The City of Santa Clara is recruiting for a Director of Community Development who will be responsible for organizing, managing, and providing direction for all functions and activities of the Community Development Department. This includes planning, permitting, building inspection, code compliance, housing, and special projects. The Director develops plans, goals, and objectives for the Department and advises the City Manager on matters pertaining to departmental functions.

The incumbent will be knowledgeable, capable, and technically experienced Director of Community Development who can provide strategic planning and strong leadership for the Department.  A solutions-oriented leader is sought who will work to ensure the Department operates in a forward-thinking manner and works to enhance the quality of life for the City. The City of Foster City is looking for a Building Maintenance Worker I who is able to perform semi-skilled maintenance and repair work on municipal buildings, facilities, and equipment in the Building Maintenance Division. This position performs routine and standardized tasks and duties such as plumbing, carpentry, painting and electrical activities.

Education and Training Guidelines
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Completion of the twelfth grade or the equivalent, supplemented by specialized training in maintenance, construction, or facilities maintenance.

Experience: One (1) year of full time experience in general maintenance, construction, or facilities maintenance.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Building Maintenance Manager will make the hiring decision.

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. This includes developing and administering the department operations and capital improvement budgets. The COO is expected to exercise critical thinking and detail oriented oversight in ensuring that utility operations are smooth, efficient, and compliant, with responsibility for results including costs, methods, and staffing.

Role description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations. The incumbent will either be assigned to work in the world class historic Cable Car Barn or the Mechanical Systems Program which manages SFMTA’s subway system, this includes the recently completed Central Subway extension project.

*Different shifts at the Mechanical Systems Program (MSP), various Subway Stations, and Cable Car (CC) Building, at 1201 Mason Street, San Francisco, CA 94108. Initial trainings may occur in shifts different than those listed below:

1. Transit CC (Grave, SUN-THU, 21:00-05:00 / 9:00pm-5:00am)
2. Transit CC (Grave, THU-MON, 21:00-05:00 / 9:00pm-5:00am)
3. Transit MSP (Grave, MON-FRI, 22:00-06:00 / 10:00pm-6:00am)
4. Transit CC (Day, FRI-TUE, 09:00-17:00 / 9:00am-5:00pm)

Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

Medical Examination/Drug Testing:

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The Senior Educational Facilities Planner (Sr. Planner) provides professional planning services that guide the physical development of the campus and assists in strategic development and improvement of buildings and space to support UCSC's mission of research, teaching, and public service. As a senior member of the unit, the Sr. Planner is the resident expert on campus and UC policy regarding capital matters, and provides assistance and support in all areas of planning for CPSM staff, campus leadership. They also act as liaison to the Office of Capital Planning at the UC Office of the President.

The Sr. Planner uses skills as a seasoned, experienced planning professional with a full understanding of industry practices and procedures to resolve a wide range of planning issues; uses advanced planning concepts and objectives to resolve highly complex issues; develops short and long range capital plans, demonstrates good judgment in selecting methods and techniques for analyzing alternatives and recommending solutions; exhibits high levels of organization; recommends revisions to proceedures and policies to improve efficiency, and is able to operate with considerable independence.

The Sr. Planner provides high-level reports and analysis of campus space needs in an effort to ensure the efficient use of campus space; works with campus leadership and clients to provide in-depth programming, utilization and visioning studies for all types of campus space using a variety of planning tools: metrics, conceptual space plans, and test fit diagrams; coordinates with campus technical experts on the re-use of space; generates and manipulates large data sets, manages databases to comprehensively manage campus capital expenditures, leads and coordinates the annual updates to the multi-year Capital and Seismic Financial Plans, and generates analytics for capital planning, space management and capital outlay.

Capital Planning and Space Management (CPSM) is a unit within the Division of Business Administration (BAS.) The Division includes a broad and diverse set of operational units that provides and maintains administrative, student development and physical infrastructure that supports the mission of the campus. As a member of BAS, CPSM supports the Office of the Chancellor and Campus Provost/Executive Vice Chancellor in the areas of capital financial planning and policy analysis. In this capacity, CPSM develops and maintains relevant databases, provides analyses of policies and programs, assists in the determination of campus priorities, and in the development of strategies designed to achieve these priorities. 35%: Applies advanced planning concepts to analyze and resolve difficult or complex planning and space management issues; manages and manipulates large datasets related to capital matters; develops, revises and refines long range campus planning initiatives such as the multi-year Capital Financial and Seismic Plans; provides preliminary planning and programming services to leadership and campus clients using a variety of planning tools: metrics, conceptual space plans and test fit diagrams; works with Budget Analysis and Planning to establish budgets and funding feasility models; prepares financial feasibility studies; identifies funding alternatives; authors funding approvals; and reviews off-campus lease and purchase opportunities.

 

35%: Serves as “Lead Planner” and expert regarding procedural and “capital matters” policy; prepares and reviews required planning documents prepared by others, to ensure they are accurate and compliant with the established UC and campus policies and procedures, and are delivered within the required deadlines; co-leads the capital project intake team, maintains the campus-wide comprehensive project list that tracks project status, schedule, and budget.

Manages campus clients, ensures efficient project development through coordination with campus partners; develops and delivers presentation to leadership, coordinates with colleagues at UC Office of the President, and prepares budget approval documents for the campus and UC Office of the President.

