DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

DISTINGUISHING CHARACTERISTICS

This entry-level classification in the Program Leader series is responsible for providing child development services in Youth Services programs. Incumbents at this level are not expected to function with the same amount of knowledge or skill level as positions allocated to the Senior Program Leader level, and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provides support duties for child development services in Youth Services programs; assists children in activities; prepares and serves snacks based on established guidelines; performs clean-up and food storage duties.

Education and Experience:

•  High School Diploma or GED, or currently enrolled in child development Regional Occupational Program (ROP).
•  Experience working with children in a childcare or educational setting is desirable.

Knowledge of:

•  Principles and practices for providing high level of customer service

POSITION INFORMATION

Livermore Area Recreation and Park District is currently recruiting  for Preschool Teachers  who are cheerful, child focused, and creative to plan themed based programs. This position will be responsible for planning curriculum, engaging in conversations with children (age 4 and 5), assist children in projects, supervise indoor and outdoor play, interact with parents, oversee the direction of the assigned teacher assistant, and be responsible for the overall safety of the children in the program.  

Minimum educational requirement: 12 ECE units in the core classes. Must have experience and understanding of working with preschool children. 

Schedule: This position will be three days per week: Tuesday, Wednesday, and Thursday; 8:30 a.m- 1:00 p.m.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

Under the supervision of the Building/Code Compliance Coordinator and the Chief Building Official/Senior Plans Examiner, the Building/Code Compliance Inspector performs work in the areas of building, electrical, mechanical, plumbing, energy, green, zoning, and residential fire protection inspections; various aspects of code enforcement; and other duties as assigned.

CLASS CHARACTERISTICS

This is the journey-level, professional class that is expected to read plans, make code interpretations, have comprehensive knowledge of construction materials and techniques, and be able to perform field inspections (both Building and Code Enforcement) on their own.

This position is distinguished from the next higher class of Senior Building/Code Compliance Inspector by the latter providing training, technical advice, and lead assistance to incumbent inspectors. The Building/Code Compliance Inspector is further distinguished from the lower level of Building/Code Compliance Trainee in that the latter is the entry-level class, and is in training, learning the full scope of the assigned duties and responsibilities.

About the Position

The Department

The Finance Department functions include budgeting, revenue collection, debt management, purchasing, cash management and investment, disbursements, accounting, and financial reporting.
