THE POSITION: 

The City of San Pablo is actively recruiting for a Community Services Coordinator I/II position to plan, organize, and direct services and programs within the Community Services Department for our senior population, volunteer programs and city-wide special events. Our senior programs provide opportunities for adults 50 years of age and older, to engage in active and healthy programming. The Church Lane Senior Center hosts a congregate lunch program, numerous senior focused special events, weekday door-to-door transportation service (managed by a different full-time coordinator) and drop- in programs and classes. The city hosts 10-12 city-wide special events each year that include family dances, spring egg hunt, Cinco de Mayo celebration, Movies Under the Stars, 4th of July Multi-Cultural celebration, Halloween, Veterans Day and a Winter Wonderland Festival. The Community Services Department relies heavily on volunteers for both special events and senior programs and wants to expand the volunteer recruitment and training program.

POSITION INFORMATION

The Seasonal Park Ranger Aide position requires flexibility with a variable schedule including split shifts and on call availability from May through Labor day.  The site location is at Camp Shelly in South Lake Tahoe.  Lodging will be provided.

SUMMARY

Under general supervision, performs a variety of support duties for District parks and open space areas and facilities; ensures areas and facilities are available for use and consistently maintained in a safe and clean condition.  Areas of responsibility, include, but are not limited to, serving as staff for kiosks, entry stations, and visitor centers; patrols areas to monitor activities and take action as needed; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no direct supervision over staff. 

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Park Ranger series responsible for performing a variety of routine maintenance for District parks and open space areas and facilities.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Park Ranger in that the latter provides enforcement of land use laws and regulations and serves as a Peace Officer under the California Penal Code.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Performs a variety of support duties for District parks and open space areas and facilities, including, but not limited to, assisting Park Rangers, visitor services, interpretation services, and camp services.  
2. Ensures facilities are available for use and consistently maintained in a safe and clean condition.
3. Patrols park, open space, and recreation areas; reports problems regarding safety and sanitary conditions.
4. Staffs kiosks, entry stations, and visitor centers; greets and welcomes park visitors; collects fees.
5. Implements, monitors, and enforces relevant laws, rules, policies, and procedures; cautions patrons regarding unsafe activities and reports incidents to Park Ranger as needed.
6. Provides information to patrons pertaining to park use, local natural and cultural history, points of interest, and recreation opportunities; answers inquiries and gives directions.
7. Receives and responds to questions, concerns, and complaints from patrons; determines issues and resolves or refers to Park Ranger or Chief Ranger as needed.
8. Performs custodial tasks.
9. Assists with preparing marketing and educational material; may assist with program delivery.
10. Assists in emergencies involving injury, illness, fire, hazardous water conditions, or other critical incidences by notifying proper authorities; provides first aid/medical care to the level of training.
11. Inspects facilities and grounds for safety and security; identifies and reports hazardous conditions and facility maintenance needs to supervisor.
12. Follows safe working practices and makes appropriate use of related safety equipment as required.
13. Performs administrative tasks, such as attending meetings and training, preparing reports, monitoring expenditures, and maintaining records.
14. Assists with District special events as needed.
15. Performs related duties as assigned.

 
QUALIFICATIONS
Education and Experience:

• High School Diploma or GED;
  AND
• Six months of relevant work experience.
  OR
• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities.

• Methods and techniques used in the operation, repair, and maintenance of park and open space areas and facilities.
• Operational characteristics of a variety of tools and equipment.

• Outdoor recreation skills related to camping, biking, hiking, and horseback riding.

Licenses and Certifications:

PHYSICAL DEMANDS
Must possess:  mobility to work in various parks and open space areas; strength, stamina, and mobility to perform medium to heavy physical work, to work around machines, to climb and descend ladders, to operate a variety of tools and equipment, and to operate a motor vehicle; vision to read printed materials and a computer screen and to distinguish colors in wiring; hearing and speech to communicate in person and over the telephone or radio.  Frequent walking in operational areas to identify problems or hazards.  Finger dexterity needed to access, enter, and retrieve data using a computer keyboard and/or calculator and to operate tools and equipment.  Incumbents in this classification bend, stoop, kneel, reach, and inspect work sites.  Incumbents must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.
 
ENVIRONMENTAL ELEMENTS
Incumbents work in both indoor and outdoor environments with moderate to loud noise levels.  May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions.  Exposure to a variety of plant and animal species.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
 
WORKING CONDITIONS
Incumbents may be assigned an on-call and irregular work schedule, including weekends, early mornings, evenings, and holidays.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,538 to $8,468 per month. Placement within the range depends on experience and qualifications.

