The San Mateo Local Agency Formation Commission (LAFCo) is seeking well-qualified candidates for the position of Management Analyst. This position will serve an integral role in analysis, policy planning, regulatory and other functions of LAFCo.

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for Auburn Transit daily operations; perform regular road supervision, vehicle trial checks, and daily vehicle inspection monitoring.
• Establish schedules and methods for providing Auburn Transit services; schedule drivers to ensure routes are completed in a safe and timely manner; coordinate any changes to facilitate coverage for all shifts.
• Coordinates transportation needs for local schools and special events; prepares calendar of trips or special events to be incorporated into the bus timetable; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Provide an increasing level of customer service and satisfaction by providing service that is flexible, dependable, and consistent.
• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.

Under general supervision, operates a variety of transit vehicles such as diesel and electric motor coaches, cable cars, streetcars and light rail vehicles; transports passengers along a specific route and makes designated stops as required; accepts fares, issues transfers, gives general directional information; and performs related duties as required.

Examples of Important and Essential Duties
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Conducts pre-operational inspection of the transit vehicle, in accordance with federal and state laws and departmental regulations, to ensure it is functioning properly.
2. Inspects the passenger compartment of the vehicle to ensure it is free from hazards (such as spills, loose handrails and stanchions, defective seats, etc.) and that the video camera lenses are not obscured.
3. Safely navigates the vehicle through traffic along assigned routes, under various environmental conditions, in accordance with traffic laws and departmental regulations.
4. Operates the disability access lifts to assist people in wheelchairs onto the vehicle and properly secures their wheelchairs when they are on the vehicle.
5. Collects fares from passengers and issues transfers; checks passenger transfers, fast passes, and electronic passes to ensure they are valid.
6. Uses vehicle's intercom system to communicate instructions to passengers and to call out vehicle stops and transfer points.
7. Responds to customers' questions regarding routes, directions, fares and transfers.
8. Conducts a post-operational inspection of the outside of the vehicle to detect defects and body damage, broken windows, and graffiti.
9. Contacts Central Control regarding various emergencies such as medical emergencies, vehicle malfunctions, vehicle evacuations etc. and/or circumstances that may affect service such as heavy traffic, road hazards, road obstructions etc.

Nature of Work: Incumbents in this class may be required to work rotating shifts, holidays and weekends; to work outdoors in all weather conditions; and to use computers. In addition, may require standing and/or sitting for prolonged periods of time; performing different physical activities such as pulling poles, cranking switches in the subway, resetting retrievers to return disabled transit vehicles to service and assisting in the movement of disabled vehicles when possible. The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 9163 Transit Operator is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

Applicants who are successful in the examination process and who do not possess a Class B Driver License with Passenger (P) endorsement and airbrakes, will be required to obtain a Class B Driver Permit with Passenger (P) endorsement and airbrakes prior to starting the Transit Operator training.

Transit Operator Training:
All employees must successfully complete the SFMTA Operator Training Program consisting of both classroom and behind-the-wheel instruction. The rate of pay for a trainee is $31.0375 per hour.

Attendance to all training sessions is required. If a candidate misses any dates of training without providing proper notification, they will be released from their training class. If proper notification was provided, a candidate released during the training period due to attendance may request to be placed back on the eligible list to be considered for future classes, if the list from which they were hired is still active. Candidates may only request to be placed back on the eligible list one time.  Any candidate not approved to be placed back on the list or not able to be placed in another training class before the list expires will need to re-apply during the next filing period for applications.

JOB SUMMARY: The San Mateo County Transit District is seeking a highly technical IT Operations Supervisor to join our team. Under the supervision of the IT Operations Manager, the Supervisor will coordinate the efficient and effective operations of the Help Desk team for the District, including work direction and supervision of Help Desk staff and coordination with other District information technology staff. This position is responsible for planning, assigning, and directing work; documenting and gaining approval for all help desk support procedures and system documentation; and assisting team members in answering calls, addressing service or escalation issues, and applying independent decision making to resolve problems or escalate problems to management. The IT Operations Supervisor develops regular reports on help desk contacts, ensures that service levels are met, identifies trends and makes recommendations for service improvements, and provides budgetary recommendations to management for service growth and/or improvement.

IT Operations Supervisor will work closely with various users in San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) and other departments and is responsible for managing all procedures related to the identification, prioritization, and resolution of end user help requests, including the monitoring, tracking, and coordination of Help Desk functions. The role will also contribute to problem resolution by giving in-person, hands-on support to end users at the desktop level.

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. Duties include complex data input and retrieval processes requiring extreme accuracy; providing services to the community; and performing related work as required. O.S.S.D. operates 24 hours per day, 7 days per week.

The Police Department provides a six-month training program. During a one-year probationary period, incumbents complete the training program and a subsequent six months of on-the-job training. This includes but is not limited to a demonstrated proficiency of all aspects of Operations Support Services Division's responsibilities. While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.
