The Position: 

This is a management position in the unclassified service.  An incumbent in this position has the responsibility to plan, organize, lead, and control the operations of the Dispatch Division of the Police Department.  The incumbent, using good management and supervisory skills, manages, motivates, corrects, and evaluates assigned subordinate personnel.  Additionally, the incumbent will transmit messages or documents of a confidential nature.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager. An incumbent in this classification: demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills; sets a good example; and correctly applies the tenets of the City's Code of Ethics and values.

The annual salary range for this position is $156,770.64 - $202,878.00.  This position will be filled at or near the bottom of the salary range. 

Typical Duties:

Under general direction, duties may include, but are not limited to:
• Screens and recommends the selection of operations personnel; 
• Deals effectively with a wide range of personnel matters;
• Assists in the preparation of the annual budget for Communications Operations;
• Supervises operations personnel;
• Prepares statistical data;
• Conducts and oversees training programs for operations personnel;
• Performs liaison duties with other City departments;
• Coordinates emergency operations between various departmental personnel and equipment;
• Operates computer equipment for information essential to the operation of the department;
• Acts as the custodian of record for retention of recorded data;
• Maintains statistical information and other necessary data;
• Investigates and resolves complaints received from the public, user departments and other agencies;
• Counsels employees when appropriate; and
• Performs related duties as required for the position, including dispatching in times of emergency or when needed.

 

Minimum Qualifications:

EDUCATION AND EXPERIENCE
• Equivalent to graduation from high school and thirty (30) semester units of college level work with an emphasis in public safety, supervision and management, public administration or related subjects; and
• Five years' experience dispatching in the public safety field, at least two (2) years of which having been at the supervisory level.
Possible Substitutions:
• Administrative or supervisory experience in a public safety department may be substituted for the dispatching experience on a year for year basis.

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

SPECIAL CONDITIONS
• Willing to respond to callback in case of major emergencies or local disasters;
• Willing to work Saturdays and odd, irregular and unusual hours;
• Will be required to pass a City background investigation, which will include fingerprinting, polygraph and/or psychological testing; and
• Must be able to perform all of the essential functions of the job.

The City of Sunnyvale invites applications for Public Safety Dispatcher in Training. Public Safety Dispatcher in Training

We're looking for a Supervising Public Health Nurse to manage programs in our Public Health Division! Join us in our mission to achieve health equity and optimal health for all people in Berkeley through systems change, service provision, and collaboration with community members and partners.

As a Supervising Public Health Nurse, you will have the opportunity to direct the Family Support Services Unit or the Communicable Disease Prevention and Control Unit. You will supervise nursing and support staff, develop program goals and policies, and perform professional nursing work within your program. You may also coordinate and supervise the operation of health-related services like Targeted Case Management and programs involving education, prevention, and coordination of resources.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from a four-year college or university (accredited by the National League for Nursing) with major coursework in nursing and four (4) years of general public health nursing experience with involvement in project leadership or program planning, including one (1) year of lead-level experience. A master's degree in public health or public health nursing is desirable.

• Possession of a valid California Registered Nurse License
• Possession of a valid California State Public Health Nursing Certificate

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.  

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

 

Each position in this classification may not include all the duties listed below, nor do the examples cover all the duties that may be performed.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed
• Performs other related duties as assigned

Behavioral Health Clinicians at this level provide a variety of community behavioral health services to clients and to the community in an outpatient setting. Responsibilities include conducting assessments; performing case coordination, care management, and rehabilitative services; providing diagnosis and treatment plans; providing psychotherapy; providing linkage to resources and support to maintain resources; and preparing reports, case summaries, and other required forms.

Behavioral Health Clinician II:
At this level, Behavioral Health Clinicians handle more complex or difficult client cases. In addition to the responsibilities of a Behavioral Health Clinician I, incumbents at this level may lead teams conducting intake assessments and crisis intervention. 

Required Qualifications

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology. 

Behavioral Health Clinician I:

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

AND

Registration as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), and/or Associate Professional Clinical Counselor (APCC) with the State of California Board of Behavioral Sciences (BBS) OR a Registered Psychologist with the Board of Psychology. 

Behavioral Health Clinician II: 

Two (2) years of experience in an out-patient clinic, hospital, child guidance clinic, mental health program, or family agency which included regular psychiatric consultation

License as a Clinical Social Worker, Marriage and Family Therapist, LPCC, or Psychologist, as provided for by California state law.

The City of San Jose, Animal Care and Services Division is seeking two (2) full-time Animal Shelter Veterinarians and multiple part-time Animal Shelter Veterinarians to work at the Animal Care Center. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose’s Animal Care Center.

In addition, this position is required to diagnose, treat, and/or recommend euthanasia. Registered Veterinary Technicians will be assigned to assist this position with the preparation and post-surgery processes of spay/neuter and other surgical procedures. 

The full-time benefited position and part-time unbenefited positions will be reporting to the Medical Services Director (Division Manager) of Animal Care and Services. This classification is represented by City Association of Management Personnel (CAMP).

Duties may include, but are not limited to the following:

• Directs, coordinates and performs the screening, diagnosis, and basic and emergency medical treatment of animals in the shelter.
• Performs or supervises the visual monitoring of impounded animals, including those that may be isolated or quarantined for signs of illness or unusual behavior.
• Performs surgical procedures, including spay/neuters and vaccinates animals to prevent diseases.
• Maintains accurate medical records of animals.
• Effectively communicates the condition and status of animals with shelter staff to allow shelter staff to communicate with public.
• Advises staff on matters within the veterinary field.
• Orders, maintains and controls the drugs used at the shelter and in the field.
• Trains appropriate staff in administering first aide and vaccinations to animals, the performance of euthanasia and other paramedical duties.
• Performs and directs staff to perform euthanasia of animals that are irremediably suffering from serious illness or severe injury, as necessary
• Ensures that shelter staff participates in a comprehensive disease prevention program for the animal shelter.
• Participates in special spay/neuter or vaccination clinics.
• Supervises staff to include: prioritizing and assigning work; providing technical guidance to staff; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Ensures compliance of activities to codes and all legal regulations.

Physical Requirements 
 
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds while handling animals and equipment. Employees may be exposed to cold and hot temperatures, loud noises, odors, dust, air contaminants, blood borne pathogens while using hypodermic needles on animals and may be exposed to animal scratches and bites.

Per the City’s COVID-19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption.  Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. The total salary range for the Media Relations and Communications Specialist/Manager position (classification could be Council Community Relations Coordinator or Council Community Relations Director – Unclassified commensurate with experience) is $58,631.04 - $109,791.76. • Upon successful completion of the Public Safety Officer Academy Attendee/Graduate requirements, incumbents promote to Public Safety Officer I ($117,913 - $136,499).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($124,775 - $155,457 annually).

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.
