The City of San José is recruiting for a Finance Applications Associate IT Manager (Enterprise Principal Technology Analyst) in the Information Technology Department. This position is responsible for the management and support of the City's enterprise Finance Management System, Revenue Management/Collection System, and Finance Reporting System. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. The Finance Applications Associate IT Manager is also responsible for resource and performance management of the Finance Applications IT Team.

This position requires leadership skills and the ability to take the initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate should have experience supporting an enterprise-level Finance Enterprise Resource Planning (ERP) system with solid business process knowledge and technical support experience for the General Ledger, Accounts Payable, Account Receivable, Purchasing, Asset Management, Revenue Management, and Revenue Collection modules.

Duties may include but are not limited to:

• Providing technical leadership for the City's enterprise Finance Management System, Revenue Collection System and Reporting System.

• Leading and coordinating upgrade and enhancement projects for Finance's enterprise applications.

• Assessing user needs to provide support and proactive service, including analyzing opportunities to use existing tools and workflows.
• Leading the day-to-day activities of advisory engagements for various projects, including process design, package implementation lifecycle support, and project reviews.
• Managing delivery and SLAs by guiding incident resolution, problem management, maintenance, and enhancement tickets escalated by the end users for the portfolio of applications.
• Developing relevant metrics, measuring and publishing the performance of the services provided for continuous improvement activities.
• Ensuring a high level of customer satisfaction for services and products provided.
• Working closely with all other IT management personnel in identifying, evaluating, selecting, and implementing specific information technology to support the business plans and IT strategies.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).

The Department is committed to treating all of San Jose's diverse community members with dignity, fairness, and respect, while protecting their rights and providing equal protection under the law.The Police Data Specialist (PDS) position is an entry level training position in the Operations Support Services Division (O.S.S.D.) of the Police Department. Under close supervision, Police Data Specialists learn to perform specialized technical work utilizing automated law enforcement information systems that lend support to sworn personnel and other department members. Duties include complex data input and retrieval processes requiring extreme accuracy; providing services to the community; and performing related work as required. O.S.S.D. operates 24 hours per day, 7 days per week.

The Police Department provides a six-month training program. During a one-year probationary period, incumbents complete the training program and a subsequent six months of on-the-job training. This includes but is not limited to a demonstrated proficiency of all aspects of Operations Support Services Division's responsibilities. While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. Those who pass probation receive a pass/fail proficiency examination. Upon passing the examination, incumbents will be promoted to the position of Police Data Specialist II.

The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.

• Five years' experience dispatching in the public safety field, at least two (2) years of which having been at the supervisory level.
Possible Substitutions:
• Administrative or supervisory experience in a public safety department may be substituted for the dispatching experience on a year for year basis.

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

SPECIAL CONDITIONS
• Willing to respond to callback in case of major emergencies or local disasters;
• Willing to work Saturdays and odd, irregular and unusual hours;
• Will be required to pass a City background investigation, which will include fingerprinting, polygraph and/or psychological testing; and

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines

• Possession of a valid California POST Public Safety Dispatcher Basic Certificate and a valid Medical Priorities Dispatching System (MPDS) Certificate are required prior to the completion of the probationary period.

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

In this role, you will perform as a technical portfolio manager overseeing staff assigned to function as project managers. You will be responsible for establishing, implementing and maintaining an enterprise IT portfolio management program to ensure that IT projects and programs are planned and delivered according to business unit demands and priority. The Program Manager II will collaborate with the IT Director/CIO, other IT leads and City department heads (and/or their delegates) to provide the vision and leadership necessary to plan and execute strategic programs and tactical projects.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge and skills for this position is: Equivalent to graduation from a four year college or university with major coursework in business, public administration, or a related field and five (5) years in the development and implementation of programs.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record. Must be able to attend evening and weekend meetings. 

In addition to the qualifications above, the ideal candidate will be a thought leader, a consensus builder, and an integrator of people and processes. While the PM is the leader of the IT portfolio, they must also be able to coordinate disparate drivers, constraints and personalities while maintaining objectivity and a strong understanding that portfolio management is just one of the critical, integrated functions within IT.
