About the Fremont Police Department
Fremont Police Department is the law enforcement agency for the City of Fremont, California. As of 2024, the department consists of over 300 staff, of which more than 200 are sworn personnel, and more than 100 are professional staff.  Fremont Police Department was first established under the direction of Chief Richard E. Condon on July 1, 1958. At that time, it was staffed by one Lieutenant, three Sergeants, two investigators, one juvenile officer, 17 patrol officers, a secretary, and a clerk. By the end of 1958, there were a total of 25 officers serving a population of 29,000 people in the City of Fremont. In 1966, Fremont PD grew to 82 officers, serving a population of 88,000. The department continues to grow as demand for services increased. Today, Fremont Police Department is one of the most reputable police agencies in the State, serving the 4th largest city in the Bay Area.

Experience:  
Four (4) years of experience dealing with code compliance considerations related to the structural elements of buildings.

Two (2) years structural inspection experience involving major commercial or industrial installations.  

Education:

Possession of a Class C California Drivers License.

THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,538 to $8,468 per month. Placement within the range depends on experience and qualifications.

• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. Minimum Qualifications:

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible Human Resources management experience including assignments in the areas of recruitment, selection, classification, training, compensation, employee and labor relations, worker's compensation and safety administration, and employee benefits or other pertinent job-related areas, including two (2) years of supervisory or lead experience.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in human resources, business, or public administration or closely related field.

PROBATIONARY PERIOD: One (1) Year

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record. 
• Must be able to meet physical, psychological and background standards. 
• Must be willing to work evening, night, weekend and holiday shifts. 
• Must be able to obtain required POST certification and maintain firearms qualification.

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy: http://theacademy.ca.gov/tests. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.
