THE POSITION: 
This position inspects plans or buildings and construction for compliance with structural building codes, laws and ordinances and provides training and working lead assistance to other inspectors on structural matters as required.

You are: 
The ideal candidate will have thorough knowledge of the California Building Codes, CalGreen Code and related codes and regulations, including the methods, materials, techniques and practices employed in building inspection industry. Additionally, the ideal candidate will have working knowledge of the principles and practices of organization, administration, the ability to manage complex projects through inspection skills; and organization and functions of the various trades, agencies and organizations involved in the construction process, in addition to being an outstanding person, who aspires to excellence in customer service and is a committed team player.

•  Building, housing, plumbing, mechanical and electrical codes with specialized knowledge of materials and standards to be applied in structural inspections.

• Perform the physical aspects of a field inspection.
• Effectively train and provide working lead assistance to building inspectors.
• Deal effectively, tactfully and professionally with co-workers, the general public, architects and engineers.
• Read and interpret building plans and specifications and enforce their application.
• Prepare clear and concise written reports.
• Research and study building codes, laws and ordinances.
• Perform moderate to heavy amounts of paper work.
• Work independently with minimal or no supervision.

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:  
Four (4) years of experience dealing with code compliance considerations related to the structural elements of buildings.
OR
Two (2) years structural inspection experience involving major commercial or industrial installations.  

Education: 
Equivalent to completion of the twelfth grade.                          
 
License:  
Possession of a Class C California Drivers License.

ICBO (International Conference of Building Officials) Certification as a structural and/or combination inspector is highly desirable, but not required.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Newark is looking to hire a Building Inspector in the Public Works Department. We are seeking a qualified individual to join our team with a strong background in construction and building codes, and a keen eye for detail and a commitment to ensuring safety and compliance in the building environment.

The Building Inspector I/II performs a variety of inspections on routine and complex building systems at various stages of construction, alteration and repair to assure compliance with approved plans; ensures compliance with various standards, regulations, ordinances, and laws; reviews plans; provides feedback; provides technical assistance at the public counter; works cooperatively with other City departments; answers general questions about the construction process; has a strong knowledge of construction standards; follows safety regulations with awareness at all times on the jobsite, and provides reports or issues corrective actions.

Building Inspector I- This entry level position works under immediate supervision and is distinguished from the Building Inspector II level by the performance of less than the full range of tasks, and progressing to general supervision as procedures and processes of assigned areas of responsibility are learned. 

Building Inspector II – This journey level position works under general supervision and is distinguished from the Building Inspector I level by the ability to perform work in all areas of building inspections.

EXPERIENCE AND TRAINING

Any combination of education, experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Equivalent to a High School diploma
• Building Inspector II - An Associate’s degree or certificate in building inspection is desirable.

Experience:

• Building Inspector I - Four (4) years of journey level experience in one of the major construction trades or two (2) years of recent experience in building inspection or code enforcement.
• Building Inspector II - Three (3) years of recent experience equivalent to the Building Inspector I level.

License or Certificates:

• Possession of a valid California Class C driver license is required.
• Building Inspector I - International Code Council (ICC) Certification or equivalent certification(s) as a Residential Building Inspector or Commercial Building Inspector at time of hire is desirable and will be required within probationary period and throughout employment.
• Building Inspector II - Possession of International Code Council (ICC) Certification or equivalent certification(s) as a Combination Residential Building Inspector or Combination Commercial Building Inspector. License and certification must be maintained throughout employment.

• Six (6) years of progressively responsible experience in economic development, redevelopment, real estate development, or related field including two (2) years of supervisory experience.

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities is:
Equivalent to graduation from high school and experience as specified below.

• Building Inspector I:
  • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

• Work closely with homeowners and businesses to achieve compliance.
• Interpret ordinances, policies and procedures, and code enforcement concepts.
• Prepare reports and recommendations on code enforcement matters, and gain voluntary compliance.

• Prepare case information and present evidence at appeal hearings and other legal proceedings.

Under the supervision of the Building/Code Compliance Coordinator and the Chief Building Official/Senior Plans Examiner, the Building/Code Compliance Inspector performs work in the areas of building, electrical, mechanical, plumbing, energy, green, zoning, and residential fire protection inspections; various aspects of code enforcement; and other duties as assigned.

CLASS CHARACTERISTICS

This is the journey-level, professional class that is expected to read plans, make code interpretations, have comprehensive knowledge of construction materials and techniques, and be able to perform field inspections (both Building and Code Enforcement) on their own.

This position is distinguished from the next higher class of Senior Building/Code Compliance Inspector by the latter providing training, technical advice, and lead assistance to incumbent inspectors. The Building/Code Compliance Inspector is further distinguished from the lower level of Building/Code Compliance Trainee in that the latter is the entry-level class, and is in training, learning the full scope of the assigned duties and responsibilities.

EXAMPLES OF DUTIES (illustrative only):

• Inspecting residential, commercial, and industrial occupancies for compliance with building, electrical, mechanical, plumbing, energy, green, zoning and fire protection codes and standards.
• Recommending solutions or corrective actions to problems and taking follow up actions to ensure discrepancies are corrected.
• Performing various functions related to code enforcement (e.g., inspections, noticing, follow-up with owners, and research).
• Communicating effectively, both orally and in writing, to a wide variety of audiences.
• Writing reports and preparing correspondence pertaining to assigned duties.
• Keeping pertinent records.
• Utilizing personal computers to access the permitting system, GIS (geographic information system, various other software applications, and perform word processing functions.

About the Position 

The City of Fremont's Finance Department is seeking a full-time Accounting Specialist I/II that will support the Revenue function. The incumbent will provide a variety of customer service, financial and accounting duties in the preparation, maintenance and processing of accounting records and financial transactions. This position is responsible for performing duties to support the central cashiering function for citywide services.

Examples of Job Duties

• Provide excellent customer service to residents and businesses in the City of Fremont.
• Perform routine fiscal and clerical support with cash handling, issuing receipts, and balancing cash bags, cash drawer and accounts on a daily basis.
