MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record. 
• Must be able to meet physical, psychological and background standards. 
• Must be willing to work evening, night, weekend and holiday shifts. 
• Must be able to obtain required POST certification and maintain firearms qualification.

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. This position performs a variety of professional administrative and confidential support functions for the Assistant General Manager and his/her staff. Assist with the development and preparation of Agency staff reports and resolutions, including supporting documents.

Provide support for Agency contract administration functions, including tracking, storage, review, and validation of agency contracts and agreements.

May prepare or review expense reports, check requests, and purchase requisitions.

MINIMUM QUALIFICATIONS
Education and/or Experience
Associate's degree (A. A.) or equivalent from two-year college or technical school; and a minimum of three years related administrative experience supporting a high-level manager and his/her staff; or equivalent combination of education and experience. 

KNOWLEDGE AND ABILITIES 
Knowledge:

The CritiCall exam is a computer based Public Safety Dispatcher Pre-Employment Skills test. The wide array of tests within the CritiCall exam provides a comprehensive inventory of a candidate's skills and abilities.  Achieving a passing score on the exam is a requirement for employment.  

The examination simulates some of the duties and situations a 911 Communications Dispatcher might encounter on the job.  No specialized knowledge or skills are required to take the exam. 

The CritiCall exam tests for skills and abilities in areas such as decision-making, data entry, call summarization, multi-tasking, cross-referencing, vocalization, character comparison, memory recall, prioritization, mathematics, probability, map reading, reading comprehension, spelling, and sentence clarity.
 
Once the recruitment closes and all applications have been screened, applicants whose applications pass the screening will be sent a link to take the CritiCall exam.  Applicants will have up to ten days to complete the exam.  Complete instructions will be sent in the correspondence regarding registering for and taking the exam.  The exam can be taken at the convenience of the test taker, during the ten specified days.  

Candidates who receive a passing score on the CritiCall exam will be placed on the Hiring List (Eligible List) in the order of the scores from the exam.  The top seven candidates from the Hiring List will be considered for one vacancy.  One additional candidate will be included for each additional vacancy.

The City of Newark is seeking an experienced Aquatics Programs Specialist who is well versed with the development and effective implementation of aquatic programs tailored to different age groups and skill levels, such as swimming lessons, water aerobics, lifeguard training, and more. The Specialist will work out of the George M Silliman Community Activity Center. 

JOB RESPONSIBILITIES

1. Review the existing swim lesson program provided at the Aquatic Center, utilizing the American Red Cross Learn to Swim Program materials, with the aim of pinpointing areas that could be enhanced.
2. Evaluate the current swim instructor handbook and offer recommendations that align with program requirements; integrating relevant materials from the American Red Cross Swim Lesson Program and feedback from staff to create a more cohesive handbook for swim instructors.
3. Assess the current swim instructor in-service practices and propose a recommended training plan and schedule for management and staff. This includes organizing 2-5 in-service sessions with staff to review new information and establish a structured training plan.                                                                                  

• Evaluate Current Practices: Conduct an analysis of the existing swim instructor in-service practices, identifying strengths, weaknesses, and areas for improvement.
• Needs Assessment: Determine the specific needs of the swim instructors and the program as a whole. Consider instructor feedback, observations, and any deficiencies noted in performance evaluations.
• Training Objectives: Define clear training objectives that align with the goals of the swim lesson program and the organization's standards. These objectives should address areas such as instructional techniques, safety protocols, emergency procedures, and customer service skills.
• Curriculum Development: Develop a comprehensive curriculum for the in-service training sessions. Incorporate relevant materials from the American Red Cross Swim Lesson Program, focusing on best practices for instruction and program management.
• Training Plan and Schedule: Create a detailed training plan and recommended schedule that outlines the topics to be covered in each session. Ensure that the schedule accommodates the availability of staff and allows for adequate time to cover each topic thoroughly.
• Session Content: Structure each in-service session to include a combination of theoretical instruction, practical demonstrations, and hands-on activities. Provide opportunities for staff to ask questions, participate in discussions, and practice new skills.
• Resource Materials: Compile a set of resource materials to support the training sessions, including instructional guides, lesson plans, videos, and reference materials from the American Red Cross Swim Lesson Program.
• Feedback Mechanism: Establish a feedback mechanism to gather input from staff following each training session. Use this feedback to assess the effectiveness of the training and make any necessary adjustments to future sessions.
• Implementation and Monitoring: Implement the training plan according to the established schedule, ensuring that all staff members have the opportunity to participate. Work with staff to ensure they are monitoring staff performance and progress throughout the training process, providing additional support and guidance as needed.
• Evaluation and Continuous Improvement: Conduct a final evaluation of the training program to assess its overall effectiveness and impact on staff performance. Use the findings to inform staff of training initiatives and make continuous improvements to the swim instructor’s in-service practices.                        

     4. Collaborate with program staff to facilitate the implementation of the DigiQuatics software, specifically  focusing on the swim lesson program module to ensure its success and staff training opportunities.

    5. Support staff in addressing any needs within the swim lesson program to enhance its effectiveness and boost participant enrollment as required.

Office Assistants provide a variety of office support activities to an assigned program or division. Office Assistants are expected to provide professional and courteous customer service at all times; greet and assist program visitors; answer the telephone in a courteous and professional manner; provide accurate information and answer general questions or forward calls to appropriate staff. Office Assistants also are tasked to open and secure assigned facilities; set up, arrange, and take furniture and equipment and ensure set up is in accordance with customer needs and requests for classes, rentals, meetings, and special events; monitor the proper and safe use of City facilities by the general public and ensure adherence to rules and policies; ensure the cleanliness and safety of facilities throughout the day. As experience is gained, assignments become more varied and are performed with greater independence. Candidates must demonstrate proficiency with word processing, data entry and organization, telephone and counter reception, record keeping, verbal and written communication, and customer service.

Currently, the City is preparing to open a brand-new, state-of-the-art multi-service center known as the Belle Haven Community Campus. This new campus is on track to open soon and will feature a senior center, youth center, recreation center, gymnasium, swim center and branch library. What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.
