The City of Union City is currently seeking ONE highly motivated individual for the position of Transit Planner Assistant or Transit Planner Associate.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

TRANSIT PLANNER ASSOCIATE

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

EXAMPLES OF DUTIES (illustrative only) for the Transit Planner Assistant/Associate:

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Use/Review and recommend* web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system. 
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Investigate and respond to inquiries and/or requests by members of the public regarding transit system policies, procedures and services.
• Provide minor/general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

ENTRY & LATERAL FIREFIGHTER PARAMEDIC

THE POSITION

Under general direction, responds to fires, emergency medical, and other calls and takes appropriate action in the protection of life and property; maintains equipment and stations; may lead, mentor, and review the work of other department members; performs various support assignments in addition to normal emergency response activities, and performs related other duties as assigned.

The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department! 

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.  

SPECIAL PAY INCENTIVES:

• Paramedic Pay: 5% Incentive Pay. Plus, the EMT/Paramedic Pay Pilot Program that runs through 6/30/2025 provides Paramedics with an additional 5% incentive pay. 
• Longevity Pay: 3% after 5 continuous years of service; 3% after 10 continuous years of service (total of 6%)
• Holiday Pay: 2% per pay period in lieu of observing time off for legal holidays.

The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. It is our goal that all members strive to attain a synergistic balance of education, training, and experience to provide excellent emergency management on every call. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. We currently operate two Type 1 Fire Engines, one Type 3 Fire Engine, Ladder Truck, three Command Vehicles, one Type 5 Fire Engine, Zodiac Rescue Boats, and one USAR Trailer.  The Suisun City Fire Department is an ALS (Paramedic) level department, supported by Medic Ambulance for transport services. Station 47 is staffed 24 hours a day, 7 days a week.

The Position

The ideal candidate will have well-developed technical skills in the operation and maintenance of fire equipment and apparatus, and be self-motivated, team-oriented, embrace diversity and exercise sound judgment. Work requires a good understanding of first aid techniques and lifesaving methods. The nature of the work requires that the incumbent establish and maintain positive, cooperative working relationships within their own department, other Suisun City personnel, and the general public on an ongoing basis.

Essential Job Functions

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Operates, drives, and maintains pumps and all apparatus to effectively suppress fires.
• Assists with the overhaul, salvage, and cleanup operations at any incident.
• Delivers basic life support (BLS)/advanced life support (ALS) as a Paramedic.
• Answers general questions of the public and provides information.
• Performs related duties as assigned.

FIREFIGHTER-PARAMEDIC (LATERAL)

Annual Salary:  $119,205 - $130,211

(Additional incentive pays up to 7.5% above base salary plus $200 per month Bi-lingual pay)

• Two-week intensive training academy
• A bank of 48 Hours of vacation leave given at time of hire
• A bank of 60 hours of sick leave given at time of hire

We're looking for a Supervising Public Health Nurse to manage programs in our Public Health Division! Join us in our mission to achieve health equity and optimal health for all people in Berkeley through systems change, service provision, and collaboration with community members and partners.

As a Supervising Public Health Nurse, you will have the opportunity to direct the Family Support Services Unit or the Communicable Disease Prevention and Control Unit. You will supervise nursing and support staff, develop program goals and policies, and perform professional nursing work within your program. You may also coordinate and supervise the operation of health-related services like Targeted Case Management and programs involving education, prevention, and coordination of resources.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from a four-year college or university (accredited by the National League for Nursing) with major coursework in nursing and four (4) years of general public health nursing experience with involvement in project leadership or program planning, including one (1) year of lead-level experience. A master's degree in public health or public health nursing is desirable.

The City of Berkeley is currently accepting applications for Behavioral Health Clinician I and/or Behavioral Health Clinician II in the Health, Housing & Community Services (HHCS) Department. A commitment to cultural competence and a wellness/recovery orientation are essential to the work of the Mental Health and Aging Services Divisions. 

The employment eligible list established from this recruitment will be valid for one year, during which the department will have access to the list for all current and future vacancies.

Behavioral Health Clinician I:
Behavioral Health Clinicians at this level provide a variety of community behavioral health services to clients and to the community in an outpatient setting. Responsibilities include conducting assessments; performing case coordination, care management, and rehabilitative services; providing diagnosis and treatment plans; providing psychotherapy; providing linkage to resources and support to maintain resources; and preparing reports, case summaries, and other required forms.

Behavioral Health Clinician II:
At this level, Behavioral Health Clinicians handle more complex or difficult client cases. In addition to the responsibilities of a Behavioral Health Clinician I, incumbents at this level may lead teams conducting intake assessments and crisis intervention. 

Required Qualifications

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology. 

Behavioral Health Clinician I:

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

AND

Registration as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), and/or Associate Professional Clinical Counselor (APCC) with the State of California Board of Behavioral Sciences (BBS) OR a Registered Psychologist with the Board of Psychology. 

Behavioral Health Clinician II: 

Two (2) years of experience in an out-patient clinic, hospital, child guidance clinic, mental health program, or family agency which included regular psychiatric consultation

License as a Clinical Social Worker, Marriage and Family Therapist, LPCC, or Psychologist, as provided for by California state law.
