THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. THE POSITION:  The City of San Mateo’s Community Development Department has an opportunity for an intern to work on a number of projects. The Department, which has about 55 full time employees, includes the Building, Housing, Planning, Code Enforcement, & Business/Admin Divisions. The Management Analyst Intern will primarily support the Housing and Business/Admin Divisions and receive primary supervision from the Department’s Business Manager and Housing Manager, and project specific direction from the supervisor/manager primarily responsible for each specific project. The duration and start date of the internship are flexible, though summer interns typically start between mid-May and Mid-June. 

MINIMUM QUALIFICATIONS:  
•    BA/BS or Masters Candidate 
•    Strong analytical, writing and verbal skills; effective written and oral communication
•    Experience conducting research and data analyses
•    Able to work independently with direction from supervisor

DUTIES: The primary projects will most likely include the following: 
•    Market Research / Data Analysis. Support the research and help prepare findings report on fee schedules across multiple jurisdictions to help the Business Manager prepare for the 2025 comprehensive fee study. 
•    Contracts / Grant Administration. Support the Housing Division Community Development Block Grant (CDBG) and Permanent Local Housing Allocation (PLHA) administration of contracts and grant funds for nonprofit recipients.
•    Housing Element Compliance / Certification. Support the Housing Division with implementation of Housing Element policies and programs.
•    Community Relations Commission Support. Support the Community Relations Commission, under the direction of the commission liaison, in coordinating commission meeting, preparing documents for commission review, and preparing commission documents for approval and filing with the City Clerk.

In addition, the intern may work on a variety of other projects to support Community Development Department special projects and operations, depending upon need, availability and interest.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade supplemented by specialized courses in building construction principles, practices and techniques and five (5) years of increasingly responsible building inspection experience involving structural, housing, electrical and plumbing inspection work.

Licenses and Certifications:

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of International Code Council (ICC) certification as a Combination Building Inspector.
• Newly hired Chief Building Official will possess a Chief Building Official (CBO) certification within one year.

The ideal candidate will possess a Chief Building Official (CBO) certification, a Plan Check certification, and the Certified Access Specialist (CASp) certification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Director of Community Development will make the hiring decision.

San Mateo County Libraries is seeking individuals interested in make a difference in the lives of children and families. We will be hiring multiple vacancies for the position of Big Lift Inspiring Summers Learning Facilitator.

The Position: Learning Facilitators will be responsible for leading high-quality and connected learning experiences with children and collaborating with the other staff in a classroom environment for the Big Lift Summer Program. Learning Facilitators will establish and maintain an environment that embraces the growth mindset, actively facilitate open-ended, child directed projects, and look for every opportunity to embrace and incorporate youth creativity.

Summer Learning Camps: The camps serve children reading below grade level in areas where the majority of youth qualify for free or reduced lunch. Staff working intensively with enrolled youth will have the opportunity to make our community a stronger, healthier, and more equitable place. These summer learning experiences are a critical part of our County's strategy of dramatically reducing the number of youth who cannot read on grade level, a problem that disproportionately affects youth of color and socioeconomically disadvantaged youth. Help us support youth in a summer program aimed to build confident youth who will have the benefit of high quality, cutting-edge learning experiences with caring and passionate adults.

Location: Big Lift Inspiring Summer Learning Facilitators will be assigned to work at one of eight camps with children who will be entering kindergarten, first, second, or third grade in the Fall. The camps are located in Daly City, Half Moon Bay, Pescadero, Redwood City, San Bruno, and South San Francisco.

Schedule: This 6-7 week internship will begin with 8 days of required training and will then continue with a 4 to 5 week assignment in one of our learning camps. The camp assignment will either be part-time [20-28 hours per week, 4-5 hours per day Monday-Thursday and all day on Friday] or full-time [35-40 hours per week, 7-8 hours per day Monday-Friday].

Qualifications

These positions are designed to support college-aged students, recent graduates, and paraprofessionals working in youth education.

Age Recruitment: must be 16 years or older

Education or Experience: Experience working with youth or a demonstrated interest in working with youth. Examples include experience coaching, tutoring, providing childcare and taking child development coursework. Experience in theater, arts, music, youth development, early childhood, social justice, science is also preferred.

Language: Bilingual in Spanish preferred, but not required.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision.

About the Position: 

Yuba County is currently accepting applications for the position of Building Inspector II/III. Currently we are hiring to fill at a Building Inspector III level within the Building Department and establish an eligibility list for the level II position.

The Building Inspector II position is flexibly staffed and is normally filled by advancement from the entry level Building Inspector I.  Incumbents which meet the minimum qualifications and demonstrate the ability to perform the responsibilities required at the higher performance level are promoted to the level II position. 

Building Inspector III is a stand alone position which performs complex, difficult and/or lead inspections and provides direction and technical expertise to staff.

Qualifications:   

Building Inspector II: Under limited supervision, this is the working level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series

Building Inspector III: This position reports directly to the Supervising Building Official. Acts as a lead inspector providing direction and technical expertise to staff and performs related work as assigned. This is the advanced journey level in the building inspection series

Building Inspector II:

• Perform inspections, investigation, code interpretations, permit application intake, review and permit issuance, including record keeping and case management.  Also learn and apply zoning, land use, fire-safe and water quality related regulations.
• Inspect new and existing properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related for foundations, framing, electrical, plumbing and other structural and functional elements.
• Confer with and provide information to developers, engineers, architects, property owners and others regarding code requirements and alternative and County policies and procedures whenever possible, resolve complaints and problems, maintain close verbal and written contact regarding progress with the complainants.
• Lead inspections for non-residential commercial and industrial projects, new and existing.
• Perform above duties with limited supervision.
• Provide information to senior staff to prepare case violations for hearing; testify in court as required.

Building Inspector III (In addition to the above):

• Provide lead direction, training and work review to professional and technical staff; organize and assign work accordingly, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluation.
• Perform complex and difficult in nature assignments; respond to highly sensitive, complete or technical complaints; validate the nature of the complaint and recommend solutions.
• Independently perform the full range of the Building Inspector I/II duties.
• Implement new or modified policies and procedures and train/develop other staff as required.
• Make presentations to groups and coordinate public meetings.

**Signing Bonus Qualification Criteria:

• First Installment of $2,500, the candidate must apply, qualify for and be hired (e.g. first time appointment) by CDSA.
• Second Installment of $2,500, the recently hired employee must successfully complete six months of County service (achieving a "meets standards" or above on the six-month performance evaluation).
