The City of Newark is seeking an experienced Aquatics Programs Specialist who is well versed with the development and effective implementation of aquatic programs tailored to different age groups and skill levels, such as swimming lessons, water aerobics, lifeguard training, and more. The Specialist will work out of the George M Silliman Community Activity Center. 

JOB RESPONSIBILITIES

1. Review the existing swim lesson program provided at the Aquatic Center, utilizing the American Red Cross Learn to Swim Program materials, with the aim of pinpointing areas that could be enhanced.
2. Evaluate the current swim instructor handbook and offer recommendations that align with program requirements; integrating relevant materials from the American Red Cross Swim Lesson Program and feedback from staff to create a more cohesive handbook for swim instructors.
3. Assess the current swim instructor in-service practices and propose a recommended training plan and schedule for management and staff. This includes organizing 2-5 in-service sessions with staff to review new information and establish a structured training plan.                                                                                  

• Evaluate Current Practices: Conduct an analysis of the existing swim instructor in-service practices, identifying strengths, weaknesses, and areas for improvement.
• Needs Assessment: Determine the specific needs of the swim instructors and the program as a whole. Consider instructor feedback, observations, and any deficiencies noted in performance evaluations.
• Training Objectives: Define clear training objectives that align with the goals of the swim lesson program and the organization's standards. These objectives should address areas such as instructional techniques, safety protocols, emergency procedures, and customer service skills.
• Curriculum Development: Develop a comprehensive curriculum for the in-service training sessions. Incorporate relevant materials from the American Red Cross Swim Lesson Program, focusing on best practices for instruction and program management.
• Training Plan and Schedule: Create a detailed training plan and recommended schedule that outlines the topics to be covered in each session. Ensure that the schedule accommodates the availability of staff and allows for adequate time to cover each topic thoroughly.
• Session Content: Structure each in-service session to include a combination of theoretical instruction, practical demonstrations, and hands-on activities. Provide opportunities for staff to ask questions, participate in discussions, and practice new skills.
• Resource Materials: Compile a set of resource materials to support the training sessions, including instructional guides, lesson plans, videos, and reference materials from the American Red Cross Swim Lesson Program.
• Feedback Mechanism: Establish a feedback mechanism to gather input from staff following each training session. Use this feedback to assess the effectiveness of the training and make any necessary adjustments to future sessions.
• Implementation and Monitoring: Implement the training plan according to the established schedule, ensuring that all staff members have the opportunity to participate. Work with staff to ensure they are monitoring staff performance and progress throughout the training process, providing additional support and guidance as needed.
• Evaluation and Continuous Improvement: Conduct a final evaluation of the training program to assess its overall effectiveness and impact on staff performance. Use the findings to inform staff of training initiatives and make continuous improvements to the swim instructor’s in-service practices.                        

     4. Collaborate with program staff to facilitate the implementation of the DigiQuatics software, specifically  focusing on the swim lesson program module to ensure its success and staff training opportunities.

    5. Support staff in addressing any needs within the swim lesson program to enhance its effectiveness and boost participant enrollment as required.

SUMMARY

Under general supervision, plans, leads, assigns, schedules, and participates in the work of staff responsible for performing aquatics duties at the District’s aquatics facilities.  Assists with the day-to-day aquatics operations, ensures that facilities are prepared and maintained for public use.  Monitors activities in the water, pool, decks, and ancillary areas of District aquatics facilities to ensure the safety of patrons; explains and enforces aquatics policies, regulations, and rules; performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required. 

Schedule: 30 hours per week. Schedule will vary, will include weekends.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level classification in the Lifeguard classification series responsible for providing lead direction and training to lower-level staff and for ensuring that the District’s aquatics facilities are maintained in a safe and effective working condition.  Incumbents are responsible for establishing objectives, timelines, and methods to deliver services.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This classification is distinguished from the Lifeguard II by the assignment of more complex tasks requiring a greater level of technical and specialized knowledge and a higher degree of independent judgment, including serving in a lead capacity over lower level staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Plans, leads, assigns, directs, and participates in the work of staff responsible for performing lifeguard duties at the District’s aquatics facilities; assigns lifeguard staff to daily rotation schedules, ensuring proper coverage at all times.
2. Receives and responds to questions, concerns, and complaints from patrons; determines issues and resolves or refers to Aquatics Coordinator or Aquatics Supervisor as appropriate.
3. Assists Aquatics Coordinator in leading training sessions, including safety drills and other emergency procedures; ensures that lifeguard staff attend required trainings and maintains records on same.
4. Provides aquatic safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatics facilities to prevent accidents and to ensure the safety and well-being of patrons.
5. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
6. Performs the work of lower-level staff, including, but not limited to, all required lifeguard-training skills and class instruction as needed.
7. Monitors facility use; ensures that the facility is opened, closed, and secured in compliance with District practices and procedures and that the pool and restrooms are maintained in a safe, neat, and clean condition.
8. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.
9. Maintains records of participation and completes required reports.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED;

