The City of San Mateo Public Works Department is seeking an Assistant/Associate Engineer for the Capital Improvement Plan Division. Candidates should be highly motivated, experienced, seek professional growth, and desire to lead and support in the delivery and review of various City projects.

As an Assistant/Associate Engineer, you would support our department’s mission to operate, maintain and improve the City’s infrastructure. Public Works is responsible for the maintenance, repair, cleaning, and construction of sewer and storm conveyance systems, wastewater treatment plant, streets, streetlights, traffic signals, active transportation infrastructure, publicly owned parking lots and garages, pump stations, a major lagoon, and dams and levees. Our department also reviews plans and inspects the construction of public improvements to serve new private residential, commercial, and industrial developments, and administers contracts for the collection, disposal, and recycling of solid waste. Public Works is also responsible for the City’s review and management of right-of-way impacts associated with private development and traffic operations.

What You’ll Do:

The Assistant/Associate Engineer will help support efforts to accomplish short and long-term project deliveries, while sustaining the City’s mission, vision, and goals. The position is considered for the following field of interest:

• The Capital Improvement Plan (CIP) Division’s key assignments include planning, designing, reviewing, and preparing detailed engineering plans, drawings, specifications, cost estimates, contracts, and related documents for a variety of capital improvement projects. THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. The Human Resources Department is seeking well qualified candidates for the position of HRIM /Workday Application Support Analyst II. We are seeking highly skilled and motivated individuals to join our Human Resources Information Management /Workday team.

As the HRIM /Workday Application Support Analyst II, you will collaborate and consult with colleagues in various departments to understand business and functional drivers across all Workday HR modules. Your responsibilities will include hands-on configuration of Workday features, security, development of reports and dashboards, and provision of sound solutions to support end-to-end business processes. Additionally, you will assist with Workday tenant management, deliver exceptional customer support, and contribute to system testing and issue resolution.

Once job duties are learned, this position has the option of hybrid work, two or three days in the office and two days of remote work.

Duties and responsibilities may include, but are not limited to the following:

• Collaborate and consult with HR, Controller's Office, and other County departmental partners to understand business and functional drivers across all Workday HR modules.

Qualifications

Experience/Education:

• 3-5 years of proven Workday expertise in designing, implementing, and supporting business process and security solutions.
• Workday Pro certification in a relevant area is preferred but not required.
• Bachelor's Degree or higher in Information Technology or an equivalent field of study, is preferred.

Knowledge, Skills, and Abilities:

• Proven experience leading multiple end-to-end Workday projects and implementing solutions for operational improvements and automation.
• Knowledge of basic and advanced security configuration including Workday delivered and custom based security roles based on the organization.
• Thorough knowledge of various security group types (role based, user based, segment based, etc.) and how they are applied in the system.
• Thorough understanding of Workday business process configurations.
• Ability to build and modify custom Workday reports and calculated fields.
• Experience in creating, loading, and troubleshooting EIBs.
• Strong interpersonal and communication skills, both verbal and written.
• Attention to detail and ability to handle multiple projects and shifting priorities effectively.

The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and community engagement and performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, storm water systems, lagoon, streets, traffic signals, water distribution systems, and wastewater collection systems.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree in engineering or a directly related field, and three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Examples of Important and Essential Duties
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Conducts pre-operational inspection of the transit vehicle, in accordance with federal and state laws and departmental regulations, to ensure it is functioning properly.
2. Inspects the passenger compartment of the vehicle to ensure it is free from hazards (such as spills, loose handrails and stanchions, defective seats, etc.) and that the video camera lenses are not obscured.
3. Safely navigates the vehicle through traffic along assigned routes, under various environmental conditions, in accordance with traffic laws and departmental regulations.
4. Operates the disability access lifts to assist people in wheelchairs onto the vehicle and properly secures their wheelchairs when they are on the vehicle.
5. Collects fares from passengers and issues transfers; checks passenger transfers, fast passes, and electronic passes to ensure they are valid.
6. Uses vehicle's intercom system to communicate instructions to passengers and to call out vehicle stops and transfer points.
7. Responds to customers' questions regarding routes, directions, fares and transfers.
8. Conducts a post-operational inspection of the outside of the vehicle to detect defects and body damage, broken windows, and graffiti.
9. Contacts Central Control regarding various emergencies such as medical emergencies, vehicle malfunctions, vehicle evacuations etc. and/or circumstances that may affect service such as heavy traffic, road hazards, road obstructions etc.

Nature of Work: Incumbents in this class may be required to work rotating shifts, holidays and weekends; to work outdoors in all weather conditions; and to use computers. In addition, may require standing and/or sitting for prolonged periods of time; performing different physical activities such as pulling poles, cranking switches in the subway, resetting retrievers to return disabled transit vehicles to service and assisting in the movement of disabled vehicles when possible. The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 9163 Transit Operator is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT) – regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from their prior employers concerning their drug and alcohol test history. Class B Permit with Passenger (P) endorsement and Airbrakes: 
Applicants who are successful in the examination process and who do not possess a Class B Driver License with Passenger (P) endorsement and airbrakes, will be required to obtain a Class B Driver Permit with Passenger (P) endorsement and airbrakes prior to starting the Transit Operator training.

Transit Operator Training:
All employees must successfully complete the SFMTA Operator Training Program consisting of both classroom and behind-the-wheel instruction. The rate of pay for a trainee is $31.0375 per hour.

Attendance to all training sessions is required. If a candidate misses any dates of training without providing proper notification, they will be released from their training class. If proper notification was provided, a candidate released during the training period due to attendance may request to be placed back on the eligible list to be considered for future classes, if the list from which they were hired is still active. Candidates may only request to be placed back on the eligible list one time.  Any candidate not approved to be placed back on the list or not able to be placed in another training class before the list expires will need to re-apply during the next filing period for applications.

EDUCATION AND EXPERIENCE:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to bachelor’s degree in human resources management, public or business administration, or a related field and five (5) years of increasingly responsible experience in human resources or employee and labor relations, which included at least two (2) years of supervisory experience.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Administrative Services Director will make the hiring decision.

JOB SUMMARY:  The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

EXAMPLES OF ESSENTIAL FUNCTIONS:

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

EXAMPLE OF DUTIES:

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

SUPERVISION: Works under the general supervision of the Deputy Director, Bus Maintenance who establishes goals and objectives and evaluates performance.
