate:

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer. 

The Associate Civil Engineer performs a variety of complex engineering work for design, investigation, and management of public works projects and oversight of private development and permitted construction, prepares a variety of engineering documents, drawings and specifications, to act as project manager in assigned capital projects; and to perform a variety of professional public works and engineering tasks relative to assigned area of responsibility.  

This is the full journey level class within the professional Civil Engineer series. Employees within this class are distinguished from the Assistant Civil Engineer by the performance of the full range of duties as assigned, including by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Civil Engineer level, or when filled from the outside, have prior advanced technical or professional engineering work experience. Fremont Police Department is the law enforcement agency for the City of Fremont, California. As of 2024, the department consists of over 300 staff, of which more than 200 are sworn personnel, and more than 100 are professional staff.  Fremont Police Department was first established under the direction of Chief Richard E. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.
