The Office of the City Clerk is a service department within the municipal government upon which the City Council, all City departments, and the general public rely for information regarding the operations and legislative history of the City. The Legislative Secretary reports to the City Clerk and conducts activities unique to the Office of the City Clerk, in support of the Legislative process of the City Council, assigned Council Committees, and Boards or Commissions. KeyResponsibilities
In order to fulfill these job duties, a Legislative Secretary should have good knowledge of English composition, grammar, spelling and punctuation and be experienced with standard office practices and procedures with the skills necessary to organize, coordinate, and prioritize assigned tasks in order to meet established daily deadlines. The position requires the ability to type 55 words per minute with proficiency using MS Word, or equivalent, with the ability to follow strict formatting requirements for the preparation of meeting agenda, synopsis, and/or minutes for each Council, Committee, Board or Commission meeting. The employee may be expected to learn various software systems including Granicus and become proficient at posting or editing documents for publication on the web and to the GILES Records Database.

Agenda : The Legislative Secretary is responsible for preparing a variety of documents (Agendas for City Council, Council Committee, Boards or Commissions) utilizing wording and layout based upon standard formats to ensure consistency and compliance with the City's legislative procedures; posting documents in accordance with State Brown Act and City Open Government requirements. The Legislative Secretary may be responsible for the assembly and distribution of those documents to elected officials, City Administration, media and the public under tight deadlines.

Minutes : Responsibilities include attending City Council, Council Committee, Board or Commission meetings and taking complete notes of actions taken while utilizing Granicus software and/or other audio recording equipment to provide for storage and playback. Subsequently, the Legislative Secretary is responsible for preparing a synopsis and/or minutes of the meeting which accurately reflect the course of the proceedings and actions taken by the body for the approval by the City Clerk for publication and distribution within prescribed deadlines. The Legislative Secretary must selectively condense and paraphrase the discussions while exercising care to include relevant materials and to accurately record the vote(s) taken. The development of complete synopsis and/or minutes requires the Legislative Secretary to review all documents on which the Council, Council Committee, Board or Commission has taken action to ensure that the documentation is complete and accurate.

Records Management : The Office of the City Clerk is responsible for maintaining records and documents and other public disclosures required under State and local laws to be filed by elected officials, candidates for public office, lobbyists, campaigns, Board and Commission members, designated employees, and other governmental agencies. The Legislative Secretary is responsible for reading, indexing, filing, researching and retrieving documents considered and acted upon by the City Council, Council Committee, Board or Commission, as well as other documents required to be filed with the City Clerk including contracts, agreements, maps, disclosure forms, etc. The Office must respond to requests under the California Public Records Act for information from members of the public and media and/or research information, as well as records and documents requested by various City departments and other public agencies.

• May assist with some attendance of Council or Council Committee meetings together with City Clerk/Assistant City Clerk and Legislative Secretary to manage Zoom participants.
• May assist the City Clerk by providing clerical/administrative support by uploading campaign reports and statements to the system.
• Provide backup assistance to Records team including filing and scanning as needed, responding to simple Public Records requests, and database clean-up.
• Provide support to Clerk's Council Support/Fiscal team in grant database entry, tracking, fingerprinting, and backup travel coordination and timekeeping for all 12 offices and accounting processing during leaves and temporary vacancies.

Summary Description

Under the administrative direction of the Public Works Director, assists in planning, directing, and organizing the activities and operations of the Water, Wastewater, Streets, Parks, Facilities and Fleet Divisions of the Public Works Department. Specifically responsible for providing leadership, management and administration of highly complex technical, financial, statistical and analytical work of the Department. The incumbent may assist the Director in public activities or meetings and oversees coordination of other services areas as directed.  Provides general supervision to subordinate level professional, technical, maintenance, recreation, and clerical staff.  Performs other job-related work as required.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Provides direct technical and administrative assistance to the Director of Public Works concerning the operations of the Public Works Department.
2. Plan, organize, and direct assigned divisional activities, including planning, directing, supervising, and coordinating operations and maintenance activities of assigned division(s), which may include water production, treatment and distribution, construction, operation, maintenance, and repair; wastewater collection, treatment, and disposal; maintenance of the City’s streets and storm drain systems; and parks, facilities and fleet operations and maintenance.
3. Assist and participate in the development and implementation of department goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
4. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service, and staffing levels.
5. Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

