The City of San José is recruiting for a Finance Applications Associate IT Manager (Enterprise Principal Technology Analyst) in the Information Technology Department. This position is responsible for the management and support of the City's enterprise Finance Management System, Revenue Management/Collection System, and Finance Reporting System. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. The Finance Applications Associate IT Manager is also responsible for resource and performance management of the Finance Applications IT Team.

This position requires leadership skills and the ability to take the initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate should have experience supporting an enterprise-level Finance Enterprise Resource Planning (ERP) system with solid business process knowledge and technical support experience for the General Ledger, Accounts Payable, Account Receivable, Purchasing, Asset Management, Revenue Management, and Revenue Collection modules.

Duties may include but are not limited to:

• Providing technical leadership for the City's enterprise Finance Management System, Revenue Collection System and Reporting System.
• Partnering with business owners and stakeholders to identify high level business and information system requirements and recommending business process/workflow redesign where applicable.
• Leading and coordinating upgrade and enhancement projects for Finance's enterprise applications.
• Prioritizing and managing application development projects to ensure they are delivered on time, within budget, and meet customer expectations.
• Developing technical guidelines and governance framework to ensure best practices are followed.
• Assessing user needs to provide support and proactive service, including analyzing opportunities to use existing tools and workflows.
• Leading the day-to-day activities of advisory engagements for various projects, including process design, package implementation lifecycle support, and project reviews.
• Managing delivery and SLAs by guiding incident resolution, problem management, maintenance, and enhancement tickets escalated by the end users for the portfolio of applications.
• Developing relevant metrics, measuring and publishing the performance of the services provided for continuous improvement activities.
• Ensuring a high level of customer satisfaction for services and products provided.
• Working closely with all other IT management personnel in identifying, evaluating, selecting, and implementing specific information technology to support the business plans and IT strategies.
• Coaching, mentoring, and managing staff to implement, maintain, and support all related software, configurations, and workflows.
• Hands on experience with structured query language, Windows scripting, designing and developing reports using a variety of end user reporting tools, managing applications on Windows environments.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Principal Technology Analyst (EPTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

The City of Union City is currently seeking ONE highly motivated individual for the position of Transit Planner Assistant or Transit Planner Associate.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

TRANSIT PLANNER ASSOCIATE

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

EXAMPLES OF DUTIES (illustrative only) for the Transit Planner Assistant/Associate:

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Use/Review and recommend* web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system. 
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Investigate and respond to inquiries and/or requests by members of the public regarding transit system policies, procedures and services.
• Provide minor/general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.
