The Air District is currently accepting applications for the position of Air Quality Specialist I/II in the Rules and Strategic Policy Division. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 3-year term.
 
This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?
 
The Assembly Bill 617 Air Quality Specialist I/II will work closely with professional and technical staff to perform research and analyses aimed at developing regulations to control air pollutants that contribute to localized air quality impacts in overburdened communities.  You will review and draft regulatory language; develop cost effectiveness calculations, analyze emissions inventories to determine baseline emissions and reduction estimates; work closely with the Community Engagement and Planning Section staff to strengthen partnerships with key community stakeholders; and perform related work as assigned. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.

In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

 

DEFINITION

Under direction, performs a variety of professional level technical and administrative duties in the areas of inspection, investigation, air monitoring instrument and equipment operation, air quality planning, rule development, enforcement and compliance operations, and other air quality program areas; performs related work as assigned.

 

DISTINGUISHING CHARACTERISTICS

Air Quality Specialist I is the journey-level class in the Air Quality Specialist series. Incumbents are fully proficient to perform the full range of activities, with assignments of moderate difficulty. This class is alternately staffed with Air Quality Specialist II and incumbents may advance to the higher-level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Air Quality Specialist II is the advanced journey-level class of this series. Incumbents are expected to exercise more independent judgment, initiative and decision making, and are responsible for assignments requiring a higher degree of working knowledge, ability and initiative with minimal day-to-day supervision. Incumbents may provide training and technical guidance to staff.

This class is distinguished from Senior Air Quality Specialist in that the latter provides lead direction and is responsible for more complex work.

General duties:

• Develops new and revises existing various air quality programs, rules, regulations, policies, and procedures to achieve air pollutant and greenhouse gas emissions reductions, and reduce the public exposure to air pollutants; researches technical feasibility and new control proposals for new or revised rules.
• Develops plans and documentation for the measurement, quality control and quality assurance, and analysis of emissions and air quality data. 
• Reviews and develops recommendations concerning air quality and greenhouse gas reports, programs, plans, legislation and regulations and prepares related reports and correspondence. 
• Administers air quality programs including reviewing plans and recommending resolution of problem situations.
• May calculate emissions reductions and assess emissions inventories, conduct economic impacts analyses, and perform other technical work.
• Confers with industry representatives, Air District staff, the public and other agencies to obtain and disseminate technical and operational information.
• Drafts, reviews and analyzes air quality and greenhouse gas reports and other documents; conducts inquiries, compiles and researches information.
• Reviews and summarizes data, prepares special and periodic reports and monitors effectiveness of Air District programs.
• Researches and studies air quality and climate issues.
• Drafts, implements, recommends and revises forms, webpages, and other program tools.
• Maintains data and data systems supporting Air District programs.
• Responds to oral and written requests for technical, operational and administrative information about air quality programs; explains and interprets technical policies, rules and regulations.
• Interacts and represents the Air District with industry, attorneys, the public and other agencies.
• Organizes and participates in workshops and meetings, and provide consultation and advice to individuals and businesses in matters related to area of expertise. 
• Prepares technical reports and policy documents and gives presentations on Air District projects, including Air District staff, executives, board members, and community groups and other external stakeholders; briefs executives and board members.
• Maintains detailed technical records, standard operating procedures, and logbooks to comply with regulatory guidelines. 
• Performs other related duties as assigned.

Rule Development

• Reviews and develops draft regulatory language.
• Develops and implements cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in industries with a variety of control options.
• Coordinates and works closely with internal and external professional and technical staff and perform complex scientific research and engineering evaluation for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities).
• Works closely with internal and external professional and technical staff to perform and review economic analyses and environmental analyses.
• Analyzes and develops emissions inventories to determine baseline emissions and reduction estimates for rules under development.
• Engages and interacts with external stakeholders such as affected industry representatives, community advocates and residents, other governmental staff members, and technical experts.
• Works closely with other Air District divisions to enhance engagement and strengthen partnerships with key community stakeholders.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:
 

Education

Equivalent to a Bachelor's degree from a four-year college or university with major coursework in chemistry, computer science, electronics, engineering, environmental science, mathematics, meteorology, physical sciences, physics, or a closely related field.

AND

Experience:

Air Quality Specialist I: Two (2) years of experience performing duties equivalent to the Air District’s Assistant Air Quality Specialist II, including performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment; or developing and administering air quality programs.  