AND

• Two years of relevant aquatics experience serving in an aquatics facility.

OR

• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities. 

Knowledge of:

• Principles of leadership in an aquatics environment.
• Principles and techniques of all lifeguarding skills.
• Organization and operation of the aquatics facilities, including maintenance, occupational hazards, and standard safety practices.

Licenses and Certifications:

At time of appointment, and maintained throughout employment possession of:

• California Driver’s License, with a satisfactory driving record,
• American Red Cross Lifeguard certification,
• American Red Cross Water Safety Instructor certification,
• American Red Cross Lifeguard Instructor certification is highly desirable.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

The Public Works Director will oversee the new Public Works Department (formerly two divisions under the Community Development Department). The Public Works Director reports to the City Manager and will lead the Engineering and Maintenance teams and oversee several high-profile capital improvement projects.

Main responsibilities of the Public Works Director include:

• Direct and participate in the development and implementation of goals, objectives, policies and procedures.
• Plan, direct, and review all public works engineering activities including design and surveying.
• Plan, direct, and review all the design and construction of the City’s street and drainage structures.

The ideal candidate will be politically astute, comfortable leading high-profile projects, and able to collaborate with neighboring jurisdictions and special districts. This role requires a candidate with keen active listening skills, who must also be willing and able to voice an opinion. Lastly, the ideal candidate will be an engaging manager who fosters and supports an environment of ongoing professional development for department staff.

This position requires any combination of experience, education and/or training that would likely provide the required knowledge and abilities such as the equivalent to a bachelor’s degree (master’s preferred) from an accredited college or university with major course work in civil engineering or a related field and 5 years of progressively responsible experience in municipal engineering and public works administration, including two years in a supervisory capacity. Requires certification as a professional civil engineer in the State of California.

The person spearheading this is the Public Works Director. Under administrative direction from the City Manager, the Public Works Director plans, oversees, and directs the activities and operations of the Public Works Department including engineering, maintenance, environmental services, and building inspection divisions. This position participates as a member of the City Manager’s Executive Team in the consideration of general City policies, programs, and concerns; and serves as a technical advisor to the City Council, Planning Commission, City Manager, other City departments, and civic groups. The Public Works Director exercises direct supervision to division managers (City Engineer, Chief Building Official, Environmental Services Manager, and Maintenance Superintendent) and indirect supervision of other professional, technical, and administrative staff; including developing, evaluating, and recognizing staff performance. All Department work is directed and coordinated by the Public Works Director. This includes determining and administering major departmental policies, planning long-term programs, and developing and implementing the City’s Capital Improvement Program. The Public Works Director prepares and administers the Department budget and capital improvement budget as well as manages and oversees the activities of the environmental services section, including the City’s Climate Action Plan. Other environmental services programs and initiatives that the Public Works Director manages and oversees include integrated waste management, recycling, stormwater, climate protection, and sustainability programs. This position also responds to complex and sensitive community concerns and confers with contractors, developers, and the general public.

The ability to prepare and present to the City Council and other municipal boards and commissions is required along with attendance and participation in professional group meetings. The Public Works Director must stay up to date on new  trends and innovations in the field of public works; monitor changes in law, regulations, and technology that may affect the City or departmental operations; and ensure compliance with legislative, regulatory, and judicial mandates, regulations, and professional standards. Other duties include but are not limited to:

• Conferring with and advising staff on problems related to design, construction, and maintenance of streets, parks and landscaped areas, sewers, and other public works structures.
• Overseeing the maintenance of public works facilities and City equipment.
• Reviewing plans, technical engineering reports, budget estimates, and proposed ordinances and regulations.

