JOB SUMMARY: The San Mateo County Transit District is seeking a highly technical IT Operations Supervisor to join our team. Under the supervision of the IT Operations Manager, the Supervisor will coordinate the efficient and effective operations of the Help Desk team for the District, including work direction and supervision of Help Desk staff and coordination with other District information technology staff. This position is responsible for planning, assigning, and directing work; documenting and gaining approval for all help desk support procedures and system documentation; and assisting team members in answering calls, addressing service or escalation issues, and applying independent decision making to resolve problems or escalate problems to management. The IT Operations Supervisor develops regular reports on help desk contacts, ensures that service levels are met, identifies trends and makes recommendations for service improvements, and provides budgetary recommendations to management for service growth and/or improvement.

IT Operations Supervisor will work closely with various users in San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) and other departments and is responsible for managing all procedures related to the identification, prioritization, and resolution of end user help requests, including the monitoring, tracking, and coordination of Help Desk functions. The role will also contribute to problem resolution by giving in-person, hands-on support to end users at the desktop level.

EXAMPLES OF ESSENTIAL FUNCTIONS:
• Supervise help desk support staff’s daily activities ensuring timely and professional delivery of technical support for calls on computers, core software products, and related hardware peripherals.

Under close supervision, Police Data Specialists learn to perform specialized technical work utilizing automated law enforcement information systems that lend support to sworn personnel and other department members. Duties include complex data input and retrieval processes requiring extreme accuracy; providing services to the community; and performing related work as required. O.S.S.D. operates 24 hours per day, 7 days per week.

The Police Department provides a six-month training program. During a one-year probationary period, incumbents complete the training program and a subsequent six months of on-the-job training. This includes but is not limited to a demonstrated proficiency of all aspects of Operations Support Services Division's responsibilities. While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.

This GIS ISA position will function as a Geocortex/ VertiGIS developer and will be primarily responsible for managing the VertiGIS environment and developing mapping applications and workflows within VertiGIS Studio .

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires strong technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. • Meet with business owners and end users to gather and document requirements and prepare and present solution design. Design, build, and deploy mapping applications and/or enhancements. Provide documentation, training, and support to end users.
• Establish and document best practices and standards for VertiGIS Studio applications and components and provide training/support to other City GIS staff looking to leverage VertiGIS Studio.
• Assist with administration of the City's ArcGIS Enterprise (ArcGIS Server and Portal) environments and enterprise geodatabases, and support other Enterprise GIS projects and initiatives as needed.

Under immediate direction, plans and implements curriculum and instructional activities for Youth Services programs; continuously supervises and monitors children to ensure their safety and well-being; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

This classification is responsible for planning and implementing curriculum and instructional activities for Youth Services programs and ensuring a safe environment for participants. Incumbents in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned program area. Incumbents are responsible for establishing objectives, timelines, and methods to deliver services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Plans, maintains, and implements a diverse range of curriculum activities, lesson plans, and positive child development strategies for Youth Services to ensure a positive and safe learning environment.

2. Leads and coordinates the work of lower-level staff and volunteers.

3. Prepares and serves snacks based on established guidelines; performs clean-up and food storage duties.

4. Assists with child assessments and environmental rating scales.

5. Provides resource information to participants; receives and responds to questions, concerns, and complaints from parents, public, and school personnel; determines issues and resolves or refers to higher-level staff as appropriate.

6. Opens, secures, and cleans program areas before and after program use; prepares program areas for scheduled activities and events.

7. Monitors equipment and facilities for cleanliness and safety; reports and recommends maintenance and repair as needed.

8. Assists with monitoring inventory and supplies.

9. Performs administrative tasks, such as attending and scheduling meetings, preparing reports, and maintaining records.

10. Assists with staff training; participates in required training sessions, including safety drills and other emergency procedures; performs all work in a safe manner in accordance with policies and procedures.

11. May participate in parent meetings, public relations, outreach, and community education activities.

12. Assists with District special events as needed.

13. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED, and 12 core units in college level coursework in child development; 24 core units are desirable.
• One-year relevant experience working in a childcare facility.

Knowledge of:

• Principles and practices of curriculum planning and development. 
• Instructional methods and techniques.
•  Principles and practices of child development.
•  General early education subject matter areas.
• Safety practices and equipment related to the work. 
• Rules, regulations, policies, and procedures. 
• Principles and practices of customer service, techniques for providing a high level of customer service.

• Modern office practices, methods, computer equipment, and applications related to the work.

Ability to:

• Plan, organize, and implement early childhood curriculum and age appropriate activities.
•  Provide effective leadership in a classroom and childcare setting.
•  Effectively provide staff leadership and work direction.
• Monitor and enforce relevant laws, rules, regulations, policies, and procedures.
• Administer first aid, CPR, and AED as needed.
• Maintain order and safety in a crowded and noisy environment.
• Maintain facilities and equipment in a clean, safe, and secure manner.
• Perform work as directed in an efficient, effective, safe, and timely manner.
•  Respond appropriately to changing situations.
• Independently organize work, set priorities, meet deadlines, and follow up on assignments.

Licenses and Certifications: 

• At time of appointment, California Driver’s License with a satisfactory driving record maintained throughout employment.
• Completion of American Red Cross First Aid, CPR, and AED training within six months of hire and maintain certification throughout employment.
• California Child Development Permit at the Associate Teacher Level.

PHYSICAL DEMANDS

Must possess: mobility to perform moderate physical work; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio. The classification supports indoor and outdoor programs requiring frequent walking, running, conducting exercises, and related physical activities. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, calculator, or tools and equipment used in assigned program area. Program activities may require sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties; the ability to lift, carry, and push tools, equipment, and supplies weighing up to 40 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work in both indoor and outdoor environments with moderate to loud noise levels. May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions. May be exposed to communicable illnesses, blood, and body fluids. Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures. WORKING CONDITIONS Incumbents may be assigned an irregular work schedule, including early mornings, evenings, and holidays.

PRE-EMPLOYMENT CONDITIONS

• Department of Justice fingerprint clearance.
• Medical exam, legally mandated immunizations and tuberculosis clearance.
