DISTINGUISHING CHARACTERISTICS:

The Property and Evidence Technician is a journey level classification where incumbents are assigned the full range of duties and receive general supervision with instruction or assistance provided as new or unusual situations arise. Duties in this classification require incumbents to work shifts, weekends, and holidays.  This classification is distinguished from other classifications by the specialized nature of the functions performed.  It is further distinguished from the Property/Evidence and Crime Scene Administrator which is a section head management level classification responsible for the overall daily operations of the Property/Evidence and Crime Scene Investigation functions.
 

 

 

 

Essential Duties

What you will do: 

Depending on assignment, duties may include but are not limited to the following:  

1. Receive, record, store all items of property or evidence.

2. Maintain chain of custody records for property items.

3. Maintain suspense file of stored property, send notices to owners of unclaimed property.

4. Correspond with property owners, or persons recovering property.

5. Coordinate the destruction of evidence with local agencies and purge items not to be returned to owners.

6. Coordinate the auction of unclaimed property.

7. Answer questions either verbally or in writing from the public regarding the disposition of property.

8. Maintain records of controlled items (i.e. narcotics, firearms).

9. Ensure the security of property and stored items.

10. Access information using automated terminals to determine court dispositions or activity status.

11. Maintain records of court dispositions and charge sheets.

12. Testify in court concerning evidential property.

13. Deliver and pick up evidence to and from crime lab and coroner's office.

14. Train departmental personnel in procedures related to property and evidence handling.

15. Order and maintain necessary forms and supplies for the department.

16. Work nights, weekends holidays when required and serve in on-call status.

17. Performs related work as necessary.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of storing and maintaining an inventory of materials in a highly controlled environment similar to the property and evidence materials maintained in a police department. Familiarity with a law enforcement or criminal justice environment is desirable.

Education: Equivalent to the completion of twelfth grade. Supplemental related training and coursework such as Evidence and Property Function Management is highly desirable. 

Licenses and Certificates: Possession and maintenance of a valid California Class C driver's license. Possession of or ability to obtain an International Association for Property and Evidence (IAPE) training certification within the probationary period.

6. Background  

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting, employment history, medical examination, polygraph, confirmation of educational credentials, degrees, and licenses (including driver's license). Some positions, depending on the nature of the work, also require a credit check.

During the background process, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the position. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with City of Hayward.

DESCRIPTION/RESPONSIBILITIES:

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. The Department is committed to treating all of San Jose's diverse community members with dignity, fairness, and respect, while protecting their rights and providing equal protection under the law.The San Jose Police Department is seeking a Division Manager for the Operations Support Services Division (OSSD) of the department. OSSD is comprised of approximately 89 employees, with a budget of approximately $9.4 million dollars. The OSSD Division Manager is an essential position within the Police Department and reports directly to the Captain of Bureau of Administration (BOA).

BOA and the OSSD operate and maintain critical systems in support of public safety on a 24/7 basis. The primary purpose of OSSD is to manage and maintain local, state and federal databases in order to assist in the identification, apprehension and prosecution of criminal offenders and to ensure officer and public safety. The Division is divided into five units, which include: Vehicle Records Unit, Report Processing Unit, Warrants Unit, Services & Communications Unit, and Fingerprints.

     * The Vehicle Records Unit processes all reports and calls related to stolen, recovered, impounded, private property towed, and repossessed vehicles. The Unit enters and updates data in all local, state, and national databases. Duties include coordinating with investigative units on the release of vehicles held for investigation or as evidence of crime.

     * The Report Processing Unit processes all incoming reports and provides a variety of services to the public, officers, and other government and law enforcement agencies.

     * The Warrants Unit processes all warrants. Duties include 24/7 "hit confirmation" for officers and other agencies checking the status of warrants, sending warrant abstracts to arresting agencies, managing "due diligence" documentation, purging expired warrants, updating local, state, and national databases, and providing services to members of the public who "self-surrender". This Unit is also responsible for processing traffic citations.

     * The Services & Communications Unit provides a variety of services to officers, other agencies and the members of the public. Services include data retrieval, requests for copies of reports, background requests and Clearance Letters for Visa & Immigration purposes. The Unit also processes subpoenas for records and Public Records requests. Duties include entries and updates of firearms and property in all local, state and national databases.

     * The Fingerprint Unit processes all "non-custodial" bookings and registrants. This Unit is also responsible for managing local, state, and national databases for all criminal citations.

This position will oversee OSSD and related issues in support of the Police Department's mission. The OSSD Division Manager will work closely with the Communications and Systems Development Division Managers and must possess strong leadership, decision-making, and collaborative skills. The Division Manager will take a critical role in developing a cohesive work environment and change management for the future.

