The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications above, the ideal candidate will have effective and courteous communication skills in order to discuss housing violations, violation remedy and necessary inspections and fees and participate in depositions and court hearings as requested. About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Certificates Needed: A valid California driver license is required upon appointment; valid professional rescuer CPR certificate and basic First Aid certificate (Midpen will offer training to candidates who do not possess CPR/First Aid certificates upon appointment).

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

The Analyst I salary range is $85,525.44 - $103,958.40
The Analyst II salary range is $93,344.16 - $113,436.96

San José Mineta International Airport is hiring for an Analyst I/II in its Planning and Development Division. This position reports directly to the Senior Analyst and is a crucial member of the Airport's Planning and Development Division. The Analyst is part of the fiscal team in the Planning and Development Division of the Airport. In order to fulfill these job duties, a Legislative Secretary should have good knowledge of English composition, grammar, spelling and punctuation and be experienced with standard office practices and procedures with the skills necessary to organize, coordinate, and prioritize assigned tasks in order to meet established daily deadlines. The position requires the ability to type 55 words per minute with proficiency using MS Word, or equivalent, with the ability to follow strict formatting requirements for the preparation of meeting agenda, synopsis, and/or minutes for each Council, Committee, Board or Commission meeting. The employee may be expected to learn various software systems including Granicus and become proficient at posting or editing documents for publication on the web and to the GILES Records Database.

Agenda : The Legislative Secretary is responsible for preparing a variety of documents (Agendas for City Council, Council Committee, Boards or Commissions) utilizing wording and layout based upon standard formats to ensure consistency and compliance with the City's legislative procedures; posting documents in accordance with State Brown Act and City Open Government requirements. The Legislative Secretary may be responsible for the assembly and distribution of those documents to elected officials, City Administration, media and the public under tight deadlines.

Minutes : Responsibilities include attending City Council, Council Committee, Board or Commission meetings and taking complete notes of actions taken while utilizing Granicus software and/or other audio recording equipment to provide for storage and playback. Subsequently, the Legislative Secretary is responsible for preparing a synopsis and/or minutes of the meeting which accurately reflect the course of the proceedings and actions taken by the body for the approval by the City Clerk for publication and distribution within prescribed deadlines. The Legislative Secretary must selectively condense and paraphrase the discussions while exercising care to include relevant materials and to accurately record the vote(s) taken. The development of complete synopsis and/or minutes requires the Legislative Secretary to review all documents on which the Council, Council Committee, Board or Commission has taken action to ensure that the documentation is complete and accurate.

Records Management : The Office of the City Clerk is responsible for maintaining records and documents and other public disclosures required under State and local laws to be filed by elected officials, candidates for public office, lobbyists, campaigns, Board and Commission members, designated employees, and other governmental agencies. The Legislative Secretary is responsible for reading, indexing, filing, researching and retrieving documents considered and acted upon by the City Council, Council Committee, Board or Commission, as well as other documents required to be filed with the City Clerk including contracts, agreements, maps, disclosure forms, etc. The Office must respond to requests under the California Public Records Act for information from members of the public and media and/or research information, as well as records and documents requested by various City departments and other public agencies.

The Office of the City Clerk is a service department within the municipal government upon which the City Council, all City departments, and the general public rely for information regarding the operations and legislative history of the City. The City Clerk serves as the liaison between the public and City Council and provides related municipal services, including delivering fiscal, human resources, and administrative and technical support services to the Mayor's Office, City Council Offices, and for the City's Boards, Commissions and Committees.The Office of the City Clerk is recruiting for a full-time Principal Office Specialist to become part of a dynamic and productive team that will provide support to Clerk Administration and Management; Council Support, and Legislative team.

Typical duties may include, but are not limited to the following:

• Collect and maintain a centralized and monthly performance measures and workload activities that is organized and ready for analysis across all Clerk programs.
• Place Clerk's Office supplies orders as well as Council Chamber supply orders after supervisor approval.
• May assist as backup coverage to the lone Agendadesk staffer managing Council and Council Committee Agenda postings, legal publications (approximately 300), city Calendar, unit web posting, Committee assignment lists, Brown Act Board and Boards and Commissions.
• May assist with some attendance of Council or Council Committee meetings together with City Clerk/Assistant City Clerk and Legislative Secretary to manage Zoom participants.
• May assist the City Clerk by providing clerical/administrative support by uploading campaign reports and statements to the system.
• Provide backup assistance to Records team including filing and scanning as needed, responding to simple Public Records requests, and database clean-up.
• Provide support to Clerk's Council Support/Fiscal team in grant database entry, tracking, fingerprinting, and backup travel coordination and timekeeping for all 12 offices and accounting processing during leaves and temporary vacancies.
• Performs other related duties as required.

Summary Description

Under the administrative direction of the Public Works Director, assists in planning, directing, and organizing the activities and operations of the Water, Wastewater, Streets, Parks, Facilities and Fleet Divisions of the Public Works Department. Specifically responsible for providing leadership, management and administration of highly complex technical, financial, statistical and analytical work of the Department. The incumbent may assist the Director in public activities or meetings and oversees coordination of other services areas as directed.  Provides general supervision to subordinate level professional, technical, maintenance, recreation, and clerical staff.  Performs other job-related work as required.

