POLICE ASSISTANT

Salary Range: $19.85 to $30.87/hour; temporary part-time, non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Administrative Assistant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk.
• Answer/forward all incoming phone calls.
• The ability to multi task phones with walk-in traffic
• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers.
• Maintain filing system.
• Coordinate Parking Permits for business employees.
• Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner.
• Assist in organizing and coordinating department events and community outreach programs.
• Manage office supplies and equipment inventory, placing orders as needed.
• Operate computer equipment and two-way radio as related to employment.
• Mark vehicles to detect abuse of timed areas.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.

QUALIFICATIONS

Knowledge: 

• Microsoft Office: Excel, Word, and PowerPoint.
• English usage, grammar, spelling, vocabulary, and punctuation.
• Principles and practices of records management.

Ability to:     

• Effectively communicate verbally and through written correspondence.
• Compose correspondence independently from brief instructions.

EXPERIENCE AND EDUCATION

Experience: 

Prefer one year in a non-sworn capacity with a municipal police agency involving clerical work and public contact.

High school graduation or equivalent.

Licenses:      

California Driver's License, C.L.E.T.S. certification upon hire.

THE POSITION: 

The City of San Pablo is actively recruiting for a Community Services Coordinator I/II position to plan, organize, and direct services and programs within the Community Services Department for our senior population, volunteer programs and city-wide special events. Our senior programs provide opportunities for adults 50 years of age and older, to engage in active and healthy programming. The Church Lane Senior Center hosts a congregate lunch program, numerous senior focused special events, weekday door-to-door transportation service (managed by a different full-time coordinator) and drop- in programs and classes. The city hosts 10-12 city-wide special events each year that include family dances, spring egg hunt, Cinco de Mayo celebration, Movies Under the Stars, 4th of July Multi-Cultural celebration, Halloween, Veterans Day and a Winter Wonderland Festival. The Community Services Department relies heavily on volunteers for both special events and senior programs and wants to expand the volunteer recruitment and training program.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

LARPD is seeking a summer intern to support the Summer Youth Volunteer Program.  Applicants should have the equivalent of one year of college credits completed toward a degree.  Candidates interested in learning about recreation, volunteer management, and community services will be given preference.  Interested candidates should complete an application online. Community Outreach: Summer Youth Volunteers Project Plan 

The Community Outreach team is seeking a summer intern for a 10–12-week assignment.  The goal of the internship is to gain valuable experience managing high school aged volunteers that will support a variety of summer camps and programs throughout the district.  

Key duties 

• Be primary point of contact for Summer Youth Volunteers. 

• Assist with volunteer orientation and ongoing training sessions throughout the summer. 

• Oversee volunteer schedule. 

• Track volunteer hours logging. 

• Create program completion documents. 

• Assist with planning end of summer recognition event. 

Key deliverables will be: 

• Maintain volunteer hour tracking and create end of summer recap report. 

• Complete summer training and check-in reports. 

• Create and distribute volunteer completion certification with hours totals for all summer volunteers. 

• Report any concerns from staff and volunteers or development opportunities for volunteers through regular check-ins. 

What learning will occur for the intern?

Timing

Work hours will be Monday – Friday, 25-30 hours per week during the 12 weeks of employment.  The pay rate will be $20 per hour.  All interns will be required to successfully complete a Department of Justice fingerprint clearance and undergo a TB test as a condition of employment.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