THE POSITION

 

The City of Hayward has an opportunity for a Chemist in the Water Pollution Control Facility Division of the Public Works and Utilities Department. Under direction or general supervision, learns and performs a variety of routine to complex chemical, physical, biological, and microbiological analyses, including instrumentation, involved in the testing of the City’s wastewater, drinking water, and recycled water quality; performs a variety of technical tasks relative to conducting and interpreting standard and complex laboratory analyses; collects samples; sets up testing procedures, records data, and analyzes results; assists with field and laboratory investigations to determine and mitigate wastewater and water problems; and performs related duties, as required.

 

Essential Duties

Duties may include, but are not limited to, the following:

Interpret, analyze, and evaluate results of analytical samples related to treatment, quality control of domestic and industrial wastewater, effluent and receiving waters as related to the collection treatment and disposal of various types of wastes.

Supervise the laboratory in the collection of samples and in the performance of laboratory analysis.

Maintain a Quality Assurance and Quality Control Program and maintain the Chemical Hygiene Plan. 

Maintain and repair laboratory equipment.

Maintain and update the Standard Laboratory Operations Procedures Manual.

Provide assistance and input for a variety of personnel actions including selections, promotions, performance evaluations and disciplinary action.

Provide technical assistance on sampling programs and analytical techniques; instructs laboratory staff in performing analyses; trains laboratory and other staff in sample collection.

Ensure the accuracy and quality of all data reported by the laboratory.

Perform related work as necessary.

Minimum Qualifications

Experience: At least three (3) years of experience in the analysis of water, wastewater, solid waste, hazardous waste or other environmental samples.

Education: Equivalent to a baccalaureate degree from an accredited college or university with a major in chemistry, biochemistry, biology, microbiology, environmental, sanitary or public health engineering or a similar science.  Education must have included courses in quantitative and qualitative analysis.  A Master’s degree may be substituted for one (1) year of required experience.

Licenses & Certificates: Possession and Maintenance of a Class C California Driver's License.

The City of Berkeley invites you to apply for the position of Recreation Activity Leader in the Parks, Recreation and Waterfront Department! In this role, you will organize, coordinate and lead a wide variety of indoor and outdoor recreation activities at City parks, playgrounds and recreation centers.

Under general supervision, the Engineering Technician/Construction Inspector position provides a variety of paraprofessional engineering and transportation support; performs a variety of technical and administrative duties relating to the maintenance, plan check, engineering design, development of PS&Es, construction bidding, contract management, construction management, construction quality assurance, inspection, surveying, and ordinance enforcement regarding public infrastructure and private land development under public works review; receives, investigates, and responds to complaints; maintains and updates engineering maps, drawings, records, and files; and performs related duties as required.

Working Conditions

Office and inspection site environment in all types of weather. Work may involve inconsistent work schedules to accommodate construction activities and may include work during weekends, holidays, and overtime as required.

Physical Demands

Work is often performed in an outdoor construction environment with year-round exposure to varying weather conditions. Work is subject to construction site noise and environment including exposure to loud equipment and machinery. Work will include exposure to various conditions encountered in a construction environment, such as steep slopes; various plants and natural environments; moving machinery; marked changes or extremes in temperature/humidity; dust, fumes, smoke, gases, odors, mists, or other irritating particles; excessive noise; slippery or uneven walking surfaces; working below ground and in confined spaces; vibrations; radiation or electrical energy; solvents, greases, oils, or chemicals; flames or burning items. Supervision Received and Exercised

Works under close supervision and follows established procedures; work is reviewed frequently by the Senior Civil Engineer, or designated personnel, for progress and accuracy. Independently applies applicable codes and ordinances to ensure conformance. Control over work methods is general, rather than detailed in nature; makes independent decisions when issuing permit authorizations, approving construction start dates, stopping or rejecting work, or issuing citations for violations. Work assignments, including written reports and communications, are reviewed upon completion but before submission or distribution.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

• Performs field, office, and computer-aided basic engineering studies and activities.
• Prepares plans, specifications, and cost estimates under direction of engineer.
• Conduct construction inspections for Capital Improvement Projects, encroachments in public right of way, public facilities improvements, stormwater facilities, and land development projects.
• Performs measurements, staking, topographical work, leveling and other related land surveying duties.