9. Assist in the preparation of the City’s Capital Improvement Program as related to assigned division.
10. Develop and standardize maintenance and operating procedures and methods to meet state and federal regulations and improve the efficiency and effectiveness of operations and maintenance activities.
11. Prepare specifications, estimates, and bids for machinery, tools, equipment, and contract services; recommend, monitor, and administer contracts for consulting, construction, or other services as necessary; inspect work in progress and authorizes payment for work performed.
12. Monitor changes in regulatory agency laws and regulations; evaluate their impact upon City activities; recommend and implement policy and procedure changes as required.
13. Develop, implement, and ensure adherence to the department’s Safety Program, Standard Operating Procedures, OSHA regulations, and Radiologic Health Standards.
14. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes, and enforcement actions.
15. Prepare records related to operations, test results, work performed, and materials and supplies used; maintain accurate records and files; prepare periodic and special reports as required.
16. Research special projects, evaluate alternatives, prepare reports and recommendations; write correspondence, and respond to public and regulatory agency inquiries and provide pertinent information.
17. Respond to emergencies as required; coordinate activities with other responders to provide effective response; direct the work of staff and utilization of resources to affect operational effectiveness and ensure the safety of the community.
18. Serve as the liaison for the Public Works Department with other departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
19. Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
20. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate.
21. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field or fields related to the assigned division(s); incorporate new developments as appropriate.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Bachelor’s degree from an accredited college or university with major course work in civil engineering, urban studies, public administration, physical or natural sciences, or a related fields. A Master’s degree is highly desirable.

Experience:

Four years of increasingly responsible professional experience with a public agency in engineering, planning, public administration, or closely related field including two years of administrative and supervisory responsibility.

License or Certificate:

Possession of an appropriate, valid driver’s license.

The City Manager is the administrative head of the government of the City. The County of San Mateo Behavioral Health and Recovery Services Division is seeking a well-qualified Case Management/Assessment Specialist I/II to work as a team of providers with the Homeless, Engagement, Assessment & Linkage (HEAL) team to provide a wide variety of intake and referral services including screening and assessment, intensive case management support, evaluation, tracking and facilitation of housing readiness for individuals staying in existing adult congregate and non-congregate shelters who have behavioral health conditions and are in need of accessing behavioral health assessment, diagnosis, and case management on a transitional basis while they are being connected to Medi-Cal funded behavioral health treatment.  The Case Management/Assessment Specialist will develop and implement activities supporting substance abuse prevention, intervention and rehabilitation, and perform other related work.  

The current vacancy is an unclassified position that will be embedded in a number of homeless shelters, congregate and non-congregate shelters, located in San Mateo and will work primarily  Monday through Friday, 8 am – 5 pm collaborating with various system partners and homeless providers. 
 
Primary responsibilities will include, but are not limited to, the following: 

• Engage individuals with severe and persistent substance use disorders to provide a range of services and support, including but not limited to, substance use screening, assessment, and motivational engagement.  
• Assess clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions.
• Use the American Society of Addiction Medicine (ASAM) guidelines for placement and determination of stage of change.
• Engage clients by using Motivational Interviewing and Harm Reduction practices.
• Provide intensive case management including transportation, client advocacy, care coordination with other care providers and linkages to other housing support services, benefits assistance, employment services, peer services, supported education and psychosocial rehabilitation services, and client-driven treatment planning.
• Refer and connect clients to a continuum of substance use disorder and mental health services, including Medication Assisted Treatment, detox facilities, and other SUD treatment options.
• Initiate a "warm hand-off" process to increase the likelihood of a successful engagement.
• Assist the Grant clients with housing readiness and referrals to permanent housing navigator/locator services and supporting them to obtain CES assessment for prioritizations of housing and eligibility for housing vouchers.
• Link clients to primary care clinics to address medical conditions.
• Refer clients to enroll into benefits, including health coverage for which they are eligible.
• Participate in a multidisciplinary team; use clinical consultation and case conferencing on difficult cases; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center Emergency Department, Psychiatric Emergency Services, and Primary Care and Specialty Clinics, Behavioral Health and Recovery Services clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.
• Attend team meeting, supervision meeting, and other relevant meetings as assigned.
• Gather, track, and report all program’s and grant’s required data and reporting timely as assigned.
• Additional duties as assigned.

Ideal candidate will possess:  

• Significant experience and training in providing case management, assessment and evaluation of adult clients with substance use issues.
• Experience working with adult clients having co-occurring mental health and substance use disorders, emergency services, criminal justice system, or adult clients respective to the position.
• Demonstrated experience determining appropriate referrals and recommending treatment plans.
• Ability to maintain case files and use of spreadsheets and other databases.
• Experience establishing appropriate clinical relationships.
• Demonstrated understanding and experience with confidentiality and ethics.
• Ability to work independently.
• Excellent collaboration skills to work with multiple partner agencies
• Certified Alcohol and Drug Counselors are strongly preferred (e.g. CADC-I/II, CAADE).
• The ability to speak, read and write fluently in both English and Spanish is preferred.

