The Office of the City Clerk is a service department within the municipal government upon which the City Council, all City departments, and the general public rely for information regarding the operations and legislative history of the City. KeyResponsibilities
In order to fulfill these job duties, a Legislative Secretary should have good knowledge of English composition, grammar, spelling and punctuation and be experienced with standard office practices and procedures with the skills necessary to organize, coordinate, and prioritize assigned tasks in order to meet established daily deadlines. The position requires the ability to type 55 words per minute with proficiency using MS Word, or equivalent, with the ability to follow strict formatting requirements for the preparation of meeting agenda, synopsis, and/or minutes for each Council, Committee, Board or Commission meeting. The employee may be expected to learn various software systems including Granicus and become proficient at posting or editing documents for publication on the web and to the GILES Records Database.

Agenda : The Legislative Secretary is responsible for preparing a variety of documents (Agendas for City Council, Council Committee, Boards or Commissions) utilizing wording and layout based upon standard formats to ensure consistency and compliance with the City's legislative procedures; posting documents in accordance with State Brown Act and City Open Government requirements. The Legislative Secretary may be responsible for the assembly and distribution of those documents to elected officials, City Administration, media and the public under tight deadlines.

Minutes : Responsibilities include attending City Council, Council Committee, Board or Commission meetings and taking complete notes of actions taken while utilizing Granicus software and/or other audio recording equipment to provide for storage and playback. Subsequently, the Legislative Secretary is responsible for preparing a synopsis and/or minutes of the meeting which accurately reflect the course of the proceedings and actions taken by the body for the approval by the City Clerk for publication and distribution within prescribed deadlines. The Legislative Secretary must selectively condense and paraphrase the discussions while exercising care to include relevant materials and to accurately record the vote(s) taken. The development of complete synopsis and/or minutes requires the Legislative Secretary to review all documents on which the Council, Council Committee, Board or Commission has taken action to ensure that the documentation is complete and accurate.

Records Management : The Office of the City Clerk is responsible for maintaining records and documents and other public disclosures required under State and local laws to be filed by elected officials, candidates for public office, lobbyists, campaigns, Board and Commission members, designated employees, and other governmental agencies. The Legislative Secretary is responsible for reading, indexing, filing, researching and retrieving documents considered and acted upon by the City Council, Council Committee, Board or Commission, as well as other documents required to be filed with the City Clerk including contracts, agreements, maps, disclosure forms, etc. The Office must respond to requests under the California Public Records Act for information from members of the public and media and/or research information, as well as records and documents requested by various City departments and other public agencies.

Typical duties may include, but are not limited to the following:

• Collect and maintain a centralized and monthly performance measures and workload activities that is organized and ready for analysis across all Clerk programs.
• Place Clerk's Office supplies orders as well as Council Chamber supply orders after supervisor approval.
• May assist as backup coverage to the lone Agendadesk staffer managing Council and Council Committee Agenda postings, legal publications (approximately 300), city Calendar, unit web posting, Committee assignment lists, Brown Act Board and Boards and Commissions.
• May assist with some attendance of Council or Council Committee meetings together with City Clerk/Assistant City Clerk and Legislative Secretary to manage Zoom participants.
• May assist the City Clerk by providing clerical/administrative support by uploading campaign reports and statements to the system.
• Provide backup assistance to Records team including filing and scanning as needed, responding to simple Public Records requests, and database clean-up.
• Provide support to Clerk's Council Support/Fiscal team in grant database entry, tracking, fingerprinting, and backup travel coordination and timekeeping for all 12 offices and accounting processing during leaves and temporary vacancies.
• Performs other related duties as required.

Summary Description

Under the administrative direction of the Public Works Director, assists in planning, directing, and organizing the activities and operations of the Water, Wastewater, Streets, Parks, Facilities and Fleet Divisions of the Public Works Department. Specifically responsible for providing leadership, management and administration of highly complex technical, financial, statistical and analytical work of the Department. The incumbent may assist the Director in public activities or meetings and oversees coordination of other services areas as directed.  Provides general supervision to subordinate level professional, technical, maintenance, recreation, and clerical staff.  Performs other job-related work as required.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Provides direct technical and administrative assistance to the Director of Public Works concerning the operations of the Public Works Department.
2. Plan, organize, and direct assigned divisional activities, including planning, directing, supervising, and coordinating operations and maintenance activities of assigned division(s), which may include water production, treatment and distribution, construction, operation, maintenance, and repair; wastewater collection, treatment, and disposal; maintenance of the City’s streets and storm drain systems; and parks, facilities and fleet operations and maintenance.
3. Assist and participate in the development and implementation of department goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.

11. Prepare specifications, estimates, and bids for machinery, tools, equipment, and contract services; recommend, monitor, and administer contracts for consulting, construction, or other services as necessary; inspect work in progress and authorizes payment for work performed.
12. Monitor changes in regulatory agency laws and regulations; evaluate their impact upon City activities; recommend and implement policy and procedure changes as required.
13. Develop, implement, and ensure adherence to the department’s Safety Program, Standard Operating Procedures, OSHA regulations, and Radiologic Health Standards.
14. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes, and enforcement actions.
15. Prepare records related to operations, test results, work performed, and materials and supplies used; maintain accurate records and files; prepare periodic and special reports as required.
16. Research special projects, evaluate alternatives, prepare reports and recommendations; write correspondence, and respond to public and regulatory agency inquiries and provide pertinent information.
17. Respond to emergencies as required; coordinate activities with other responders to provide effective response; direct the work of staff and utilization of resources to affect operational effectiveness and ensure the safety of the community.
18. Serve as the liaison for the Public Works Department with other departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
19. Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
20. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Bachelor’s degree from an accredited college or university with major course work in civil engineering, urban studies, public administration, physical or natural sciences, or a related fields. A Master’s degree is highly desirable.

