ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. In this exciting opportunity the Environmental Programs Manager (EPM) will be at the forefront of shaping and implementing environmental initiatives that have a lasting impact on our community.  The EPM will work under the supervision of the Public Works Director and will oversee a comprehensive environmental protection program and ensure compliance in the areas of solid waste, waste reduction, recycling, green waste, municipal stormwater system, and energy and natural resources conservation. The Environmental Programs Manager is poised to make significant contributions to a variety of environmental programs that require management, coordination, and compliance. For example, the EPM will work closely with Gilroy’s current waste collection contractor to implement the various community programs related to recycling, composting, and other waste reduction which requires significant community outreach and education.  

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

The Unit has the responsibility for administering the Airport's network & telecom infrastructure, outside plant infrastructure, data centers, application services, Helpdesk, desktop support, website services, business process improvement initiatives, and the project management office (PMO). Along with these services, the Airport Technology Services Department team also provides services to the airlines, City staff, and tenants.

The SAP I will provide applications systems solutions and support for users at SJC and will be responsible for:
• Providing programming / technical level support for the Airport's intranet, built on SharePoint Online (SPO).
• Providing technical level support to implement BPA (Business Process Automation) tools on SPO. This includes providing SimpliGov, WorkFlow, Power Automate, MS Teams, and other similar No-Code / Low-Code technology solutions.
• Implementing and deploying new applications releases - such as Bentley Projectwise Document Management System and Airport ERP (i.e. Propworks). These are systems that have been purchased by the Airport and currently run on-premise. Airport IT provides platform support and Level 1 applications support for these systems. On-going systems enhancements and level 2 support (and beyond) are provided by the application vendors.
• Maintaining and enhancing Airport applications using tools including SQL server, Microsoft Visual Studio, and similar applications development tools.
• Development, deployment, and support of Airport specific tools and applications tools as appropriate to improve Airport business processes and procedures.

In addition to the citywide SAP skills requirements, the following technical skills will be essential:

This is the first level in the Systems Applications Programmer Series and incumbents are expected to be able to perform all normal programming functions related to standard jobs not involving unusual applications. Incumbents receive routine analytic assignments as well as straightforward programming work.

Salary range for this classification is: $81,790.80 - $99,437.52

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).
 

The City of Sunnyvale is recruiting for one Environmental Engineering Coordinator - Solid Waste position for the Environmental Services Department. The department provides comprehensive and innovative utility services for Sunnyvale's residents and businesses and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team. 

For the Solid Waste Division, we are seeking a highly motivated, organized, and creative individual with strong quantitative and analytical skills, impeccable written and verbal communication skills, and a solid understanding of environmental science and policies to manage Sunnyvale’s closed landfill.

This position works with environmental consultants and contractors, a diverse team of City’s Wastewater Treatment Plant operations and maintenance staff, and regulators including the Water Board, CalRecycle and the Air District to ensure closed landfills and compliance with solid waste, air and water quality regulations.

We are looking for an ideal candidate who can ensures compliance with applicable Permit requirements; reviews, analyzes, and interprets operational and monitoring data; and prepares technical memoranda and reports; has experience with designing, implementing, and maintaining solutions related to various aspects of postclosure maintenance of the landfill and performs related work as required.

Candidate’s experience in reviewing plans and specifications of public and private projects proposed on or near the landfill for potential impacts, informing developers/designers of impacts of landfill-related regulations and proposes necessary changes to projects is highly desirable.

The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City's Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $24.2 million operating budget and 134 budgeted full-time equivalent (FTE) positions. Reporting directly to the City's Chief Procurement Officer, the Program Manager will work both independently and collaboratively, and will exhibit cross-functional expertise in procurement, contracting and information technology. The Program Manager will have five (5) direct reports (Senior Analysts) and five (5) indirect reports (4 Analysts and 1 Buyer) and will provide leadership, development, and mentorship for the reports. The essential job duties of this Program Manager position include:

• Plan, direct, and manage multiple procurement and contracting services for City departments.
• Lead all major Information Technology (IT) procurements.
• Work closely with the IT Department and City Departments on purchasing, contracting, and ongoing vendor management for all enterprise systems, including Human Resource Information Systems (HRIS), payroll, online permitting, Customer Relationship Management (CRM) systems, mobile data computers for the Police Department, and all network upgrades.
• Analyze, negotiate, and maintain the City's IT software licensing agreements.
• Provide guidance and assistance to City staff with developing scope of work and specifications for IT procurements.
• Evaluate procurement requests by City staff and advice on the appropriate procurement vehicles.
• Oversee preparation and issuance of documentation required for competitive solicitations including but not limited to Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Qualifications (RFQs).
• Negotiate, prepare, and write complex contracts; negotiate and review contract amendments and change orders.
• Provide leadership, direction, and assistance to City departments on procurement and contract negotiation activities.
• Write and present action memoranda to the City Council and City Council Committees.
• Provide procurement-related training to City staff.
• Represent the Finance Department on cross department projects and meetings.
