What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.

THE POSITION:

The City of San Rafael Sanitation District is recruiting for a full-time Administrative Assistant II position.  Under general supervision, this position provides responsible, varied, secretarial and office administrative assistance to the department.    

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Set up and maintain financial, statistical, and operational records, including reviewing departmental payroll submittals and various time sheets.
• Administer and maintain complex procedures, including issuing permits, submitting required information/forms for the inter-governmental reimbursements and/or grant monies; and as related to assigned program areas.

Role description

This recruitment will be used to fill both full-time and part-time positions.

Under general supervision, operates a variety of transit vehicles such as diesel and electric motor coaches, cable cars, streetcars and light rail vehicles; transports passengers along a specific route and makes designated stops as required; accepts fares, issues transfers, gives general directional information; and performs related duties as required.

Examples of Important and Essential Duties
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Conducts pre-operational inspection of the transit vehicle, in accordance with federal and state laws and departmental regulations, to ensure it is functioning properly.
2. Inspects the passenger compartment of the vehicle to ensure it is free from hazards (such as spills, loose handrails and stanchions, defective seats, etc.) and that the video camera lenses are not obscured.
3. Safely navigates the vehicle through traffic along assigned routes, under various environmental conditions, in accordance with traffic laws and departmental regulations.
4. Operates the disability access lifts to assist people in wheelchairs onto the vehicle and properly secures their wheelchairs when they are on the vehicle.
5. Collects fares from passengers and issues transfers; checks passenger transfers, fast passes, and electronic passes to ensure they are valid.
6. Uses vehicle's intercom system to communicate instructions to passengers and to call out vehicle stops and transfer points.
7. Responds to customers' questions regarding routes, directions, fares and transfers.
8. Conducts a post-operational inspection of the outside of the vehicle to detect defects and body damage, broken windows, and graffiti.
9. Contacts Central Control regarding various emergencies such as medical emergencies, vehicle malfunctions, vehicle evacuations etc. and/or circumstances that may affect service such as heavy traffic, road hazards, road obstructions etc.
10. Completes accident, incident and/or miscellaneous reports to document unusual occurrences.
11. May include additional duties as assigned.

Nature of Work: Incumbents in this class may be required to work rotating shifts, holidays and weekends; to work outdoors in all weather conditions; and to use computers. In addition, may require standing and/or sitting for prolonged periods of time; performing different physical activities such as pulling poles, cranking switches in the subway, resetting retrievers to return disabled transit vehicles to service and assisting in the movement of disabled vehicles when possible. All employees, and prospective employees must comply with FTA and San Francisco Municipal Transportation Agency mandates. All operators bid for assignments by seniority. Work hours and days off may change several times per year.

 

How to qualify

1.  Must be at least 21 years old by April 30, 2024 AND
2.  Possession of a valid High School Diploma, GED or California High School Proficiency Certificate AND
3.  One (1) year of verifiable satisfactory public contact or customer service experience AND
4.  Possession of a valid class C Driver License. Must have been a licensed driver for at least three (3) continuous years from April 30, 2021 through April 30, 2024 AND
5.  Possession of or the ability to obtain a Class B - Driver License with a Passenger (P) Endorsement and no restrictions that prohibit operation of a San Francisco Municipal Transportation Agency public transit vehicle AND
6.  A good driving record during the three (3) years between April 30, 2021 through April 30, 2024 and through the date of appointment, meeting the following requirements: 

• No more than 1 moving violations between April 30, 2023 and April 30, 2024;
• No more than 3 moving violations between April 30, 2021 through April 30, 2024;
• No accidents where applicant contributed to cause; 
• Has not had driving privilege suspended, revoked, or placed on probation more than once for a cause involving the unsafe operation of a motor vehicle; 
• No convictions of California State Vehicle Code Section 20001 (leaving the scene of an accident involving bodily injury or death); Sections 23103 through 23109 (reckless driving); or Sections 23152 - 23153 (driving under the influence of alcohol or drugs), or equivalent convictions in another state;
• Other violations and/or accidents will be reviewed on a case-by-case basis and may be cause for non-selection AND

7.  No convictions within the past seven (7) years between April 30, 2017 through April 30, 2024 of any offense related to the use, sale, possession, or transportation of narcotics, habit forming drugs, or dangerous drugs AND
8.  No convictions of any sex offense as defined in Section 44010 of the Education Code AND
9.  Ability to obtain a School Pupil Activity Bus (SPAB) certificate issued by DMV.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 9163 Transit Operator is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT) – regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from their prior employers concerning their drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. Class B Permit with Passenger (P) endorsement and Airbrakes: 
Applicants who are successful in the examination process and who do not possess a Class B Driver License with Passenger (P) endorsement and airbrakes, will be required to obtain a Class B Driver Permit with Passenger (P) endorsement and airbrakes prior to starting the Transit Operator training.

Transit Operator Training:
All employees must successfully complete the SFMTA Operator Training Program consisting of both classroom and behind-the-wheel instruction. The rate of pay for a trainee is $31.0375 per hour.

Attendance to all training sessions is required. If a candidate misses any dates of training without providing proper notification, they will be released from their training class. If proper notification was provided, a candidate released during the training period due to attendance may request to be placed back on the eligible list to be considered for future classes, if the list from which they were hired is still active. Candidates may only request to be placed back on the eligible list one time.  Any candidate not approved to be placed back on the list or not able to be placed in another training class before the list expires will need to re-apply during the next filing period for applications.

