We are seeking a Senior Information Systems Analyst to join Valley Water’s Information Technologies team. The Sr. Information Systems Analyst is responsible for advanced networking and server virtualization in both our Corporate and Scada (Industrial) networks. They are expected to have advanced analytical/problem solving skills, perform highly complex configurations, extensive experience in advanced networking/server deployments, IT SCADA (Supervisory Control and Data Acquisition), Cybersecurity experience, SaaS deployments, and PaaS deployments. They should also have extensive experience with maintain highly complex environments in a variety of infrastructures.
 
Key Responsibilities include, but are not limited to:

• Test, implement, and maintain highly complex configurations/gear for core network switches, routers, firewalls, PaaS, and monitoring devices.
• Test, implement, and maintain highly complex configurations/gear for virtualized, physical servers, and SaaS environments.
• Perform Monitoring of advanced Networking and Server based devices, evaluate IT/OT SCADA (Supervisory Control and Data Acquisition), cybersecurity concerns, perform critical vulnerability patching, maintaining our systems to avoid impacting operational uptime, and perform security upgrades.
• Perform research into new highly complex technologies to increase the organization’s efficiency and effectiveness including POCs of these technologies.
• Act as project manager and technical lead for in the design, development, and maintenance of the most complex Valley Water applications.
• Confer with end user and define application requirements; recommend and develop solutions; conduct cost/benefit analyses; prepare justification for new or enhanced modifications; ensure that recommendations comply with Valley Water standards and conventions; Research and evaluate systems for technical fit and fit for purpose and fit for use for the business.
• Develop written technical documentation, internal operating procedures, and user manuals and instructions; develop instructional materials and conduct training programs on new or enhanced applications; update technical and training manuals as required.
• Serve as a technical resource lead for maintaining, enhancing, and upgrading the department’s current and long-term computer system operations.

Ideal Experience:

• Six (6) years of increasingly responsibility of enterprise grade networks, virtualized server infrastructure, Cybersecurity, IT/OT SCADA (Supervisory Control and Data Acquisition), PaaS, or SaaS software applications programming and analysis experience
• Expertise in supporting networking and server virtualization solutions. 
• Expertise in system configurations and maintaining complex infrastructure across corporate and industrial networks adept at handling SAAS and PAAS deployments. Versed in IT/OT SCADA (Supervisory Control and Data Acquisition) and Cybersecurity.
• Proficient in configuring and maintaining core network switches, routers, firewalls, PaaS, and monitoring devices.
• Extensive experience with virtualized and physical server configurations, including SaaS and PAAS environments.
• Strong knowledge of cybersecurity and IT/OT SCADA (Supervisory Control and Data Acquisition) principles, with a track record of monitoring and patching vulnerabilities to ensure system integrity.
• Demonstrated ability to research and evaluate new technologies, including conducting proof-of-concept projects to enhance organizational efficiency.
• Proven project management skills, with experience leading the design, development, and maintenance of complex applications.

This position is responsible for the management and support of the City's enterprise Finance Management System, Revenue Management/Collection System, and Finance Reporting System. This position combines managerial and leadership responsibilities along with hands-on technical expertise to deliver day-to-day system operations. Key job duties are service level management, including service level agreements (SLAs) and Incident Management, as well as delivery of smaller projects and system enhancements. The Finance Applications Associate IT Manager is also responsible for resource and performance management of the Finance Applications IT Team.

About Administrative Services:

The Administrative Services Department provides logistical and resource support to all County departments. We are the primary provider of Custodial Services, Fleet Services, Capital Improvement Planning and Acquisition and Facilities Maintenance. We provide purchasing guidance and serve as Purchasing Agent for County procurement needs as well as assist vendors interested in doing business with the County.

Examples of Duties:

• Participate in and supervise the design, implementation, integration and/or installation required for the project assigned; schedule the project timeline in logical steps and budget the appropriate amount of time required to meet deadlines.

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Housing Department has an operating budget of approximately $19 million and 110 employees. The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. The position will oversee activities and programs within the Affordable Housing Production Division. The Development Officer reports to a Senior Development Officer. The Development Officer will be responsible for reviewing the structure of multi-family financing proposals for new construction and preservation of affordable housing. The ideal candidate for this position will be comfortable working in a diverse environment and have extensive experience at a management level in banking, lending or real estate development with a strong underwriting, loan servicing and regulatory compliance background.
