The County of Yuba is currently recruiting for the position of a Limited Term Project Manager in the Administrative Services Department, with a focus on the scheduled Library Renovation. This limited term appointment is set to end in June 2025. 

The incumbent will plan, direct and coordinate activities concerned with the implementation or administration of a project; participate in the conceptual development of a project and oversee its organization, scheduling, budgeting, and implementation; coordinate project activities or functions with other County staff, associated agencies, and contractors as appropriate; may direct, review and evaluate the work of assigned staff. This is a broad classification managing mid- to large-scale projects that are largely of an analytical, programmatic and/or financial nature.  

This is the management level in the project management series. 

About Administrative Services:

The Administrative Services Department provides logistical and resource support to all County departments. We are the primary provider of Custodial Services, Fleet Services, Capital Improvement Planning and Acquisition and Facilities Maintenance. We provide purchasing guidance and serve as Purchasing Agent for County procurement needs as well as assist vendors interested in doing business with the County.

Examples of Duties:

• Participate in and supervise the design, implementation, integration and/or installation required for the project assigned; schedule the project timeline in logical steps and budget the appropriate amount of time required to meet deadlines.
• Coordinate, conduct and review a variety of complex analytical and support activities, including policy and procedure development and implementation; assist in the development and implementation of project goals, objectives, procedures and work standards.
• Prepare and submit budget estimates, progress reports or cost tracking reports.
• Confer with other County staff, the Purchasing Agent, associated agencies and contractors to discuss and resolve matters such as work procedures, complaints, or construction problems.
• Work with the Purchasing Agent to manage the consultant and contractor selection RFQ/RFP/IFB process and participate as a member of the consultant selection committee; manage resulting contracts; monitor projects, and documents related steps and procedures to ensure compliance with contract provisions.
• Prepare contracts and negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.  

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Housing Department has an operating budget of approximately $19 million and 110 employees. The Housing Department is committed to creating and supporting a diverse work environment with a staff that values inclusion.

The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. The position will oversee activities and programs within the Affordable Housing Production Division. The Development Officer reports to a Senior Development Officer. The Development Officer will be responsible for reviewing the structure of multi-family financing proposals for new construction and preservation of affordable housing. Tasks will include, but not be limited to: working with affordable housing developers and community groups to proactively manage affordable housing projects from the earliest stages through completion; underwriting loans for the production, rehabilitation and preservation of affordable rental housing with tax credit and/or tax-exempt bond financing, with a focus on determining feasibility and effect on the City's repayments, risks and policy objectives; reviewing financial statements and proformas for feasibility; managing support staff.

The ideal candidate for this position will be comfortable working in a diverse environment and have extensive experience at a management level in banking, lending or real estate development with a strong underwriting, loan servicing and regulatory compliance background. THE POSITION:  The City of San Mateo’s Community Development Department has an opportunity for an intern to work on a number of projects. The Department, which has about 55 full time employees, includes the Building, Housing, Planning, Code Enforcement, & Business/Admin Divisions. The Management Analyst Intern will primarily support the Housing and Business/Admin Divisions and receive primary supervision from the Department’s Business Manager and Housing Manager, and project specific direction from the supervisor/manager primarily responsible for each specific project. The duration and start date of the internship are flexible, though summer interns typically start between mid-May and Mid-June. 

MINIMUM QUALIFICATIONS:  
•    BA/BS or Masters Candidate

DUTIES: The primary projects will most likely include the following: 
•    Market Research / Data Analysis. Support the research and help prepare findings report on fee schedules across multiple jurisdictions to help the Business Manager prepare for the 2025 comprehensive fee study. 
•    Contracts / Grant Administration. Support the Housing Division Community Development Block Grant (CDBG) and Permanent Local Housing Allocation (PLHA) administration of contracts and grant funds for nonprofit recipients.
•    Housing Element Compliance / Certification. Support the Housing Division with implementation of Housing Element policies and programs.
•    Community Relations Commission Support. Support the Community Relations Commission, under the direction of the commission liaison, in coordinating commission meeting, preparing documents for commission review, and preparing commission documents for approval and filing with the City Clerk.

In addition, the intern may work on a variety of other projects to support Community Development Department special projects and operations, depending upon need, availability and interest.

The Housing Department

The City of San Jose's Housing Department's mission is to strengthen and to revitalize the community through housing and neighborhood investments. The Housing Department has funded over 20,000 affordable apartments, oversees the Rent Stabilization Program that provides protection to both renters and mobile homeowners, and is implementing innovative programs to preserve restricted affordable apartments. The Housing Department also strives to make homelessness in San Jose rare, brief, and one-time, through the implementation of the Community Plan to End Homelessness. The Plan is a collaborative public-private partnership with the County of Santa Clara's Office of Supportive Housing, the Santa Clara Housing Authority, and Destination: Home, a nonprofit. About the Position:  The Management Fellow will be focused on conducting researching and analyzing the impact Midpen has made during its 51 year history and creating a detailed report. This report will be based on the three legs of the mission: acquire and preserve a regional greenbelt of open space land in perpetuity, protect and restore the natural environment, and provide opportunities for ecologically sensitive public enjoyment and education.  The individual will be responsible for developing a similar report for Measure AA impact.  As such, coordination with Department Managers to develop specific and clear impacts, metrics and ultimately reports will be a key part of this role. The other focus of this position is to assist with the implementation of the recommendations from the 2023 Refresh of our Financial and Operational Sustainability Model (FOSM).  The FOSM was originally created in 2015 after the voter passage of Measure AA in 2014.  The FOSM was refreshed in 2023 (the report can be accessed here), and provides recommendations for sustained growth and certain policy and procedural improvements and enhancements related to project management and workforce development.  The Manager Fellow will assist the Chief Financial Officer with the implementation management of the 49 recommendations of the FOSM Refresh, as well as leading some of the implementations. The City of Redwood City invites applications for Contract Permit System Analyst in the Community Development and Transportation Department 

THE POSITION

The City of Redwood City is seeking a value-driven team player to fill the position of Permit System Analyst in the Community Development Department. This 2-year contract management analyst I/II position will work full-time (40 hours per week) and will report to the Community Development Director or designee.

Typical duties may include, but are not limited to the following:

• Managing the City’s “Community Development” permit system by CentralSquare, including its integration with other systems and applications, such as the City’s financial system (Oracle Fusion Cloud), and plan check software (Bluebeam).
• Providing end-user and content management of the permit system, implementing permit fee changes, workflow changes, and other system modifications.
• Leading the development of new or revised permit system processes and procedures, developing action plans, and leading staff on the testing and implementation of system improvements and modifications.
• Recommending process/customer service improvements, innovative solutions, policy changes and/or major variations from established policy that must be approved by appropriate leadership prior to implementation.
• Providing technical support to permit system end-users and coordinating with the system vendor (CentralSquare) to report and resolve system bugs, and scheduling and implementing system upgrades in coordination with Information Technology staff.
• Creating and maintaining reports utilizing the permit system’s built-in report writer and running queries to analyze permit data and monitor the system’s data integrity.
• Providing staff with permit system training, creating detailed training manuals/guides, and documenting user procedures and workflow processes.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. This position will work on renovations and new construction projects, the latter of which will include developments at the North Berkeley and Ashby BART sites. You'll work closely with nonprofit developers to underwrite project proposals, recommend funding, negotiate loan and regulatory agreements, and monitor project progress. You will also provide technical assistance and capacity building support to smaller, emerging developers.

MINIMUM QUALIFICATIONS

Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

Must be able to attend evening meetings. A valid California driver's license is desirable.
