The City of South San Francisco is a fully independent and highly commercialized full-service City with an estimated population of 65,710 growing to 100,000 during business hours. City departments include: Police, Fire; Parks and Recreation, Public Works, Economic and Community Development, City Attorney, Library, Finance, Information Technology, Human Resources, City Clerk, and Office of the City Manager. The City has a Council-City Manager form of government with more than 400 full-and part-time employees.
THE WATER QUALITY CONTROL PLANT:
The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent and Assistant Plant Superintendent of WQCP; Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.
THE POSITION:
Depending on the certification level of eligible candidates, the position may be filled as a Plant Operator I or Plant Operator II.
Operator I - this class represents the entry level for the Plant Operator series where incumbents may be assigned increasingly responsible duties with the expectation of eventually promoting to the journey level class of Plant Operator II. This class is distinguished from the Plant Operator II by the performance of the more routine tasks and duties assigned to positions. Since the class is typically used as a training class, employees may have limited or no directly related work experience.
Operator II - this class is a journey level within the Plant Operator series. Employees within this class are distinguished from the Plant Operator I by the performance of the full range of duties as assigned. Positions assigned to this class are required to have complete working knowledge of water quality control plant operations and are expected to carry out assigned duties and responsibilities with minimal supervision. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
SELECTION PROCESS:
The process will first consist of a review of application material. A resume may be included but does not substitute for a completed application. A fully completed application (do not put “see resume”) and supplemental questionnaire are required to be considered for this position. The highly suitable and qualified candidates will be invited to participate in the next selection process of an oral interview panel (weighted at 100%) tentatively scheduled for March 28, 2019. Possession of minimal qualifications does not guarantee advancement in the selection process and placement on the eligible employment list. The eligible list will be used for the appointment of the position. Top scoring candidates will be invited to the next phase of the selection process which is a departmental interview.
Appeals concerning administration of an examination must be submitted in writing within two (2) business days from the date the event occurred.