JOB SUMMARY:  The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

 

 

EXAMPLES OF ESSENTIAL FUNCTIONS:

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

 

 

 

EXAMPLE OF DUTIES:

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.

JOB SUMMARY: The San Mateo County Transit District is seeking a highly technical IT Operations Supervisor to join our team. Under the supervision of the IT Operations Manager, the Supervisor will coordinate the efficient and effective operations of the Help Desk team for the District, including work direction and supervision of Help Desk staff and coordination with other District information technology staff. This position is responsible for planning, assigning, and directing work; documenting and gaining approval for all help desk support procedures and system documentation; and assisting team members in answering calls, addressing service or escalation issues, and applying independent decision making to resolve problems or escalate problems to management. The IT Operations Supervisor develops regular reports on help desk contacts, ensures that service levels are met, identifies trends and makes recommendations for service improvements, and provides budgetary recommendations to management for service growth and/or improvement.

IT Operations Supervisor will work closely with various users in San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) and other departments and is responsible for managing all procedures related to the identification, prioritization, and resolution of end user help requests, including the monitoring, tracking, and coordination of Help Desk functions. The role will also contribute to problem resolution by giving in-person, hands-on support to end users at the desktop level.

EXAMPLES OF ESSENTIAL FUNCTIONS:
• Supervise help desk support staff’s daily activities ensuring timely and professional delivery of technical support for calls on computers, core software products, and related hardware peripherals.
• Plan, organize, and direct the work of help desk support staff, including Help Desk Specialists; schedule shift coverage; evaluate and document performance and recommend disciplinary action when necessary; and review staff work for accuracy and timely completion of assigned duties.
• Act as the subject matter expert and point of contact in problem and major incident resolution.
• Document, track, and report on software and hardware malfunctions; ensure that detailed descriptions of user’s problems are documented in the ITSM; prioritize requests and label according to established procedures.
• Train help desk staff on areas of responsibility, new technology, and support procedures. Ensure help desk staff provides consistent, high-quality, and professional service, including communication and telephone skills.
• Proactively identify process improvement opportunities, including end-user training tools, onboarding, and documentation.
• Monitor help desk activities and respond to inquiries; provide technical troubleshooting, determine type of request, diagnose and provide solutions or escalate complex problems to appropriate personnel as required, and ensure proper problem notification procedures are being followed.
• Develop queries to track and follow-up on reported problems; notify users of completion of requests; ensure accurate contact and problem resolution records are maintained.

THE DEPARTMENT

The American Canyon Police Department provides first response services to all forms of emergencies and crises.  The Department provides public safety by enforcing the Penal Code, Health and Safety Code, Vehicle Code, and local ordinances.  American Canyon Police Department is comprised of 24 sworn peace officers, two non-sworn Police Technicians, and an Administrative Clerk.

THE POSITION

The Police Technician performs a variety of non-sworn, administrative and field support tasks associated with law enforcement support services, which may include property and evidence collection, crime prevention, parking enforcement, vehicle abatement, and community relations; to maintain confidential and highly sensitive records related to police activities; and to perform a variety of tasks relative to assigned areas of responsibility.

This is a high-profile position with frequent interactions with community members in often difficult circumstances. The quality of the work performed in this role is reflective of the standards of the Department and the City. This is a uniformed, civilian position that does not require peace officer status. However, a detailed background investigation, medical exam and drug screening is required due to the sensitive nature of the work involved.

THE POSITION

Typical duties performed by a Police Technician may include, but are not limited to, the following:
 

• Patrol areas of the City to identify and resolve parking violations and traffic hazards and enforce applicable laws; respond to citizen complaints regarding parking and abandoned vehicle laws; tag and arrange transportation of abandoned vehicles.
• Provide assistance, information and directions to motorists; assist in the coordination of Police Service support for special events in the community; provide traffic control at local schools.
• Respond to non-emergency calls and service requests; take information from citizens and prepare crime reports for non-active calls; interview victims, suspects and witnesses, as directed, and provide referral information.
• Assist with Neighborhood Watch meetings and other crime prevention activities; provide information to interested citizens on neighborhood alert procedures; assist in coordinating crime prevention public displays.
• Collect, receive, and safeguard property/evidence; maintain evidence chain-of-custody records; transport evidence to Sheriff’s Department, Department of Justice, and outside crime lab.
• Coordinate public education, safety and prevention programs, and community outreach activities related to assigned responsibilities.
• Serve as liaison between court staff and Police Officers; assist Police Officers with follow-up evidence requests from the District Attorney’s Office. 
• Log and distribute subpoenas to officers and citizens.
• Receive calls; respond to citizen’s questions and complaints within established guidelines; distribute calls for officer assistance to communications centers; take and relay messages to department personnel as required.
• Handle the abandoned vehicle program to include locating and citing abandoned vehicles and overseeing the towing away of the vehicle.
• Coordinate various crime prevention, volunteer, and community policing programs.
• Research and compile statistical data.
• Assist Police Officers with vehicle and person searches.
• Drive a City vehicle to respond to citizen/officer requests; assist and support patrol division in the performance of their duties in the field.
• Assist with coordination of fleet maintenance and daily fueling of vehicles. 
• Respond to public inquiries in a courteous manner.
• Complete special projects as assigned.
