The City of Redwood City invites applications for Tree Maintenance Worker I/II. 

THE POSITION

The current opening is in the Street Tree Maintenance section of the Public Works Services department and provides an excellent opportunity for growth in the field of Right-of-Way maintenance.  The Tree Maintenance Worker I/II is expected to perform a variety of semi-skilled work involving trimming, removal, installation and general maintenance of trees.

A few typical responsibilities include, but are not limited to:

• Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights and as necessary to insure continued health of the plant.
• Climb trees or operate aerial lift truck.
• Remove fallen trees, dead limbs and other debris resulting from storm damage and general condition.
• Remove and grind stumps.
• Clean and maintain climbing and trimming equipment
• Plant, stake and spray trees.
• Operate chipper and drive trucks.
• Perform related duties and responsibilities as required.

DEFINITION: Under general supervision, performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

SUPERVISION EXERCISED AND RECEIVED 

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a responsible, innovative leader and skilled clinician for the position of Supervising Mental Health Clinician - East Palo Alto Services. This Supervising Mental Health Clinician will supervise and coordinate the work of mental health professionals and interns in the East Palo Alto and East Menlo Park geographic area in San Mateo County. This position works closely with community members and community providers to develop and sustain programming that is culturally and community responsive.

This position will participate in program administration, planning and evaluation. The Supervising Mental Health Clinician supervises and guides the clinical team who provides services to seriously emotionally disturbed youth and their families, and seriously mentally ill adults. Services provided include: medication assessment and management; individual, group and family therapy; psychological assessment; case management; rehabilitation services; and crisis intervention.

The current vacancy is in the East Palo Alto Community Counseling Center, located in East Palo Alto but will travel throughout San Mateo County for client visits, trainings and meetings.

The East Palo Alto Community Counseling Center offers a unique setting to provide services to a diverse population in a community-oriented clinic.

This position supervises a multidisciplinary team that provides clinical outpatient services to adults and children and their families. The team may include psychiatrists, psychologists, psychiatric nurses and social workers and marriage and family therapists. The clinical teams also include master and doctoral level interns and psychiatric residents. In providing clinical services team members also relate to peer counselors and parent partners.

The ideal candidate will possess:

• Knowledge of system of care principles and general services.
• Knowledge of program management techniques and practices.
• Demonstrated expertise and skill in clinical work with adults with serious mental illnesses and youth with serious emotional disturbances; and clients with co-occurring disorders.
• Experience working with clients of diverse cultures and backgrounds and with underserved and/or isolated communities.
• Knowledge of evidence-based clinical practice modalities, e.g. Trauma Informed Cognitive Behavior Therapy, Motivational Interviewing and Solution Focused Brief Treatment.

Behavioral Health and Recovery Services (BHRS), provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, families, adults and older adults. We provide behavioral health in diverse settings including community outpatient clinics, corrections, field-based settings such as homeless encampments and shelters, and through a network of community agencies and independent providers who offer outpatient services, residential treatment, rehabilitation and other services for adults. BHRS Adult and Older Adult Services serves residents of San Mateo County age 18 years and older with severe functional impairments due to a serious mental illness and a/or multiple co-occurring, substance, medical and/or developmental disorder. Behavioral Health and Recovery Services (BHRS), provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, families, adults and older adults. We provide behavioral health in diverse settings including community outpatient clinics, field-based settings such as homeless encampments and shelters, and through a network of community agencies and independent providers who offer outpatient services, residential treatment, rehabilitation and other services for adults. BHRS Adult and Older Adult Services serves residents of San Mateo County age 18 years and older with severe functional impairments due to a serious mental illness and/or multiple co-occurring substance use, medical, and/or developmental disorders. The Adult Psychiatric Social Worker/Marriage Family Therapists are integral members of a multidisciplinary team, providing a broad range of psychosocial interventions with the goal of improving the quality of life of the client.

The ideal candidates will possess:

• Skills in assessment, diagnostic, and evaluation techniques.
• Demonstrated knowledge of trauma-informed care principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities (e.g. evidence-based practices).
• Experience providing treatment for adults with serious mental illness.
• Experience delivering services to adult consumers who have co-occurring mental health and substance use disorders.
• Experience delivering services in diverse populations for adults and older adults. In a variety of settings (e.g. outpatient clinics, homeless encampments, shelters and correctional settings).
• Comprehensive and timely documentation skills (e.g. progress notes, assessments, client care plans, etc.).
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public.
• Extensive knowledge of available community resources within the County of San Mateo and its neighboring counties.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN, Epic).

Example of Duties

Duties may include, but are not limited to, the following:

• Perform initial diagnostic evaluation noting behavioral symptoms which may indicate a psychiatric or co-occurring disorder and interpersonal or family dysfunction.
• Perform risk assessments.
• Determine and develop appropriate treatment plans for all clients in the caseload.
• Provide individual, group and family therapy, care coordination, case management, rehabilitation, and crisis intervention as appropriate.
• Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Conduct home visits and/or field-based services. Crisis Intervention. Make client referrals and plan discharge procedures.
• Assess progress of clients on a selected basis and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients.
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and of patient progress.
• Supervise doctoral interns, masters level student interns and trainees.
• Provide outreach, engagement and refer clients to appropriate mental health program service resources.
• Collect and evaluate psychiatric information such as case histories, behavior patterns and family relationships.
• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
• Work as a psychiatric team member with other treatment disciplines.
• Utilize Trauma Informed Care and other Evidence-based practices.
• Provide consultation and education services. Ability to participate in an on-call rotation and responding to after-hours calls for Crisis and Outreach and HEAL. Perform related duties as assigned.

Role description

Under direction, the 2595 Senior EAP Counselor provides direction and supervision to counselors providing organizational wellness services and engaged in direct client counseling; provides clinical assessments, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems; conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Participates in the selection of, trains and evaluates a team of journey level counselors.
2. Provides clinical assessment, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling to family members and significant others as appropriate.
3. Educates employees, managers, supervisors, and union personnel regarding employee assistance program service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program; directs the development of programs, resources, and EAP initiatives.
4. Provides consultation to managers, supervisors, union personnel, human resources professionals, clinical specialists, and family members regarding specific issues of individual employees in conformance with program and confidentiality policies; recommends specific methods or techniques for resolving performance problems, including appropriate managerial and supervisory interventions.
5. Directs development of, creates, and facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.

The County of San Mateo Behavioral Health and Recovery Services (BHRS) seeks a Board eligible or Board certified Adult Psychiatrist to join the North County Behavioral Health Center in Daly City, California, to work with adult BHRS clients with severe mental illness and substance use disorders. This is a full-time position.

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.
