The Planning, Building and Code Enforcement (PBCE) Department is currently seeking to fill Certified Building Inspector Supervisor positions in each of the following areas; Building, Electrical and Plumbing/Mechanical Specialty in the Building Division. The incumbent in these positions will report to a Building Inspection Manager or Division Manager depending on the assignment, and supervise Building Inspector Combination in any or all specialties.

A Building Inspector Supervisor performs work involving all aspects of construction in the City of San José including plan review, inspecting, supervising and coordinating plan review, permit issuance and inspections as well as solving problems within the Department's Combination and Specialty Inspection programs. The supervisors are subject experts in one of the following three base disciplines: Building, Electrical, and Plumbing/Mechanical. Their principal function is to verify that construction is safe and complies with applicable codes, ordinances, regulations and building design criteria.

Typical duties for this position include but are not limited to:

-Provides lead direction or supervises employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and, making hiring, termination and disciplinary recommendations and any other recommendations related to the change in status of employees.

-Oversees and coordinates resources and daily operations of a number of plan review and inspection projects in one or more technical building trades disciplines which includes: establishing and monitoring work plans; ensuring compliance with applicable codes and standards; assisting in the evaluation of new and existing programs; and, relocating resources as needed.

-Performs plan review and inspections on unique or difficult projects which includes identifying and scheduling industrial, commercial, and residential facilities for inspections.

-Resolves disputes and politically sensitive issues regarding compliance with codes, regulations, ordinances, standards, and contract agreements.

-Perform complex plan reviews and inspections, resolve plan review, permit issuance and job-site issues and respond to inquiries and complaints from customers.

-Develop training curriculum and opportunities for staff, to further the field section goals of increased customer service and consistency.

-Provides ongoing reports to management which includes preparing written reports and giving oral presentations of program performance analyses of plan review and  inspections.

-Undertakes the customer service and public relations function which includes: providing technical support and departmental information to staff, the public, other City departments, and outside agencies.

-Reviews building inspection plans; negotiates and monitors building contractor activities within prescribed guidelines.

-Participates in researching, developing, implementing, and evaluating new division processes and procedures.

This classification requires a disclosure of outside investments, real property interest, income and business provisions.

SALARY

$109,428.80 - $133,328.00 annually

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Building Inspector Supervisor Certified II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

The City of Patterson’s Public Works Department is seeking to fill one (1) Full-Time Wastewater Operator in Training, Wastewater Operator I, II or III position and to establish an Eligibility List.  

Duties include but are not limited: Monitors wastewater treatment system operations, reading charts and gauges noting operational problems and recommending adjustments to maintain system balance. Inspects pumps, sump pumps, ventilators, and air supplies. Gathers samples at appropriate sampling points, using proper procedures and recording information for records. Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks and related equipment and facilities. Checks flow patterns of water and sludge.  Ensure proper operation of stand-by generators.

DEFINITION

Under direction of the Chief Building Inspector, the Building Permit Technician processes building permit applications and issues permits.  Provides information concerning building permit requirements, codes and inspection procedures to contractors, design professionals and the public, checks plans for completeness, calculates permit fees, issues over-the-counter building permits and routes plans.  Does related work as required.

EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:  accept, review and evaluate building permit applications for completeness and correctness ; review blueprints for completeness and accuracy and check for basis code compliance; verify parcel ownership and check for violations and inspection history; process over-the-counter residential applications for permits to repair-in-kind building, electrical, plumbing and mechanical; determine which agencies must review applications and route building permit applications to various City agencies and departments to process; provide information to the public concerning the building permit process requirements, codes and inspection procedures; assist the public in completing applications for building permits; receive complaints and handle or route to the appropriate staff to solve; explain denials of applications, additional requirements and the process for reapplying; determine building fees; calculate square footage and determine cost-per-square-foot based on use, occupancy and type of construction; notify applicant when the building permit will be issued or if additional information is required; issue building permits; input, access and analyze data using a computer; maintain records; prepare weekly and monthly reports; and attend meetings.

MINIMUM QUALIFICATIONS

Knowledge of: Federal, state and municipal codes, ordinances, and regulations related to building construction, electrical, plumbing, mechanical, heating, and gas installations; construction drawings and blueprint reading; building construction types; inspection methods and procedures; office practices and procedures.

