This Internship is offered as part of a Regional Internship Partnership to introduce and encourage current students and new graduates to local municipal governments. The Town of Los Altos Hills hopes that internships like this will serve as a platform to connect a diverse student population with agencies that recognize their value and provide important opportunities for applicants to bring fresh ideas while gaining valuable hands-on experience in the public sector.

The Town of Los Altos Hills has five rewarding, non-benefitted summer internships to begin June 10, 2024 through August 30, 2024.

Job Description:  

The City Manager’s Office has a full-time, 40 hours per week, non-benefited summer internship opportunity. The main function of the job is to perform municipal research and analytical work on an entry level professional basis.

The workload will be a balance of assisting in daily municipal operations and special projects. Duties may include, but are not limited to town-wide capital inventory, risk management, citizens’ requests, record management, benchmarking, policy analysis and research, and govern a technology assessment. The position will serve as a regular staff member, and will receive assignments and work direction from the Management Analyst and City Manager. The primary goal of the internship program is to provide a recent graduate an opportunity to apply their academic training in a municipal government setting. This paid internship provides hands-on experience in the daily operations of municipal government on all levels, thus enhancing the intern’s skills and résumé for a future profession in government.

HONORARY DEAN ALLISON INTERNSHIP

The City of San Rafael Public Works Department (DPW) is seeking an individual to join the team as part of the Honorary Dean Allison Internship program. The Honorary Dean Allison Internship was created to honor Dean Allison, the City’s Public Works Director from September 2015 to March 2016, before his untimely passing. In his brief time with the City, he embraced and embodied the ideals of public service and transparency. Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.
• Designing content and materials for public dissemination and outreach regarding City projects, maintenance activities, and public safety information.
• Preparing written reports on DPW program activities.
• Creating, updating and auditing project financial spreadsheets using Microsoft Excel.
• Conducting research and analysis of federal, state and local laws related to DPW engineering projects.
• Compiling information, preparing documents and public education materials for community members and stakeholders on DPW projects.
• Participating in city-wide projects in which DPW public works programs and activities.
• Other duties as assigned.

Qualifications:

• Graduated or currently enrolled in the 3rd year of a Bachelor’s degree program or higher in an Engineering, Business, Public Administration, Environmental Science, or related program.
• Ability to multitask and stay organized.
• Proficient computer efficiency, including familiarity with Microsoft Word and Excel.
• Ability to demonstrate characteristics of listening, flexibility, follow-through, problem solving, community-orientation, and identifying “win-win” solutions.

ABOUT THE POSITION
The Gilroy Police Department is actively seeking an undergraduate-level or graduate- level Police Administration College Intern to assist police officers and other professional staff in various divisions. The intern will perform general clerical duties related to crime analysis, youth task form and gang prevention, public safety communication, community outreach, handle confidential information, and assist with other police related projects and assignments. The Police Administration Intern will also engage and interact with the community at various local community events.

ABOUT THE POSITION
The City of Gilroy is recruiting an undergraduate or graduate-level City Administration College Intern for the summer of 2024. This internship will provide a significant opportunity to gain experience and exposure and accumulate skills that are used daily in various city government programs that make substantial impacts to the community. THE POSITION:  The City of San Mateo’s Community Development Department has an opportunity for an intern to work on a number of projects. The Department, which has about 55 full time employees, includes the Building, Housing, Planning, Code Enforcement, & Business/Admin Divisions. The Management Analyst Intern will primarily support the Housing and Business/Admin Divisions and receive primary supervision from the Department’s Business Manager and Housing Manager, and project specific direction from the supervisor/manager primarily responsible for each specific project. •    Community Relations Commission Support. Support the Community Relations Commission, under the direction of the commission liaison, in coordinating commission meeting, preparing documents for commission review, and preparing commission documents for approval and filing with the City Clerk.

WILDFIRE DEFENSIBLE SPACE INSPECTOR

THE POSITION:

The City of San Rafael Fire Department is seeking customer service and public safety focused individuals to join the wildfire mitigation team. Under supervision, inspectors will perform a variety of wildfire prevention duties with a focus on one-on-one education via property wildfire risk evaluations.  The Inspector’s efforts will support resident compliance with City and State Fire codes.

The customer-service oriented positions will support the City’s and Marin Wildfire Fire Prevention Authorities (MWPA)’s goals. The ideal candidate will be able to connect and inspire individual action among our diverse community by explaining complex concepts in easy-to-understand ways.  Inspectors will utilize tablets and other technology to document findings and interactions in the field.

Our highly qualified candidate will be able to work effectively in small teams or independently and clearly communicate wildfire safety-related information to residents from various backgrounds.  We are looking for people who have sound judgment and can communicate effectively with others.  They will need to be able to follow both verbal and written instructions, engage effectively with the public and work harmoniously with our team. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Perform defensible space inspections and wildfire risk evaluations in accordance with San Rafael Municipal Code 4.12.
• Investigates public and referred public agency complaints.
• Provide guidance to residents on suggested and required home hardening and defensible space strategies. 
• Provide residents with appropriate support resources and programs.
• Increase awareness, knowledge and actions implemented by individuals and communities to reduce human loss and property damage from wildfires.
• Collects, enters, maintains, and disseminates data pertaining to fire prevention; reconciles reports, files and records.
• Composes letters and reports based on field notes.
• Collect and input data and images into electronic devices.

KNOWLEDGE/SKILLS/ABILITIES:

• Communicate clearly and respectfully to residents and stakeholders.
• Learn and apply City and State Fire Codes and National Fire Protection Association (NFPA) standards.
• Provide clear and concise written reports free of grammar and spelling errors.
• Utilize personal computers, tablets, and related software including the Microsoft Office Suite, mapping, and database tools.
• Independently conduct fire (defensible space) inspections.
• Apply technical knowledge and follow proper inspection techniques.
• Be self-motivated, work independently to complete assigned duties and responsibilities in a timely manner.
• Interpret and explain fire prevention services, policies and procedures.
• Build and maintain positive working relationships with stake holders to ensure that assigned fire prevention coordination efforts are successful.