The Division Manager will set division policy related to OSSD protocol and will ensure workforce productivity through effective interpersonal skills and adherence to instituted procedures. The Division Manager will supervise shift managers, assign and prioritize staff work, evaluate the performance of mid-level managers, act as the Custodian of Record for most records retained in the department, coordinate the release of Public Records Acts requests, and monitor the evaluation process for all of the Division employees.

The Division Manager will be responsible for preparing, administering and managing the Division budget. This will include drafting purchasing documents and maintenance of contracts. This will be accomplished by negotiating contracts, scheduling vendors and requesting services. The Division Manager will be responsible for holding contractors accountable in an expeditious and efficient manner. Additionally, the Division manager will be responsible for authorizing expenditures in compliance with City protocols and that the division budget is kept within the appropriate authorizations.

The Division Manager will oversee the management of all aspects of policy related to the Division's operation. This includes management of the Division's access to local, regional, state and nationwide databases such as the Records Management System (RMS), California Law Enforcement Telecommunications (CLETS), Sheriff's Law Enforcement Telecommunications (SLETS), National Crime Information Center (NCIC) and Criminal Justice Information Control (CJIC) systems.

The Division Manager will prepare and present Department reports for Senior Management and City Council. This will include preparing Annual Performance Plans and Quarterly Program Management Reports that encompass measures, accomplishments and needs of the Division.

The salary range for this classification is $131,187 to $207,658 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The essential functions of this position are as follows:

- A history of effectively managing staff and working in an environment in which senior department managers regularly balance competing expectations from groups with diverse points of views and interests.

-Skill in creating new approaches to a variety of unprecedented and problematic situations.

-Ability to manage a complex operation, communicate well with an experienced staff, including the oversight of a police support services operation for both day-to-day operations as well as future development.

-The division operates 24 hours a day, 365 days of the year including holidays. As such, the Division Manager must be available via telephone at all times. This position will require the employee to work 5 days a week and may be scheduled to work evenings, nights and/or weekends.

This classification is part of Executive Management (MGT).

This is a journey-level class in the Police Records Specialist classification series responsible for maintaining information in specialized departmental databases, preparing and assembling reports, processing payments, and preparing and processing subpoenas, requests for information, and other documents. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record.

• Must be willing to work evening, night, weekend and holiday shifts.

EXAM PROCESS

The exam process will include, but is not limited to:

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. The position works within a team that includes volunteers, health promoters, nurses, social workers and mental health workers. The position facilitates community awareness and partnerships, with individuals and agencies, to promote an age-friendly environment.

The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. ORS has a total of about 43 positions spread among five different work groups within the department: Investments, Benefits, Accounting, Information Technology, and Administration. ORS utilizes the City's Financial Management System for all general ledger activities. In addition, ORS has its own pension administration system called Pension Gold that holds all pension/contribution information for active members and retirees and is used in almost all of the functions for the Benefits Group staff.

The actual salary shall be determined by the final candidate's qualifications and experience. The annual salary range for this position is: $108,959.76- $132,765.36

This pay range includes the five percent (5%) ongoing non-pensionable compensation pay.

Retirement Services is seeking qualified candidates for a Senior Analyst position in the Benefits Division. The position will be responsible for the administration of retirement benefits for active and retired members of two retirement plans and ten retirement tiers.

Successful candidates will have strong interpersonal and analytical skills and a keen interest in providing quality services for our members. Reporting to the Benefits Division Manager, the position is responsible for the following key duties:

• Lead and supervise a team of up to five staff.
• Review and approve Analyst calculations, adjustments & entries of various retirement benefits in the Pension Administration System.
• Oversee staff activities including eligibility and amounts of pension benefits, death processing, service credit calculations, divorce and other legal issues, reciprocity, and disability retirement administration.
• Provide individual retirement counseling for executive staff.
• Address escalated issues from customers including retirees, employees, Human Resources, Payroll, Office of Employee Relations, and reciprocal agencies.
• Lead staff in researching and gathering data to resolve routine and complex issues such as eligibility and amounts of pension benefits, health enrollment issues, service credit calculations, and how to address regular occurrences of unique circumstances and issues.
• Provide lead analytical support to the Division Manager for projects requiring complex analysis and communications.
• Present at informational sessions with employees, retirees, retiree associations and other stakeholder groups.
• Process retirement applications and other pension duties as needed during peak workload periods or due to vacancies.
• Other related duties as assigned.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security.

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.
