The City of Albany Police Department is currently seeking Parking Enforcement & Traffic Control Technician applicants. 

Parking Enforcement & Traffic Control Technician is a civilian, non-sworn position. Under the direction of a police supervisor, the Parking Enforcement & Traffic Control Technician is responsible for a variety of routine paraprofessional traffic enforcement and control duties, related primarily to the enforcement of municipal parking laws and regulations.  The workweek is variable and is subject to the needs of the department.  Technicians typically work 16 - 25 hours per week.

Examples of Duties

• Patrol City streets (both walking and motorized patrol) and issue citations for parking violations such as illegal parking in restricted zones and parking in front of driveways or fire hydrants.
• Chalk tires and return to verify violation, and issue overtime citations.
• Issue citations using hand-held computers and issue hand written citations.
• Document violations and prepare reports related to enforcement of 72-hour parking restrictions; facilitate towing and storage of vehicles for violations of parking regulations, ordinances and laws.
• Report and respond to traffic and emergency situations; respond to requests for assistance with traffic control problems; direct traffic; maintain a traffic control post.
• Receive and respond to complaints and reports of routine parking incidents from the public; respond to public complaints of abandoned and illegally parked vehicles.
• Inform the public of regulations and procedures related to parking enforcement.
• Courteously and tactfully assist the public by answering a wide variety of questions regarding parking enforcement, traffic regulations, and the location of public buildings, parks, transportation facilities and other general directions.
• Testify in administrative hearings and court cases related to parking violations and citations.
• Use a two-way radio to communicate with public safety dispatchers to arrange for towing and call for emergency assistance;
• Communicate orally and in writing with the citation processing vendor.
• Perform clerical duties to include typing, filing and copying.
• Accurately and promptly retrieve information from computer terminals and files; apply appropriate procedures required to input and retrieve data from a computer.
• Maintain records related to work performed; conduct simple research and prepare brief reports to Police Department administration as requested.
• Maintain specialized parking enforcement vehicles in clean, serviceable condition.
• Perform other duties, as necessary, including filling in as a substitute Crossing Guard.
• Operate a Department vehicle and respond to service calls as required.
• Observe and report damaged street signs, inoperative traffic signals and curb markings in need of maintenance.
• Report unusual occurrences or problems of an urgent nature to supervisor and act in accordance with instructions received.

Benefits

This is a temporary position that is not eligible for benefits beyond what is required by law. 

Minimum Requirements

• Possession of a high school diploma or GED.
• At least one year of work experience performing customer service or public contact duties.
• Must possess and maintain a valid California Class C Drivers' License.
• May be required to work evenings, nights, weekends and holidays.
• Successful completion of a criminal records review, DMV history assessment, psychological interview, medical examination and drug screening.
• Safety apparel required (will be provided by City).

SUBSTITUTE SCHOOL CROSSING GUARD

PART TIME, TEMPORARY

THE POSITION

The Human Resources Department is accepting applications for the Temporary and Part-time position of Substitute School Crossing Guard in the Public Works Department. The School Crossing Guard is not assigned to a specific location but will supplement staffing for absences.  The work schedule will be a split shift (1.5 – 2 hours in the AM and 1.5 – 2 hours in the PM) Monday through Friday, between the hours of 7:30 am and 4 pm.  Assignments can range from 2 hours shifts to multiple days. This position is limited to 25 hours per week for a maximum of 1,000 hours per fiscal year. This position is for year-round employment.

DEFINITION

To perform duties related to escorting children across roadway intersections.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Escort children across designated intersections.
• Observe and report traffic violations.
• Promote and enforce safety procedures for pedestrians and bicyclists; survey designated area for potential hazards to the children's health and welfare.
• Direct traffic in emergency situations.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Current traffic and safety rules.
• Practices and methods of public relations and customer service; techniques and principles of effective interpersonal communication.
• Principles and practices of safety management.
• Report writing techniques.
• Basic computer usage.

Ability to:

• On a continuous basis, know and understand operations and observe safety rules; walk and pick up cones or portable pedestrian signs; stand and wait for children to arrive;; use voice to tell children to cross the street and to promote safety; use eyes to watch for traffic; judge distances of cars; identify sounds including the arrival of children and/or vehicles; intermittently interpret policies and procedures, and explain operations and problem solve issues for the public and with children.
• Intermittently, lift or carry weight of 15 pounds or less.
• Understand and translate City policies and practices into everyday working practices; make sound decisions with solid problem solving methods.
• Understand and carry out written and oral directions.
• Maintain accurate and up-to-date records.
• Use a computer to report time worked.
• Deal tactfully with the public.
• Work outdoors in a variety of weather conditions.
• Communicate effectively and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

• Education that ensures the ability to read and write at a level necessary for successful job performance.

License or Certificate

• Possession of a valid California driver’s license.

• Must be 18 years of age or older.

The City is establishing a list to fill several positions.  Apply immediately to be considered for these part-time job opportunities.  Some assignments may include working on a substitute basis at various school locations.  The schedule involves working 2 to 4 hours each day including approximately one and a half (1 ½) hours in the morning and one and a half (1 ½) hours in the afternoon during the school year.

Primary responsibilities:

●   Monitor and assist with the street crossing of school-age children during slow and peak traffic times

●   Provide appropriate safety instruction for children crossing streets and intersections

●   Watch traffic flow and wait for appropriate gap between vehicles to lead groups of school children promptly across a street
