We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. The Building Official will assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department; managing, planning, and organizing Community Development services, programs, and operations; developing and implementing policy; crafting and accomplishing department and City objectives, goals, and performance metrics within guidelines established by the City Council and City Manager. The Building Official must exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the community.

The City is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. There is also significant interest in downtown revitalization. Some key initiatives on the horizon for the Building Official include:

• Implementation of the Thousand Oaks Boulevard Specific Plan, which is a top-priority downtown revitalization project that includes mixed-use development and focuses on an attractive, dynamic, and pedestrian-oriented environment
• Participate in developing and implementing a comprehensive land management system
• Leading staff to be innovative, collaborative, develop expertise, excel in community outreach, promote continuous improvement, and continue moving forward in an enthusiastic and professional manner

Summer Day Camps

Looking for individuals who are passionate about making a difference and having fun outdoors! If entering your senior year of high school, are in college or beyond, this could be a perfect fit. Our five all-day summer camps run from June 17 to August 16, with staff training beginning June 10. Serving children ages 4-12 at multiple locations, these positions serve as role models to youth campers throughout the Conejo Valley, leading arts and crafts, recreation games, swimming, hiking and more!

Qualifications Summary

Camp Directors- 30 college units completed preferred, with at least 1,500 hours of related experience
Senior Camp Counselor- 15 college units completed preferred, 500 hours of related experience preferred
Recreation Leader- 15 college units completed preferred, 500 hours of related experience preferred
Camp Counselors- High School Diploma (or GED), 250 hours of related experience preferred
Recreation Aide- Must be at least 16 years of age and provide a work permit, if applicable

The City of Thousand Oaks is seeking a dedicated and ambitious Human Resources Intern to join our team for a 3- or 6-month internship!  This is a great opportunity for someone interested in pursuing a career in Human Resources and eager to gain hands-on experience in a public sector environment. The internship will be approximately 15-20 hours per week and includes flexible scheduling options to balance other commitments, such as school. 

Primary Responsibilities 

The HR Intern will provide support to the HR department and assist with the following: 

• Recruitment – posting job openings, screening applications, and coordinating and preparing materials for interviews 

• New Hire Onboarding and Orientation – sending offer letters and onboarding packets, collecting information for enrollment, drafting communications 

• Document Management – maintaining employee records, updating databases and files, and entering data 

• Digital Transformation – the conversion of physical records and forms to electronic format 

• HR Analysis – conducting research and analysis on HR-related topics, creating reports and summarizing findings

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.