MINIMUM QUALIFICATIONS DESIRED:

• In accordance with State legal requirements, applicants must be at least 18 years old by the application filing deadline.
• Graduation from high school or equivalent and any combination of education and experience that would likely provide the required knowledge and abilities in qualifying.
• Must possess and maintain a valid California Driver’s License with a satisfactory driving record.
• A background in customer service or public service.
• Ability to speak, write, and read Spanish is desired but not necessary.

DISASTER SERVICE WORKERS:

All City of San Rafael employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).  Employment in the City requires the affirmation of a loyalty oath to this effect.  Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Typical Duties

Duties include but are not limited to the following:
• Under general supervision: patrol designated areas in, by foot, by bicycle, or other means to preserve law and order;
• Direct traffic;
• Enforce parking regulations, issue citations that are in violation of codes;

• Respond to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents;
• Investigate complaints and take appropriate action, which may include the use of deadly or non-deadly force;
• Use sound judgment under adverse, stressful conditions;
• Identify, collect, preserve, process, and book evidence;
• Locate and interview victims and witnesses;
• Work in partnership with the Santa Clara Police Department and the District Attorney's Office to follow through on criminal complaints;
• Apprehend and arrest offenders for crimes committed under federal, state, and local laws and codes;
• Control and mitigate people under the influence of drugs or alcohol or other potentially hostile situations;
• Establish and preserve good relationships with the general public;
• Answer questions from the public concerning local and state laws, procedures, and activities of the department, apply good public relation principals;
• Participate in continuous training required by POST  to enhance law enforcement skills 
• Attend meetings and trainings;
• Prepare a variety of reports including those on activities, operations, arrests made, and unusual incidents observed; prepare investigative reports and case information;
• Testify in courts and at hearings; prepare and present case evidence;
• Escort prisoners to county jail, juvenile hall, or Santa Clara Police Department; and
• Perform other duties as assigned.

 

Minimum Qualifications

EDUCATION AND EXPERIENCE  

• Currently employed as a Full Time or Part Time Peace Officer with a California Law Enforcement Agency; or

• Currently working as a Level I Reserve Police Officer with a California Law Enforcement Agency; or

• Retired as a Full Time Peace Officer with a California Law Enforcement Agency; or two years experience as a Peace Officer with a California Law Enforcement Agency and possession of a valid Basic Certificate issued by the California Commission on Peace Officer Standards and Training.  

LICENSES &/OR CERTIFICATES

• Possession of a valid driver's license is required; 

• Proof of a current Basic or higher certificate issued by the California Commission on Peace Officer Standards and Training (POST) is required at the time of application and for the duration of employment  (Not required for Reserve Police Officers, see below);

• Must have passed Field Training Program with home agency as required by POST;

• Must have passed Probationary Period with home agency;

• The minimum Peace Officer selection standards are set forth in Government Code (GC) Sections 1029, 1031, and 1031.4.  Every California Peace Officer must be: Free from any disqualifications for employment, including felony convictions (GC 1029). Be legally authorized to work in the United States under federal law (GC 1031);

• and at least 21 yrs of age for specified peace officers (GC 1031.4).

• Must maintain current CPR and First Aid Certification.

Reserve Police Officers Must Also Provide: Proof of completion of Level 1 Reserve Peace Officer POST Regular Basic Course (Reserve Police Officers Only).

 

PHYSICAL AND OTHER REQUIREMENTS

• Must be at least 20 years of age at time of application filing and 21 years of age at time of job appointment;

• Must meet and maintain required peace officer employment standards as required by POST;

• Per the California Public Employee Retirement System (CalPERS) "Public Safety Retirees on service retirement may not work more than 960 hours in a fiscal year for all CalPERS employers:;

• Retirees who were medically retired (industrial or non-industrial) should confirm with their retirement plan that accepting employment as a Per Diem Police Officer will not jeopardize their pension;

• Must possess the strength and physical ability necessary to perform the essential functions of the position;

• Must possess hearing, speech, and mental capabilities sufficient to perform all of the essential functions of the position; and

• Must be willing to be fingerprinted and pass a departmental interview, psychological, medical, and background investigation prior to appointment.

 

Vision requirements:  

• Must possess vision including color, night, depth, and peripheral vision sufficient to perform all of the essential functions of the position; and

• Must possess visual acuity of not less than 20/80 vision in each eye uncorrected, and corrected to 20/30 in each eye.

 

EXCEPTION:  Applicants with correction afforded by soft contact lenses are exempt from the minimum uncorrected vision standard of 20/80, provided their corrected vision is 20/30 in each eye.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: 

The employee is regularly exposed to outside weather conditions; extreme cold, extreme heat, potentially hostile environments; extensive public contact. The noise level in the work environment is usually moderate but may be very loud due to crowd noise, music, sirens, firearm training, etc. Incumbents are required to work various shifts, including evenings and weekends, and may be required to travel to attend meetings or court appearances.

Minimum Qualifications

The Position:  This is the non-sworn, trainee-level class in the Police Officer series. Incumbents earn an hourly wage while attending a basic POST certified training academy to obtain the basic skills and fitness level necessary for performance of Police Officer duties. Employment in this classification is contingent upon maintaining enrollment in a POST approved academy for which they are enrolled. Advancement to the sworn Police Officer level is based on successful graduation from the academy, meeting minimum qualification standards, availability of police officer positions within the City, and is at the discretion of the Police Chief.