• Assists in receiving sealed bids, attends bid openings as a public works representative, reviews bids for general completeness and responsiveness, and tabulates bids.
• Maintains engineering and traffic/transportation files, including plans, studies, inspections, surveys, maps and other data related to engineering and transportation projects; updates traffic maps, engineering drawings, standard details, and information recorded in GIS.
• Receives and responds to requests from developers, contractors, private engineers, title companies, real estate brokers, and others for base maps, property line information, encroachment permits, benchmarks, copies of maps, confirming street information and other geographical data.
• Provides excellent customer service; responds to routine citizen inquiries and complaints relating to the Town’s infrastructure, including researching archival information from the Town’s files, seeking input from other departments as necessary, and communicating issues to appropriate supervisory or management staff for feedback or direction.
• Processes encroachment permits to ensure compliance with Town policy, codes, and regulations and fee, insurance, and bond requirements; coordinates and communicates with contractors, residents, other agencies, and other Town staff.
• Uses clearly defined practices and procedures to inspect the methods and materials used in encroachment permit work, construction projects, construction surveys, construction safety precautions, traffic control, and erosion and sediment control.
• Coordinates material testing and analyzes material test results including relative compaction tests, graduation of aggregates, slump tests, and resistant value of soils; Inspects producers of construction materials and its sources.
• Reviews and interprets construction plans, specifications, encroachment permits, and other documents affecting assigned projects; maintains daily diary and field records of construction activities, contractor crew, equipment, materials and quantities.
• Participates in meetings to discuss construction details and resolves issues with contractors, other departments, other agencies, and the public; identifies construction problems, monitors the corrections of project deficiencies, and recommends approval of necessary contract change orders and plan adjustments.
• Conducts compliance review of public’s maintenance responsibilities of sidewalk, curb, gutter, private storm drainage conveyance systems, and creeks; posts liens, required repairs, and construction notices.
• Can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position.
• Assists in the administration of public works contracts including contract costs, materials verification, and compliance with State and Federal regulations.
• Assists in preparing documentation related to obtaining and administering Federal and State grants.

DEFINITION:

Under general direction of Recreation Supervisor and Recreation Program Coordinator, the Community and Recreation Program Specialist will assist in coordinating and implementing various community and recreation programs as well as assist with office duties, facility responsibilities, and perform related work as assigned.

CLASS CHARACTERISTICS

The Community and Recreation Program Specialist is an intermediate level position in the Community and Recreation Services and is responsible for the daily operations in the absence of the Recreation Supervisor and Recreation Program Coordinator. This position is responsible for the implementation of scheduled activities, provide customer service to participants and the public, and ensure strict adherence to standards to maintain program operations while creating a safe and secure environment. This position is distinguished from the Recreation Program Coordinator in that the latter is responsible for creating the recreation programs, while the Recreation Program Specialist is responsible for the implementation of the day-to-day operations of the recreation programs.

EXAMPLES OF DUTIES (illustrative only):

• Guide and motivate seasonal staff and volunteers to implement programs and activities and meet daily program needs.
• Assists with planning, scheduling, and implementing programs, trips, and activities at a multi-use recreational community center as well as offsite, while working with members and the public as well as special projects as needed.
• Ensures all applicable safety and security standards, City and department policies, procedures, and standards of conduct are known to the customers and participants of the facility and they are adhered to.
• Acts as a liaison with the City staff and departments, contractors, members and general public during programs or events and advises of potential problems.
• Accepts, processes, and distributes equipment and materials, including food and basic needs donations.
• Maintains strong customer relations between customers and public consistently.
• Ensures facilities and equipment are clean, safe and in good working condition.
• Assists in ensuring the program is running effectively.
• Interacts with program participants and volunteers to stimulate interest and participation in recreation programs, services, and activities.
• Issues and collects recreation equipment and ensures the proper use of City facilities, supplies and equipment.
• Responsible for the opening and securing of centers and facilities, including alarm systems, at the beginning and end of each business day in accordance with the established policies and procedures.
• Performs fire and life safety procedures and ensure safety for all customers and participants.
• Assists with and coordinates the set-up, take-down and cleanliness of the facility spaces, including Set-up furniture and equipment based on schematic diagrams or plans.
• Responds to customer requests and solves problems at the appropriate level and escalates the issue when needed.
• Serves as the primary contact for Community and Recreation Services Department when full-time staff are not on duty.
• Maintains accounting records for program activities.
• Participate as a member or contributor to the City’s Safety Committee group and program.
• Performs basic clerical duties and record keeping.