Experience:

Four years of increasingly responsible professional experience with a public agency in engineering, planning, public administration, or closely related field including two years of administrative and supervisory responsibility.

License or Certificate:

Possession of an appropriate, valid driver’s license.

The City Manager is the administrative head of the government of the City. The County of Yuba is currently recruiting for the position of Health & Human Services Education Supervisor in the Health and Human Services Department. THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a trauma informed, culturally responsive, field-based experienced individual for the position of Mental Health Counselor I/II, Spanish Speaking Required, with the Adult Resource Management (ARM) Team. The ARM team is located at 2000 Alameda de Las Pulgas in San Mateo, CA. This position requires traveling throughout San Mateo County.
 
The ARM team provides critical, field-based, trauma informed and culturally responsive, intensive case management support to Clients with Severe Mental Illness (SMI) who are either at high risk of being hospitalized or re-hospitalized, being discharged from locked facilities, are at risk of homelessness and or are currently homeless. The referrals to the ARM team come from the Regional Clinics, PES, Hospitals, and other partner agencies. This position also provides intensive case management support to the Clients admitted to the contracted mental health beds at Safe Harbor Shelter and the Navigation Center. This position assists Clients with treatment support and engagement, transportation to appointments, applying for GA and to other needed resources that include employment and permanent housing, and to help them manage their symptoms and behaviors.
 
The ideal candidate will have experience providing field-based intensive case management for Clients with SMI and co-occurring conditions; working with adults who are homeless or potentially homeless, leaving jail, in shelters, in detox and substance use residential facilities, in social rehabilitation facilities, or in hospitals; interviewing and assessing clients' housing, financial and employment needs; assisting adult clients to stabilize in the community with housing and other services; assisting clients to develop treatment recovery; assisting clients in their addiction recovery; and an understanding and working knowledge of systems of care. Fluency in both English and Spanish is required

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Mental Health Counselor I: One year of experience in a community mental health setting, performing crisis intervention or related counseling services or completion of 60 semester units from an accredited college or university with emphasis in one of the behavioral sciences.
 

Mental Health Counselor II: Two years of experience in a community mental health setting, performing individual or group therapeutic counseling services to clients and developing therapeutic assessment and treatment plans.

Knowledge of: 
Mental health needs and problems of the general population; rehabilitative counseling techniques including role playing, behavioral modification and recreational therapy; social aspects of mental and emotional disturbances; basic techniques and dynamics of individual and group therapy; community resources available for treatment of clients; problems, needs, attitudes and behavior patterns of clients having basic emotional and/or social adjustment problems; and individual, couple, family and group counseling principles.

Skill/Ability to:

Under general direction of the LAFCo Executive Officer, the Management Analyst will provide a wide variety of administrative, research, analytical, and work-flow support and other related tasks in support of the Local Agency Formation Commission (LAFCo) of San Mateo County; a variety of specialized studies of local government involving data collection and analysis, report preparation and public contact; develops, summarizes, and maintains administrative and fiscal records; foster cooperative working relationships County, cities and special districts and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

LAFCo is an independent commission with jurisdiction over the boundaries of cities and special districts in San Mateo County. The Commission contracts with the County of San Mateo for staff services including the Executive Officer, Management Analyst, Clerk and Legal Counsel. The Management Analyst will work closely with County personnel in a variety of departments as well as city and special district personnel and the public. Examples of projects include processing city and special district annexation applications, preparing municipal service reviews and sphere of influence updates for cities and special districts and assisting property owners in the annexation application process. Qualifications

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, urban planning or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

Annual Salary Ranges:

Clinical Therapist I: $75,806 - $96,750

THE POSITION

Are you interested in assisting individuals to get connected to the resources and support they need to work on their mental health?  Tri-City is currently looking for an enthusiastic and motivated individual to be a part of the Access to Care (ATC) team. The Clinical Therapist I/II position for the ATC team will appeal to individuals who are interested in assisting participants and clients with enrolling into mental health services and getting the support they need.  We are looking for individuals inspired by challenges and opportunities presented in working with an engaged and active community.  The Clinical Therapist I/II will report to a Clinical Supervisor or Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Conduct same day biopsychosocial assessments with both adults and/or children and carry no caseload;

• Will formulate a differential diagnosis concerning the nature of the mental health challenge;

• Create treatment plans and complete all necessary Electronic Health Record documentation;

• Perform screenings, linkage to resources and provide crisis interventions and crisis assessments;

• Work on a multidisciplinary team to promote recovery and ensure Network Adequacy;

• Ability to work in a fast-paced environment and must have excellent attendance;

• Collaborate with outside agencies to coordinate care for individuals seeking services.