Air Quality Specialist II: Four (4) years of experience performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment, or developing and administering air quality programs, of which at least two (2) years included performing work equivalent to the Air District’s Air Quality Specialist I.

Substitution:  Any combination of relevant training and work experience in the listed or related fields may substitute for the education criteria on a year for year basis.

Other Requirements

Must be willing to attend meetings outside of regular working hours.
 

Desirable Qualifications

• Strong communication skills and the ability to work effectively with stakeholders from diverse backgrounds.
• Understanding of structural and institutional racial inequities and environmental injustices causes and solutions.
• Awareness of interpersonal skills necessary to effectively work in a team setting.
• Experience with data analysis including evaluation of emissions inventories and air quality exposure modeling results.

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Certificates Needed: A valid California driver license is required upon appointment; valid professional rescuer CPR certificate and basic First Aid certificate (Midpen will offer training to candidates who do not possess CPR/First Aid certificates upon appointment).

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

The Electrical Engineer IV-V position performs a variety of exciting engineering duties associated with the NCPA generation fleet and the NCPA-affiliated members utilities. The Engineering Level IV-V will serve as a subject matter expert on power plant electrical systems and municipal electrical systems. The scope of  expertise includes both the technical and regulatory components of electrical generating facilities, generator protection, transmission systems, and substations systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent to report to work and meetings on time, ensures work responsibilities are covered when absent, and performs special assignments as assigned. Employees at this level will manage numerous studies and assessments. Additionally, this position will manage or assist capital and maintenance improvement projects from concept to completion. This position also provides onsite electrical subject matter expertise to power plant operations, generator operator NERC subject matter expertise, and electrical training to staff. 

Level IV:  
This is the journey-level class within the engineer series. Working with minimal direction, employees at this level assist or lead capital projects, including project management, giving project assignments, reviewing work, providing guidance, and giving instruction to project personnel, including professional engineering staff, other staff, and contractors.  

Level V: 
This is the senior-level class within the engineering series. Working with minimal direction and often taking department goals and translating them into work assignments for individuals and other departments. Employees at this level are given the most complex multi-year projects.

Responsibilities:
Coordinate NERC regulatory requirements for the Generation Services department. Leads the Generations Service NERC Compliance Program. Ensures that all Reliability Standard Audit Worksheets (RSAWs) are completed in a timely manner and proper records are maintained. 

Conduct engineering, perform economic and technical feasibility studies on both capital improvements and project enhancements for the Geothermal, Hydroelectric, and the Combustion Turbine Plants facilities, microgrids, PSPS (Public Safety Power Shutoffs), distributed energy resources, and other distribution resources found in city utilizes. 

Leads and coordinates small to large work groups to support various initiatives. Develops and sets schedules, develops meeting agendas, and manages meetings to meet timelines. 

Participates in the review of technical and economic analysis of new projects, specifications, and agreements. Prepares periodic reports on progress and issues relating to the above.  

Provide verbal and written reports to committees and working groups on industry best practices, current technologies, and regulatory impacts. 

Performs “root cause” analysis on equipment malfunction and failures. Provides on-site plant technical support for electric systems. Provides electric system support for city distribution system. 

Provide support for preparing technical specifications by using industry-standard codes and practices and NCPA’s policies and procedures. 

Provides input to NCPA’s budget and business plan.

MINIMUM QUALIFICATIONS

Level IV:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering an accredited four-year college or university; and a minimum of 7 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement. 

Level V:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering from an accredited four-year college or university; and a minimum of 8-10 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement.

KNOWLEDGE AND ABILITIES 
Knowledge:
The position requires a thorough understanding of regulatory guidelines and expectations for the electrical power industry with emphasis on California; Knowledge of principles and practices of engineering planning, design, and construction as applied to public works projects, utility systems, and/or private development projects; Principles and practices of leadership, motivation, team building, and conflict resolution; Project Management principles and practices; and knowledge of safety work practices and principles associated in working around generating facilities.  

Abilities:
Ability to exercise a high level of independent judgment, organization, and coordination skills in order to handle multiple assignments; Ability to function as a competent specialist; Prepare clear and concise engineering reports; Establish and maintain cooperative working relationships with those contacted in the course of work; Analyze situations accurately and take effective action; Ability to effectively present information and respond to questions from groups of managers, clients, customers, members, and the general public; Ability to communicate effectively, both verbally and in writing, and negotiate and maintain cooperative working relationships with those contacted in the course of work; Ability to take initiative and make sound decisions, assume ownership and accountability for issues, problems, projects, and assignments; and the ability to comply with safety and security measures.  

