THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. This Internship is offered as part of a Regional Internship Partnership to introduce and encourage current students and new graduates to local municipal governments. Job Description:

The Town of Los Altos Hills is recruiting a college intern to work in the Community Development Department. The intern will split time between the planning and building divisions of CDD. The role for planning will include support of both short range and long range planning.  Interns working on long range planning will work primarily as a research aide for the Town’s 2023-2031 certified Housing Element implementation.  For short range planning and the building division support interns will be focused on day to day permit activities, but may also work on other more general department duties as needed.

Examples of Duties:

• Conduct research and analysis of State Law and Fair Housing requirements for the Town’s 2023-2031 certified Housing Element implementation
• Conduct field investigations as necessary
• Prepare and conduct surveys in association with the Housing Element implementation progress and reporting
• Creating illustrative graphics, flyers and informational handouts
• Providing planning customer support at the public counter/virtual counter
• Other general Department tasks to include but not limited to: research, response to inquiries, assisting staff, filing, data entry, and record keeping

Qualifications:

• Completion of at least two (2) years and current enrollment in a Bachelor’s degree or Graduate degree program with major course work in urban planning, geography, architecture, environmental studies and/or related field.

Or;

• Recent graduation from a program listed above.

 THE POSITION  

The Community Development and Transportation Department (CDT) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development and Transportation Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Shadowing and assisting Planning staff during counter hours
• Maintaining a database of Planning permit records and files to serve an online permit viewing tool;
• Conducting research for various strategic planning studies that could include: Central Redwood City Master Plan, an Accessory Dwelling Unit Showcase, and Historic Preservation Ordinance;
• Investigating opportunities for increasing public involvement in Planning Division activities;
• Investigating opportunities for new methods of communicating with the public using social media, videos, and newsletters
• Preparing updates to documents, forms, handouts and other materials;

THE POSITION:  The City of San Mateo’s Community Development Department has an opportunity for an intern to work on a number of projects. The Department, which has about 55 full time employees, includes the Building, Housing, Planning, Code Enforcement, & Business/Admin Divisions. The Management Analyst Intern will primarily support the Housing and Business/Admin Divisions and receive primary supervision from the Department’s Business Manager and Housing Manager, and project specific direction from the supervisor/manager primarily responsible for each specific project. DUTIES: The primary projects will most likely include the following: 
•    Market Research / Data Analysis. Support the research and help prepare findings report on fee schedules across multiple jurisdictions to help the Business Manager prepare for the 2025 comprehensive fee study. 
•    Contracts / Grant Administration. Support the Housing Division Community Development Block Grant (CDBG) and Permanent Local Housing Allocation (PLHA) administration of contracts and grant funds for nonprofit recipients.
•    Housing Element Compliance / Certification. Support the Housing Division with implementation of Housing Element policies and programs.
•    Community Relations Commission Support. Support the Community Relations Commission, under the direction of the commission liaison, in coordinating commission meeting, preparing documents for commission review, and preparing commission documents for approval and filing with the City Clerk.

In addition, the intern may work on a variety of other projects to support Community Development Department special projects and operations, depending upon need, availability and interest.

About the Opportunity

We currently have an exciting opportunity for full-time Senior Planner to join our team in Millbrae, San Mateo County.  

Your key responsibilities are:

• Managing highly complex projects on a wide range of current and advance planning topics such as mixed-use developments, implementing and updating the City’s Specific Plans
• Researching and preparing complex reports regarding long-range planning policy topics, including but not limited to, General Plan, Specific Plan, municipal code amendments, rezoning requests, and environmental review

More About You

Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field. Master’s degree in a related field is highly desirable.

Experience: Five (5) years of increasingly professional work experience in municipal planning. Two (2) years of experience can be substituted by a Master’s degree.

Licenses: Possession of a valid California Driver’s License and a satisfactory driving record

Education and Experience:

Equivalent to the completion of the twelfth (12th) grade supplemented by specialized courses in building construction principles, practices and techniques and five (5) years of increasingly responsible building inspection experience involving structural, housing, electrical and plumbing inspection work.

Licenses and Certifications:

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of International Code Council (ICC) certification as a Combination Building Inspector.
• Newly hired Chief Building Official will possess a Chief Building Official (CBO) certification within one year.

The ideal candidate will possess a Chief Building Official (CBO) certification, a Plan Check certification, and the Certified Access Specialist (CASp) certification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Director of Community Development will make the hiring decision.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision.
