THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. This is an exciting growth opportunity, as they will manage a significant and growing team, drive positive culture, champion important initiatives for workplace wellness, and assess technology needs across the Department. The Manager will oversee employee onboarding activities and champion workforce policies and procedures and continuously foster a culture of creativity and constant improvement. COMPENSATION AND BENEFITS:

About the Position:  Midpen's Board approved the addition of two new Planner III positions to the Planning Department. The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; and conceptual site design to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; directing the feasibility and conceptual design phase of capital improvement projects such as trails, staging areas and staff facilities; developing recommendations for land use policies; preparing long-range master plans to guide the use and management of Midpen lands; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends.

The ideal candidate is a self-starter who works independently with some supervision; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  Planner III project presentations may be held in the evenings and weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. DISTINGUISHING CHARACTERISTICS:
 
This is an unrepresented mid-management classification that oversees, directs, and participates in the day-to-day operations of an assigned Human Resources division, including planning, and budgeting, coordinating with other divisions and departments, and managing and accomplishing the complex and varied functions of the department. The position is distinguished from the Senior Human Resources Analyst, which is an advanced journey-level classification that performs a wide variety of professional level duties independently but does not have full division management responsibility.  The classification is distinguished from the Deputy Director of Human Resources, which is a single management-level classification that provides oversight of the entire Human Resources program and assists the Director of Human Resources in overall Human Resources management and policy development.

Essential Duties:

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The Position

The City of Fremont currently has a vacancy for the position of Park Maintenance Worker I. The Park Maintenance Worker I performs routine maintenance and repair work in the care of parks, recreation areas and equipment. The selected candidate will be part of a work crew assigned to a daily work detail.

The Position

• Conducts job analysis for assigned positions, including identifying job content, analyzing position description questionnaires and writing job descriptions.
• Coordinates and implements recruitment processes for District departments; confers with department managers and supervisors to determine recruiting needs.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.

Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.