Makes recommendations, and implements improvements to operating procedures to improve operating efficiency; develops training materials, trains coworkers and colleagues; generally assists in the operations of the unit.

30%: Configures and manages multiple large scale data sets and campus specific databases; uses Google and Microsoft products and AutoCAD software; develops presentations and reports for internal analysis, and for delivery to leadership and the UC Office of the President.

Required Qualifications

• Education: Bachelor's degree or equivalent combination of education and experience in education, business administration, project construction administration, architecture, accounting, city planning, or facilities planning.
• Advanced knowledge / skills in facilities planning, architecture, engineering, or other planning-related fields; previous experience in providing capital planning and space management services, work with clients, develop space-use programs, conceptual space plans and test fit diagrams; and proficient in the preparation of associated presentation and budget approval documents.
• Advanced written, graphic, verbal, and interpersonal communication skills, including advanced political acumen; thorough knowledge of correct English grammar, spelling and punctuation; ability to proof documents independently and prepare documents for professional publishing; proven ability to organize collected information, extract pertinent data, prepare accurate reports in various formats to present data effectively, and draft formal written narratives and documents.
• Advanced analytical, project management and problem-solving skills to identify needs, conduct research, and develop innovative alternatives, proposals, and solutions; ability to independently interpret, explain, and apply appropriate applications of a variety of complex policies and procedures; demonstrated advanced experience and skill in using analysis to draw systematic and rational conclusions from data; ability to learn the operations of a department as they relate to the academic and capital planning, design and construction environment.

The department is seeking to fill two (2) full-time Power Resources Specialist I/II positions. The positions will support the Risk Management, Contracts and Administrative Services Division (1 position) and Account Management and Marketing Division (1 position).

The ideal candidates are skilled and highly motivated individuals, with creative problem-solving skills. Both positions will be part of a fast-paced team, often working on multiple high-priority projects and short deadlines. Good judgment, initiative, and cooperation with other staff and outside stakeholders will be an asset to this position.

Power Resources Specialist I/II – Risk Management, Contracts and Administrative Services Division 

This position will report to the Division Manager and support risk management and power contract oversight.  Under general supervision this position will support a variety of risk management functions in support of the department’s energy portfolio. The Risk Management, Contracts and Administrative Services Division is responsible for providing independent oversight of the risks assumed in the course of transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, tracks signed energy contracts, and manages the invoicing process.

Duties include the following but are not limited to:

• Verifying that power supply agreements are authorized and executed appropriately and resolving contracting issues; 
• Developing mark-to-market analysis for SJCE power supply portfolio totaling over $1 Billion dollars; and recommending actions to reduce risk and power supply costs.
• Overseeing power supply settlement functions, including verifying power supply deliveries, contract performance, and approval of power supply invoices, totaling approximately $30 million per month;
• Reviewing invoices for accuracy, resolving issues with power suppliers, and providing quality assurance for complex energy-specific contracts;
• Providing analytical support for power supply audits and analysis of power purchases and sale agreements;
• Provide risk management analysis for medium- and long-term contracts;
• Utilize energy trading risk management database to prepare a variety of reports for the power contracts portfolio, utilize data visualization
• Approve energy purchases subject to the risk management policies;
• Provide analysis on emerging technological and procurement options for supply (e.g. distributed energy resources, renewable or storage technologies.)
• Conduct studies and develop analytical models related to energy risk management and forecasting;
• Perform other related duties as required.

Power Resources Specialist I/II - Account Management and Marketing Division

This position will report to the Deputy Director overseeing the Account Management and Marketing. This division is responsible for customer care, billing, marketing and customer outreach, and community programs for San José Clean Energy. This position will support a number of analytical functions related to customer rates and electricity usage.  The ideal candidates should be well versed in PG&E rate structures including residential and commercial rate schedules and have strong analytical skills.

Duties include the following but are not limited to:

• Analyze customer electricity usage and impact of rate changes;
• Analyze revenue collection compared with plan;
• Support division with analysis of financial and greenhouse gas emission impacts of decisions on new product offerings.
• Respond to customer inquiries and interface with and support call center and billing operations contractor;
• Support cost-benefit analysis of potential new Department programs;
• Assist in launch of SJCE’s DAC-GT and energy efficiency programs, in accordance with SJCE’s Programs Roadmap, while incorporating stakeholder input, industry best practices, and market trends to ensure program success;
• Help develop indicators to measure program effectiveness, analyze program outcomes to modify implementation activities, and develop and implement verification protocols to support cost and environmental effectiveness claims;
• Assist with program compliance requirements and reporting;
• Provide financial analysis on impact of alternative contract structures with customers
• Provide quantitative analysis support for City Council and Community Advisory Commission presentations.
• Help develop tools and processes to analyze the potential impact of alternative rate structures (e.g. new time of use variants, low income discounts, etc.)
• Help articulate and implement a strategy for more fully incorporating Distributed Energy Resources (DERs), including Demand Response programs, into SJCE’s business activities.
• Assist in preparation of bids and specifications, and monitoring the timely fulfillment of deliverables by consultants and service providers; Perform other related duties as required.

Salary Information:

The current salary range for Power Resources Specialist I is: $82,867.20 - $100,963.20

The current salary range for Power Resources Specialist II is: $90,168.00 - $109,844.80

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Power Resources Specialist I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
