About the Position:  This position requires the ability to maintain a high level of accuracy, integrity, and confidentiality.

The Accounting Technician performs a variety of routine to complex administrative and technical duties related to payroll and other accounting support duties. Top candidates have experience working with financial systems, with the ability to quickly learn and adapt to new technology and information systems.

Duties include, but are not limited to:

• accounts receivable/payable,
• review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records,
• verify, post, and record a variety of financial transactions; prepare and maintain databases,
• maintain a variety of ledgers, registers, and journals according to established accounting policies and procedures; reconcile transactions and account statements; record changes and resolve differences; maintain the accuracy of accounting and financial records,
• report generation,
• produce journal entries to post payments to the general ledger,
• accurately prepare employee and vendor payments for retirement and other benefits; submits reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.

Education and Experience:  any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in accounting or finance, and

 • Completion of thirty (30) semester units or forty-five (45) quarter units from an accredited college or university including at least six (6) semester or nine (9) quarter units, which must be in Accounting or Bookkeeping; and
 • Two (2) years of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting); and
 • Experience with  electronic spreadsheet and word processing programs; and
 • Experience with on-line financial and/or payroll systems; and
 • Ten-key by touch.

Desirable Qualifications:
 • Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Possible Substitutions:
 • Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.   (There is no substitution allowed for the requirement for six (6) semester or nine (9) quarter units in Accounting and Bookkeeping.)

Licenses:

This position is responsible for performing transactional paralegal duties related to legal transactions for the Housing Department. The ideal candidate will be a Paralegal experienced in preparation and/or review of real estate loan documents, closing of escrows for real estate financing transactions (including review of preliminary title reports and title policies), will be detail-oriented with good organizational and computer skills, and will have good writing and analytical skills. Typical assignments may include preparation and/or review of real property financing documents and other lender documents, real property acquisition documents, escrow instructions, and consultant and grant agreements. Other duties may include, but are not limited to, drafting and/or reviewing resolutions and ordinances, coordination with City or other government departments or agencies, involvement in the Council agenda process, and responding to public record act requests. The skill level of this position places strong emphasis on accuracy, attention to detail, and strong analytical skills. Incumbents must be proficient in the use of various types of software in the Windows environment.

Depending upon qualifications, the successful candidate may be hired at the Legal Analyst I or Legal Analyst II level. The annual salary range for a Legal Analyst I is $80,676.96 to $98,083.44, and the annual salary range for a Legal Analyst II is $88,058.88 to $107,016.00. Both ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidate's qualifications and experience.