Representative Duties

1. Provides direct technical and administrative assistance to the Director of Public Works concerning the operations of the Public Works Department.
2. Plan, organize, and direct assigned divisional activities, including planning, directing, supervising, and coordinating operations and maintenance activities of assigned division(s), which may include water production, treatment and distribution, construction, operation, maintenance, and repair; wastewater collection, treatment, and disposal; maintenance of the City’s streets and storm drain systems; and parks, facilities and fleet operations and maintenance.
3. Assist and participate in the development and implementation of department goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
4. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service, and staffing levels.
5. Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
6. Select, train, motivate, mentor, counsel, coach and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

10. Develop and standardize maintenance and operating procedures and methods to meet state and federal regulations and improve the efficiency and effectiveness of operations and maintenance activities.
11. Prepare specifications, estimates, and bids for machinery, tools, equipment, and contract services; recommend, monitor, and administer contracts for consulting, construction, or other services as necessary; inspect work in progress and authorizes payment for work performed.
12. Monitor changes in regulatory agency laws and regulations; evaluate their impact upon City activities; recommend and implement policy and procedure changes as required.
13. Develop, implement, and ensure adherence to the department’s Safety Program, Standard Operating Procedures, OSHA regulations, and Radiologic Health Standards.
14. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes, and enforcement actions.
15. Prepare records related to operations, test results, work performed, and materials and supplies used; maintain accurate records and files; prepare periodic and special reports as required.
16. Research special projects, evaluate alternatives, prepare reports and recommendations; write correspondence, and respond to public and regulatory agency inquiries and provide pertinent information.
17. Respond to emergencies as required; coordinate activities with other responders to provide effective response; direct the work of staff and utilization of resources to affect operational effectiveness and ensure the safety of the community.
18. Serve as the liaison for the Public Works Department with other departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
19. Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
20. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate.
21. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field or fields related to the assigned division(s); incorporate new developments as appropriate.
22. Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Education/Training:

Bachelor’s degree from an accredited college or university with major course work in civil engineering, urban studies, public administration, physical or natural sciences, or a related fields. A Master’s degree is highly desirable.

Experience:

Four years of increasingly responsible professional experience with a public agency in engineering, planning, public administration, or closely related field including two years of administrative and supervisory responsibility.

License or Certificate:

Possession of an appropriate, valid driver’s license.

The City of Newark is seeking an experienced Aquatics Programs Specialist who is well versed with the development and effective implementation of aquatic programs tailored to different age groups and skill levels, such as swimming lessons, water aerobics, lifeguard training, and more. The Specialist will work out of the George M Silliman Community Activity Center. 

JOB RESPONSIBILITIES

1. Review the existing swim lesson program provided at the Aquatic Center, utilizing the American Red Cross Learn to Swim Program materials, with the aim of pinpointing areas that could be enhanced.
2. Evaluate the current swim instructor handbook and offer recommendations that align with program requirements; integrating relevant materials from the American Red Cross Swim Lesson Program and feedback from staff to create a more cohesive handbook for swim instructors.
3. Assess the current swim instructor in-service practices and propose a recommended training plan and schedule for management and staff. This includes organizing 2-5 in-service sessions with staff to review new information and establish a structured training plan.                                                                                  

• Evaluate Current Practices: Conduct an analysis of the existing swim instructor in-service practices, identifying strengths, weaknesses, and areas for improvement.
• Needs Assessment: Determine the specific needs of the swim instructors and the program as a whole. Consider instructor feedback, observations, and any deficiencies noted in performance evaluations.
• Training Objectives: Define clear training objectives that align with the goals of the swim lesson program and the organization's standards. These objectives should address areas such as instructional techniques, safety protocols, emergency procedures, and customer service skills.
• Curriculum Development: Develop a comprehensive curriculum for the in-service training sessions. Incorporate relevant materials from the American Red Cross Swim Lesson Program, focusing on best practices for instruction and program management.
• Training Plan and Schedule: Create a detailed training plan and recommended schedule that outlines the topics to be covered in each session. Ensure that the schedule accommodates the availability of staff and allows for adequate time to cover each topic thoroughly.
• Session Content: Structure each in-service session to include a combination of theoretical instruction, practical demonstrations, and hands-on activities. Provide opportunities for staff to ask questions, participate in discussions, and practice new skills.
• Resource Materials: Compile a set of resource materials to support the training sessions, including instructional guides, lesson plans, videos, and reference materials from the American Red Cross Swim Lesson Program.
• Feedback Mechanism: Establish a feedback mechanism to gather input from staff following each training session. Use this feedback to assess the effectiveness of the training and make any necessary adjustments to future sessions.
• Implementation and Monitoring: Implement the training plan according to the established schedule, ensuring that all staff members have the opportunity to participate. Work with staff to ensure they are monitoring staff performance and progress throughout the training process, providing additional support and guidance as needed.
• Evaluation and Continuous Improvement: Conduct a final evaluation of the training program to assess its overall effectiveness and impact on staff performance. Use the findings to inform staff of training initiatives and make continuous improvements to the swim instructor’s in-service practices.                        

     4. Collaborate with program staff to facilitate the implementation of the DigiQuatics software, specifically  focusing on the swim lesson program module to ensure its success and staff training opportunities.

    5. Support staff in addressing any needs within the swim lesson program to enhance its effectiveness and boost participant enrollment as required.
