Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

SUMMARY DESCRIPTION

DISTINGUISHING CHARACTERISTICS

Street Maintenance Operator I: This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Street Maintenance Operator II: This is the full journey level class within the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

REPRESENTATIVE DUTIES

1. Handle complaints and answer questions from the public.

Glenn County is recruiting individuals to fill three full time and multiple Part Time/ Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. The Yuba County Sheriff’s Department is currently recruiting for two full-time Animal Care Services Officer. Under close supervision, incumbents enforces State and County laws regarding stray, dangerous, rabid, nuisance and unwanted domestic animals; investigates complaints; patrols assigned areas; captures animals; removes dead animals from public and private properties; assist in feeding and cleaning animal enclosures; assist with euthanizations and disposal of animals in a humane and prescribed method and performs other duties related to humane animal protection and control; performs related work as assigned including assisting the public with drop off, pick up and adoption of animals as necessary.  This is a working level class in animal control, responsible for enforcing applicable regulations in a limited public officer capacity. PHYSICAL DEMANDS

Essential Duties

 

What you will do:  

Duties may include but are not limited to the following:
 
Feeds, cares for, evaluates behavior, adopts, redeems, and performs euthanasia on impounded animals.
 
Receives animals at the Shelter, isolating those showing signs of disease from healthy ones.
 
Vaccinates animals as they are received and administers medicine under instructions from a veterinarian; prepares identification collars and places on animals for accurate records.
 
Responds to questions from the public about animal breeds, temperament and adoptions;  advises public on appropriate choices for adoption and the proper care, treatment and control of animals.
 
Cleans, disinfects and maintains kennels and kennel area; performs dishwashing and laundering tasks.
 
Maintains a computerized log and record of all animals at shelter.
 
Reports any animals exhibiting symptoms of ill health or communicable disease.
 
Maintains inventories and supplies of food, medicines and controlled drugs, completing the necessary forms.

Assists in supervising volunteers.
 
Lifts and loads animals weighing up to seventy-five pounds.
 
Performs related tasks as required.

Minimum Qualifications

 

You have:  

Any combination equivalent to experience and training that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:  

Experience:   Six (6) months experience involving customer contact and six months experience in handling animals.
 
Education:  Equivalent to completion of twelfth (12th) Grade or High School equivalency.

License:    Possession and maintenance of a valid Class C California Driver's License.

Job Related Testing (examination):

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.

Department Interviews - Actual hire depends on success in the departmental selection process.