Ability to:  Establish and maintain effective, tactful, positive and fair working relationships with property owners, developers, building contractors and the general public even in occasionally hostile situations; understand, explain, and consistently and fairly apply policies, laws, codes, regulations, and the permit process; apply the principles of mathematics; read and interpret building plans and specifications; review building permit applications for completeness and correctness; use assessor’s parcel map to locate property; calculate square footage; input and access data using a computer;  interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  One year of public contact work in a similar enforcement department or agency or experience with land use regulations, the building process, construction, or drafting which was combined with major public contact.

Education:  Graduation from high school or equivalent.  Desirable additional education would include two years of college course work in construction technology, blueprint reading and drafting, building inspection or civil engineering.

License:  Must possess a valid Class C California Driver’s License and an acceptable driving record.

Under general supervision and direction of the Building Official, inspects installation to ensure compliance with all building and construction regulations; provides assistance to the general public on pertinent regulations; and prepares and maintains inspection records and reports.

DISTINGUISHING CHARACTERISTICS:

The Building Inspector is expected to perform the full range of building duties.  This position receives only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

ESSENTIAL FUNCTIONS:

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

1. Inspects construction, alterations or maintenance work for compliance with provisions of the building, electrical, mechanical, plumbing, and housing codes.
2. Ensures compliance with energy conservation standards and zoning ordinances in accordance with approved plans and specifications.
3. Inspects existing buildings to determine suitability of structures for a particular use or to mitigate hazardous conditions.
4. Provides information to builders regarding code requirements.
5. Maintains building plans and inspection records for on-going projects.
6. Follows up violations and expired permits in a manner to facilitate final compliance.
7. Performs combination inspections to include structural, plumbing, mechanical and electrical installations for swimming pools to ensure compliance with adopted codes in all residential and commercial projects.  Adopted codes shall include in part, the Building, Plumbing, Mechanical and Electrical Codes, State Energy and Handicapped Codes, City ordinances, and State and local laws and codes where appropriate.
8. Reviews and approves residential and commercial plans and layouts prior to issuance of permits.
9. Investigates new and existing construction for evidence of illegal practices, such as, construction, demolition and alterations.
10. Checks existing construction for suitability of occupancy classification and for evidence of deterioration and hazardous conditions.
11. Meets with business and property owners with respect to certificate of occupancy, inspections and certificates.
12. Assists and advises contractors, homeowners regarding pertinent regulations; analyzes practices and recommends improvements.
13. Assembles and writes reports, including inspection reports, correction notices, stop work orders, and construction site stormwater runoff reports.
14. Maintains records of work performed.
15. Makes code interpretations and answers verbal and written complaints in regard to all types of building installations as assigned.
16. Deals with difficult people in a constructive manner; delivers and promotes quality customer service.
17. Performs other related duties as assigned.

The County of San Mateo Department of Public Works is seeking highly qualified candidates

for the position of Deputy Director of Road Services.

The Department of Public Works serves the unincorporated areas of San Mateo County, providing public services and operating facilities that benefit the community, County employees and clients of County agencies. The Department plans, designs, constructs, operates and maintains facilities and equipment that support County programs and services, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers.

The Deputy Director of Road Services Division is responsible for developing and implementing Division and Department goals, objectives, policies and priorities and providing full first line and second line direct supervision within the Division. The position reports directly to the Director of Public Works and is expected to play an integral role on the Department's management team. The Road Services Division includes approximately 83 employees and ensures that County roads, including drainage facilities and vegetation, are operated, maintained, repaired and constructed in an acceptable, professional and timely manner in order to preserve the infrastructure and provide the traveling public with quality maintained and constructed roads. This Division is also responsible for vehicle and equipment procurement, as well as maintenance and repair services of over 1,250 vehicles and pieces of equipment for County agencies and departments. The Division is responsible for managing all aspects of the County road right of ways, including traffic engineering, encroachments and traffic control infrastructure, in approximately nineteen unincorporated urban, suburban and rural areas.

THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for a per diem management analyst to work in its Administrative offices.
