ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. In this exciting opportunity the Environmental Programs Manager (EPM) will be at the forefront of shaping and implementing environmental initiatives that have a lasting impact on our community.  The EPM will work under the supervision of the Public Works Director and will oversee a comprehensive environmental protection program and ensure compliance in the areas of solid waste, waste reduction, recycling, green waste, municipal stormwater system, and energy and natural resources conservation. About the Position

Equivalent to graduation from a four year college or university with major coursework in engineering or a closely related field and five years of professional level work experience in developing or implementing air quality regulations, preferably in a public agency, including three years of supervisory experience.

Desirable Qualifications
Experience developing air quality regulations, especially for stationary sources.
 
Experience working in partnership with community advocates to address environmental injustice.

The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. You will lead and participate in the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to conduct research, analyze issues, prepare planning documents, and craft recommendations to support decision making. You will also interface with local, regional, and state agencies in developing and implementing these community-scale air quality plans.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.
 
About You in the Position – Climate Protection Section (EPA CPRG Role)

You will make use of your knowledge of how local governments operate to address planning and policy issues. You will also draw on your experience or interest in addressing GHG mitigation by working with communities to identify local priorities, while at the same time syncing local goals with regional and statewide climate planning efforts. Your ability to review and assess policies and strategic approaches will support your work in developing potential GHG mitigation strategies and measures in a variety of economic sectors.

EPA Climate Pollution Reduction Grant
As part of the Inflation Reduction Act of 2022, the US EPA launched the Climate Pollution Reduction Grant (CPRG) program, providing $250 million nationwide to states and metropolitan regions to develop regional greenhouse gas (GHG) reduction plans, and $4.3 billion in nationally competitive grants to implement measures in those plans. The Air District has received $1 million from this EPA program to lead an eight-county climate action planning process. This planning effort identifies GHG mitigation measures across economic sectors to achieve aggressive GHG reduction goals and benefit frontline communities.

DEFINITION
Under direction, provides lead direction to environmental planning staff and conducts complex long-range planning for land use and environmental assessments; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is the advanced lead level in the professional planning series. Incumbents provide lead direction to environmental planners and perform highly specialized and difficult planning functions. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from Principal Environmental Planner in that the latter has responsibility for creating projects and new programs, and handling the most difficult, sensitive, novel or critical projects.

Examples of Duties for this Position

Analyzes issues, prepares reports and recommendations relative to land use, regional development and related issues; provides input into planned development's impact on air quality.

Distinguishing Characteristics
Environmental Planner I is the entry level class of this specialized professional planning series. Initially under close supervision, incumbents perform a wide range of professional planning duties while learning the more skilled and complex tasks associated with environmental planning and assessment. As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with Environmental Planner II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.
 
Environmental Planner II is the journey level class in this specialized series, fully competent to perform a wide range of professional planning duties associated with air quality and environmental planning. This class is distinguished from Senior Environmental Planner in that the latter provides lead direction as well as performs more complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment and may provide lead direction for defined tasks.

Minimum Qualifications

Education & Experience
A typical way to obtain the knowledge and skills is:
 
Environmental Planner I: Equivalent to graduation from an accredited college or university with a graduate degree in regional, urban or environmental planning or a closely related field and one year of professional planning experience. Additional relevant experience may substitute for the graduate degree.
 
Environmental Planner II: In addition to the above, one year of professional environmental review and planning experience.
 
Desirable Qualifications
Experience with data collection and documentation, advanced excel skills or database management, and ArcGIS or other mapping platforms.
 
Cultural competence and sensitivity of how to work with diverse community members. 
 
Ability to listen and understand with humility and empathy.
 
Understanding of structural and institutional racial inequities and environmental injustices causes and solutions.
 
Awareness of interpersonal skills necessary to effectively work in a team setting. 
 
Bilingual proficiency in one or more languages commonly spoken in the San Francisco Bay Area.

The Yuba County Sheriff’s Department is currently recruiting for two full-time Animal Care Services Officer. Under close supervision, incumbents enforces State and County laws regarding stray, dangerous, rabid, nuisance and unwanted domestic animals; investigates complaints; patrols assigned areas; captures animals; removes dead animals from public and private properties; assist in feeding and cleaning animal enclosures; assist with euthanizations and disposal of animals in a humane and prescribed method and performs other duties related to humane animal protection and control; performs related work as assigned including assisting the public with drop off, pick up and adoption of animals as necessary.  This is a working level class in animal control, responsible for enforcing applicable regulations in a limited public officer capacity. Successful performance of the work requires skill in dealing with the public in difficult situations as well as a willingness to handle animals that may be injured or ill.
