We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. The Building Official will assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department; managing, planning, and organizing Community Development services, programs, and operations; developing and implementing policy; crafting and accomplishing department and City objectives, goals, and performance metrics within guidelines established by the City Council and City Manager. The Building Official must exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the community.

The City is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. There is also significant interest in downtown revitalization. Some key initiatives on the horizon for the Building Official include:

• Implementation of the Thousand Oaks Boulevard Specific Plan, which is a top-priority downtown revitalization project that includes mixed-use development and focuses on an attractive, dynamic, and pedestrian-oriented environment

Working shifts for this position consist of a 10-hour days/4 days a week (varied) work schedule including nights, weekends, and holidays. Schedules rotate every four months and may change to 12-hour days/3 days a week when needed.

Minimum Qualifications:

Education:  Equivalent to the completion of the twelfth grade. Additional specialized training in communications or a related field is desirable. 

Experience: Some emergency or non-emergency dispatch experience is desirable. 

License/Certificates: Possession of, or ability to obtain, a Terminal Operator Certificate within one year of employment. 

Special Requirements: Must be 21 years of age as of the date of hire; a United States citizen or meet citizenship requirements; and be of good moral character with no felony convictions.

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

This is a demanding yet rewarding position which performs a variety of dispatching duties for emergency and non-emergency calls, dispatches police officers to calls for services, and operates a variety of communication equipment including radio, telephone, and computer systems.

Working shifts for this position consist of a 4/10 (varied) work schedule including nights, weekends, and holidays. Schedules rotate every four months and may change to a 3/12 when needed.

Pay range for this position is $27.97 - $35.69 hourly, plus additional night shift pay, and amazing benefits!

• This position will receive a four percent (4%) cost of living increase effective April 2024
• The new pay range effective 2024 will be $29.10 - $37.13 hourly

Our Minimum Qualifications for consideration are:

Education:  Equivalent to the completion of the twelfth grade. Additional specialized training in communications or a related field is desirable. 

Experience: Two years of increasingly responsible communications or dispatch experience; or two years of law enforcement support experience utilizing one or more of the following systems: California Law Enforcement Telecommunications Systems (CLETS), Computer-Aided Dispatch (CAD), National Crime Information Center (NCIC), and/or Criminal Justice Information System (CJIS). 

License/Certificates: Possession of, or ability to obtain, a Peace Officer’s Standards and Training (POST) Basic Public Safety Dispatcher Certificate within one year of employment.