SPECIAL REQUIREMENTS

Valid California Driver's License and insurance as frequent travel by car to NCPA facilities or NCPA member cities is required. 

An active California professional registration as an Electrical or Mechanical Engineer is highly desirable for both levels.

This position may serve as a nonsupervisory specialist or supervisor. If acting as a supervisor, carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

While performing the duties of this job, the employee is frequently required to stand; sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. What You’ll Do

The Engineering Manager will provide and participate in critical team leadership in assuring that all engineering services, goals, projects and initiatives meet the high-performance standards of the Department and City. Demands of this position will continue to evolve and change to respond to community needs. Adaptability and flexibility are important for success in this position. An Engineering Manager receives general direction from a Deputy Director of Public Works or higher-level department personnel and exercises direct supervision over professional, technical and clerical staff.

By providing behind-the-scenes support, our team makes a difference!The Environmental Services Department is currently seeking to fill one (1) full-time Network Engineer vacancy in the Administrative Services Division.

The salary range for this classification is:

     * $116,909.52 - $142,243.92 Annually

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

ESD is seeking a dynamic, creative, and collaborative leader for the position of Microsoft Server Support Engineer (Network Engineer). This position will act as lead to three Network Technicians who collectively provide end-user support. The ideal candidate must have the ability to effectively resolve difficult customer situations, function independently within the scope of their responsibilities, manage complex technology projects, and communicate effectively with all levels of the organization. Possible projects include developing requirements for technology procurements, planning local area network upgrades, coordinating the rollout of mobile devices using a management system, and managing deployment and maintenance of department-level applications or systems.

Typical duties for ESD's Microsoft Server Support Engineer (Network Engineer) may include but are not limited to the following:

Manage Active Directory (AD)

     * Perform standard AD user, group, and group policy update tasks.

     * Perform standard share folder maintenance tasks.

     * Standardize and document ESD processes for user and computer management.

     * Develop and implement standard procedures to audit group membership and file share permissions.

     * Coordinate AD maintenance activities with the Information Technology Department.

Manage all ESD Servers and Data Centers

     * Deploy, support, and manage virtual and physical servers in a mixed environment (Linux, Windows 2016, 2019 and 2022).

     * Patch management, antivirus monitoring and remediation, Windows clustering, OS upgrades, security, and system monitoring.

     * Create and implement preventive maintenance and disaster recovery plans for all ESD data centers.

     * Implement consolidation measures to improve efficiency of server operations and reduce physical footprint.

     * Implement data migration from on premise to cloud data storage.

     * Implement in-place upgrade on windows servers.

Manage Helpdesk Requests and Provide End-User Technical Support

     * Respond to customer service requests.

     * Manage daily workload of three network technicians for helpdesk tickets and follow up on outstanding items.

     * Resolve customer complaints and service issues.

Manage ESD's Local Area Networks

     * Lead projects to upgrade and maintain network infrastructure and wireless networks at ESD facilities.

     * Support multi-vendor local area networks and enterprise connections in partnership with the IT Department.

     * Upgrade copper/fiber hybrid phone network.

     * Troubleshoot network traffic and performance issues using tools like Sniffer or Wireshark to ensure optimal performance for data and VOIP.

Maintain Client System Security

     * Maintain and manage desktops with the MS Defender anti-virus system.

     * Lead responses to virus outbreaks or system security issues.

     * Install and maintain system security patches and updates.

Research and Development

     * Investigate new technologies and new methodologies for achieving technology goals.

     * Provide consultation to divisions looking for updated technology.

Selection Process:

The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to all the job specific questions. The City of Dixon is accepting applications to fill one (1) full-time position of Transit Driver/Dispatcher and to establish an eligibility list for future use.  

This position drives a Readi-Ride General Public Paratransit Vehicle (GPPV) on a demand responsive curb-to-curb transit system and assist patrons boarding and leaving the bus, especially the elderly, disabled, and school age children. May also assist in collecting information relating to the operation of the system; receive ride requests and organize the vehicle pick-ups and drop-offs; and, will work closely with the drivers and Transit Supervisor to ensure coordinated efforts.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in an interview process (weighted 100%).
