The City of Santa Clara is recruiting for a Risk Manager who will be charged with developing and implementing a comprehensive and coordinated loss prevention and risk management program for the City and its associated entities. This Risk Manager will serve as a liaison and lead risk mitigation efforts for general government programs, the electric utility (Silicon Valley Power), Water and Sewer Utilities, and the Stadium Authority. The Risk Manager will provide input on a variety of matters ranging from claims management, to real estate development projects, to employee training programs.

The ideal candidate will be an experienced risk management professional with exceptional technical and interpersonal skills. The candidate will have experience in all areas of risk management including risk identification and analysis, prevention and transfer, loss control and prevention, the development of risk mitigation policies and training programs, and have demonstrated the ability to successfully lead cutting-edge, cross-departmental risk mitigation efforts for a public agency. The candidate's expert knowledge and adaptable approach will provide the needed foundation to manage effectively in a complex environment with varying lines of business and stakeholders. This individual will have the opportunity to develop and manage an effective and well-coordinated risk management program.

The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Working closely with agency Sections and program staff, this position will perform a variety of complex analytical and administrative work supporting effective financial and grants management of ABAG and its affiliated entities.

SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills and abilities:

Knowledge of: 

• Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB);
• Advanced knowledge of principles and best practices of governmental fund accounting, budgeting, contract administration, and grant management;
• Federal and state grant rules and regulations and reporting requirements including OMB super Circular 2CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit requirements for Federal Awards);
• Function, capability, application and operation of computer-based financial accounting systems;
• Applicable federal, state, and local laws, codes and regulations.

Skills and Abilities 

• Plan and organize work activities; effectively manage multiple tasks;
• Analyze and interpret complex contract and grant documents;
• Critical and analytical thinking;
• Perform both complex and routine accounting and financial analysis work with speed and accuracy;

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education:  A Bachelor's degree in accounting, business administration, finance or related field.  A Master's degree is highly desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.   

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

• Experience working with Boards and Commissions
• Experience with federal and state grant management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.
• Conduct variance analysis, identify key performance drivers, and provide explanations for budget deviations.
• Review and monitor grants, from grant application to project closeout, including grant compliance, reporting requirements, and financial management.
• Maintain accurate up-to-date tracking of contract and purchase orders and identify available budget and variances.
• Establish and maintain strong, collaborative relationships with project managers and other departments.
• Assist in developing, recommending, and implementing policies and procedures related to budgeting and grants management.

Pioneer Community Energy Seeks a 
Senior Manager, Quantitative Analysis and Modeling

The Senior Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in the work of personnel engaged in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients. 
• Performing fast and accurate market risk measurements.
• Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitor exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

The Revenue Accountant position is part of the General Ledger and Financial Reporting unit within the Finance Section. The General Ledger and Financial Reporting unit maintains financial integrity over the general ledger accounts, oversees toll revenue from the seven state-owned toll bridges and from the express lanes, prepares the Annual Comprehensive Financial Reports (ACFR) and other stand-alone financial statements, and works closely with the auditors for the annual audits.

Under the supervision of the Toll Revenue Supervisor, this position prepares toll revenues from the seven state-owned toll bridges and from the express lanes. This process includes preparing daily toll revenue entries and monthly toll revenue and traffic reports; reviewing trial balance from the Regional Customer Service Center to record into BATA financial statements; researching and investigating variances; recording and analyzing the data; working with the Electronic Toll Collection (ETC) unit, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting; reviewing and reconciling the general ledger accounts; and performing other job-related tasks or assignments as required.

Experience: Three years of increasingly complex professional accounting and auditing experience, with demonstrated proficiency in overseeing at least one major accounting program area; including the equivalent of two years as an Accountant/Auditor I for MTC.

License/Certificate: 
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the supervision of the Toll Revenue Supervisor, the Revenue Accountant will prepare the toll revenues from the seven state-owned toll bridges and from the express lanes.  This process includes, but is not limited to, the following:

• Prepare daily toll revenue entries.
• Prepare monthly express lanes and other revenue entries.
• Prepare monthly toll revenue and traffic reports by bridges. Coordinate the overall toll revenue reporting.
• Reconcile and identify toll revenue variances and investigate the reasons for the differences.
• Summarize the individual bridge reports into the monthly consolidated toll revenue report.
• Perform complex monthly reconciliation of revenues by bridge and adjust as appropriate.
• Perform monthly reconciliation between General Ledger and service center trial balance and various reports.
• Analyze, classify, and determine proper accounting treatment of toll transactions. Allocate and segregate toll revenue by programs. Coordinate and record financial entries into the financial system in accordance with accounting principles.
• Perform analysis and management studies of accounting requirements and participate in the decision-making process to resolve financial issues.
• Establish and maintain strong, collaborative relationships with ETC revenue section, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting.
• Assist in other monthly financial close activities, year end close, and with the annual audits.
• Prepare year-end schedules for audit and provide documentation for auditors as necessary.
• Assist in the preparation of Accounting Comprehensive Financial Report (ACFR).
• Perform other job-related duties as assigned by the Section.

HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location. The individual in this position will be required to come into the office as needed.
