The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. ORS has a total of about 43 positions spread among five different work groups within the department: Investments, Benefits, Accounting, Information Technology, and Administration. ORS utilizes the City's Financial Management System for all general ledger activities. In addition, ORS has its own pension administration system called Pension Gold that holds all pension/contribution information for active members and retirees and is used in almost all of the functions for the Benefits Group staff.

The actual salary shall be determined by the final candidate's qualifications and experience. The annual salary range for this position is: $108,959.76- $132,765.36

This pay range includes the five percent (5%) ongoing non-pensionable compensation pay.

Retirement Services is seeking qualified candidates for a Senior Analyst position in the Benefits Division. The position will be responsible for the administration of retirement benefits for active and retired members of two retirement plans and ten retirement tiers.

Successful candidates will have strong interpersonal and analytical skills and a keen interest in providing quality services for our members. Reporting to the Benefits Division Manager, the position is responsible for the following key duties:

• Lead and supervise a team of up to five staff.
• Review and approve Analyst calculations, adjustments & entries of various retirement benefits in the Pension Administration System.
• Oversee staff activities including eligibility and amounts of pension benefits, death processing, service credit calculations, divorce and other legal issues, reciprocity, and disability retirement administration.
• Provide individual retirement counseling for executive staff.
• Address escalated issues from customers including retirees, employees, Human Resources, Payroll, Office of Employee Relations, and reciprocal agencies.
• Lead staff in researching and gathering data to resolve routine and complex issues such as eligibility and amounts of pension benefits, health enrollment issues, service credit calculations, and how to address regular occurrences of unique circumstances and issues.
• Provide lead analytical support to the Division Manager for projects requiring complex analysis and communications.
• Present at informational sessions with employees, retirees, retiree associations and other stakeholder groups.

The City of San José is recruiting for a Finance Applications Associate IT Manager (Enterprise Principal Technology Analyst) in the Information Technology Department. This position is responsible for the management and support of the City's enterprise Finance Management System, Revenue Management/Collection System, and Finance Reporting System. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. The Finance Applications Associate IT Manager is also responsible for resource and performance management of the Finance Applications IT Team.

The Human Resources Department is seeking well qualified candidates for the position of HRIM /Workday Application Support Analyst II. We are seeking highly skilled and motivated individuals to join our Human Resources Information Management /Workday team.

THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. JOB SUMMARY: The San Mateo County Transit District is seeking a highly technical IT Operations Supervisor to join our team. Under the supervision of the IT Operations Manager, the Supervisor will coordinate the efficient and effective operations of the Help Desk team for the District, including work direction and supervision of Help Desk staff and coordination with other District information technology staff. This position is responsible for planning, assigning, and directing work; documenting and gaining approval for all help desk support procedures and system documentation; and assisting team members in answering calls, addressing service or escalation issues, and applying independent decision making to resolve problems or escalate problems to management. The IT Operations Supervisor develops regular reports on help desk contacts, ensures that service levels are met, identifies trends and makes recommendations for service improvements, and provides budgetary recommendations to management for service growth and/or improvement.

IT Operations Supervisor will work closely with various users in San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) and other departments and is responsible for managing all procedures related to the identification, prioritization, and resolution of end user help requests, including the monitoring, tracking, and coordination of Help Desk functions. The role will also contribute to problem resolution by giving in-person, hands-on support to end users at the desktop level.

EXAMPLES OF ESSENTIAL FUNCTIONS:
• Supervise help desk support staff’s daily activities ensuring timely and professional delivery of technical support for calls on computers, core software products, and related hardware peripherals.
• Plan, organize, and direct the work of help desk support staff, including Help Desk Specialists; schedule shift coverage; evaluate and document performance and recommend disciplinary action when necessary; and review staff work for accuracy and timely completion of assigned duties.

While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.

SUPERVISORY RELATIONSHIP: 
 
General direction is provided by the Deputy Director of Human Resources. Provides direct supervision of professional, technical, and administrative staff assigned to the Human Resources Department.
 

DISTINGUISHING CHARACTERISTICS:
 
This is an unrepresented mid-management classification that oversees, directs, and participates in the day-to-day operations of an assigned Human Resources division, including planning, and budgeting, coordinating with other divisions and departments, and managing and accomplishing the complex and varied functions of the department. The position is distinguished from the Senior Human Resources Analyst, which is an advanced journey-level classification that performs a wide variety of professional level duties independently but does not have full division management responsibility.  The classification is distinguished from the Deputy Director of Human Resources, which is a single management-level classification that provides oversight of the entire Human Resources program and assists the Director of Human Resources in overall Human Resources management and policy development.

Essential Duties:

• Duties may include, but are not limited to the following:
• Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the assigned program area. 
• Selects, trains, and provides for the professional development of department staff; plans, organizes, administers, and evaluates the work of department staff; evaluates and monitors workflow and distribution of work; authorizes discipline as required.
• Interprets and applies City rules, policies and procedures, Memoranda of Understanding, and local, state, and federal laws; provides policy guidance and interpretation to staff.

Minimum Qualifications:

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible Human Resources management experience including assignments in the areas of recruitment, selection, classification, training, compensation, employee and labor relations, worker's compensation and safety administration, and employee benefits or other pertinent job-related areas, including two (2) years of supervisory or lead experience.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in human resources, business, or public administration or closely related field.

MTC’s Technology Services Section (TSS) is a mature IT organization serving approximately 400 customers. The diverse and inclusive section employs a team of dedicated professionals that exhibit outstanding emotional intelligence and outstanding customer service traits. The team provides support to building technology in the 500,000 square foot Bay Area Metro Center. TSS also operates a shared services organization that serves two additional government agencies for a total of approximately 1,000 customers.