SALARY
Case Management/Assessment Specialist I:  $6,496.53 - $7,262.67 /month
Case Management/Assessment Specialist II:  $6,564.13 - $8,205.60 /month
 
This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. Case Management/Assessment Specialist I:  One year of experience in information gathering and/or intake and referral in a social service program.

Case Management/Assessment Specialist II:  Two years of experience assessing and evaluating clients using assessments instruments and/or guidelines, identifying and making referrals based on those assessments, and interviewing clients for in a social service program.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a trauma informed, culturally responsive, field-based experienced individual for the position of Mental Health Counselor I/II, Spanish Speaking Required, with the Adult Resource Management (ARM) Team. The ARM team is located at 2000 Alameda de Las Pulgas in San Mateo, CA. This position requires traveling throughout San Mateo County.
 
The ARM team provides critical, field-based, trauma informed and culturally responsive, intensive case management support to Clients with Severe Mental Illness (SMI) who are either at high risk of being hospitalized or re-hospitalized, being discharged from locked facilities, are at risk of homelessness and or are currently homeless. The referrals to the ARM team come from the Regional Clinics, PES, Hospitals, and other partner agencies. This position also provides intensive case management support to the Clients admitted to the contracted mental health beds at Safe Harbor Shelter and the Navigation Center. This position assists Clients with treatment support and engagement, transportation to appointments, applying for GA and to other needed resources that include employment and permanent housing, and to help them manage their symptoms and behaviors.
 
The ideal candidate will have experience providing field-based intensive case management for Clients with SMI and co-occurring conditions; working with adults who are homeless or potentially homeless, leaving jail, in shelters, in detox and substance use residential facilities, in social rehabilitation facilities, or in hospitals; interviewing and assessing clients' housing, financial and employment needs; assisting adult clients to stabilize in the community with housing and other services; assisting clients to develop treatment recovery; assisting clients in their addiction recovery; and an understanding and working knowledge of systems of care. Fluency in both English and Spanish is required

Examples Of Duties

Duties may include but are not limited to the following:

• Conduct home and field visits; 
• Develop and maintain ongoing collaboration with referring providers; 
• Conduct thorough chart reviews and case consultations when receiving new referrals;
• Develop and maintain ongoing knowledge of community resources to meet Clients multiple needs;
• Utilize cultural humility principles to engage Clients from marginalized communities;
• Provide intensive case management including transportation support; assisting clients with housing readiness and referrals to various housing opportunities;
• Perform initial assessment noting behavioral symptoms which may indicate organic and/or mental disorders; 
• Confirm or revise initial diagnosis in conference with professional staff; 
• Determine and develop appropriate treatment plans for all clients on the caseload;
• Conduct individual, group and family counseling sessions for clients; 
• Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic modalities; 
• Make client referrals and plan discharge procedures; 
• Establish and utilize knowledge of community resources; 
• Assess progress of clients and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients; 
• Interview patient and relatives in order to gather case history data; 
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and evaluations of patient progress; 
• Consult frequently with professional team members; 
• Provide outreach counseling and refer clients to appropriate mental health program service resources; 
• Counsel individuals or groups regarding resources or services available for treatment and to help combat relapses; 
• Participate with program staff in individual client and program conferences, in staff development and professional growth activities; 
• Plan and present informational services to community target groups and organizations to explain mental health programs and services; 
• Serve as lead or co-facilitator in group, individual or other treatment modality; and
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Mental Health Counselor I: One year of experience in a community mental health setting, performing crisis intervention or related counseling services or completion of 60 semester units from an accredited college or university with emphasis in one of the behavioral sciences.
 

Mental Health Counselor II: Two years of experience in a community mental health setting, performing individual or group therapeutic counseling services to clients and developing therapeutic assessment and treatment plans.

Knowledge of: 
Mental health needs and problems of the general population; rehabilitative counseling techniques including role playing, behavioral modification and recreational therapy; social aspects of mental and emotional disturbances; basic techniques and dynamics of individual and group therapy; community resources available for treatment of clients; problems, needs, attitudes and behavior patterns of clients having basic emotional and/or social adjustment problems; and individual, couple, family and group counseling principles.

Skill/Ability to: 
Apply the techniques used in individual and group therapy; develop and evaluate creative approaches to the assessment, treatment and rehabilitation of mental disorders; obtain and record social, physical, educational and work histories; write clear, accurate and concise reports; interpret data; conduct group and individual counseling; establish and maintain the confidence and cooperation of clients including those of varied ethnic and social backgrounds; speak effectively before groups; exercise tact; and function as a team member.

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.

Details:

• Part-time regular position, must be willing to work varied hours including operational holidays, Saturdays, early morning hours (from 4:30 a.m.), and/or evenings (until 8:30 p.m.).

• Salary range $20.28 to $25.89 hourly with Excellent Benefits (see below)

This position will receive a four percent (4%) cost of living increase effective April 2024.