SELECTION PROCESS

CONTINUOUS RECRUITMENT: Candidates are encouraged to apply early.  Initial screening of applications is tentatively set for March 29, 2024.  After that, applications will be reviewed on an ongoing basis.  You must ensure complete submission of employment application and typing certificate as recruitment may close at any time.  The most qualified applicants based on background and experience as evidenced by their application, will be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

EXAM PROCESS

The exam process will include, but may not be limited to:

• Application review for minimum qualifications and required documents
• Written Exam: POST Entry-Level Dispatcher Test (See job announcement for upcoming City of Berkeley exam dates)

Applicants who have previously taken the POST Entry-Level Dispatcher Test may waive the written exam only by submitting a T-score of 48 points or higher provided the test was taken no more than one year prior to the date of application. Applicants must submit their results, including the total T-score and date of the test, on the testing agency's letterhead. If you have previously taken the POST Entry-Level Dispatcher Test and would like to retest with the City of Berkeley, you must wait 30 calendar days before being eligible to take the test again.

POSITION

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.

The Position

The Senior Landscape Architect will plan, supervise, and review the work of City Landscape Architect staff. The incumbent will: coordinate and oversee various landscape projects; perform professional landscape architect work in conjunction with the design and preparation of plans, specifications and cost estimates for the development and rehabilitation of parks, landscaped areas and street beautification projects; inspect and review the work of developers and contractors landscaping for conformance with plans and specifications; and give professional advice on landscape matters.

Examples of Duties

• Organize and oversee the landscape design and layout of parks, recreational areas, roadway medians and pedestrian ways.
• Plan, supervise, review, and evaluate the work of professional City and contract staff.
• Train staff in work procedures.
• Provide policy guidance and interpretation to staff.
• Recommend design direction on high-profile urban design of public and private projects that impact landscape design and urban projects within the City.
• Oversee and coordinate the Parks Capital Improvement Plan update for the Department.
• Administer and implement the Tree Preservation Ordinance, including recommending approval or denial of permits for tree removal.
• Recommend modifications to ordinances, policies and procedures and implements after approval.
• Perform professional landscape architectural work including preparing landscape plans, coordinating master plan development, performing park planning and preparing related specifications, contracts, cost estimates.
• Review and approve of landscape proposals for private development, ensuring compliance with codes, policies, regulations, and procedures.
• Prepare reports.
• Recommend approval or denial of various projects for submission to the Planning Commission and/or the City Council.
• Direct the inspection of and/or inspect public and private landscaping work for conformance with plans, specifications, and ordinances.
• Administer the tree planting program, including maintenance of the street tree master plan, botanical designation, inspection of plantings, issuance of permits for planting, removal, and pruning.
• Serve as technical adviser to City staff and officials on park, street tree and landscape matters.
• Act as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space.
• Conduct park location studies to evaluate park site feasibility and proposed development.
• Respond to public requests and complaints regarding landscape development and tree preservation.
• Coordinate the work of the unit with that of other departments and divisions.
• Maintain accurate records and files.
• Prepare clear and effective reports, correspondence, policies, procedures, ordinances and other written materials. Prepare plans for planting, irrigation, site plans, grading, and layout for parks and median projects.

We're looking for a Supervising Public Health Nurse to manage programs in our Public Health Division! Join us in our mission to achieve health equity and optimal health for all people in Berkeley through systems change, service provision, and collaboration with community members and partners.

As a Supervising Public Health Nurse, you will have the opportunity to direct the Family Support Services Unit or the Communicable Disease Prevention and Control Unit. You will supervise nursing and support staff, develop program goals and policies, and perform professional nursing work within your program. You may also coordinate and supervise the operation of health-related services like Targeted Case Management and programs involving education, prevention, and coordination of resources.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from a four-year college or university (accredited by the National League for Nursing) with major coursework in nursing and four (4) years of general public health nursing experience with involvement in project leadership or program planning, including one (1) year of lead-level experience. A master's degree in public health or public health nursing is desirable.

• Possession of a valid California State Public Health Nursing Certificate
• Willing to work evenings or weekends
• Ability to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, must maintain a valid California driver's license and a satisfactory driving record.

Behavioral Health Clinician I:
Behavioral Health Clinicians at this level provide a variety of community behavioral health services to clients and to the community in an outpatient setting. Responsibilities include conducting assessments; performing case coordination, care management, and rehabilitative services; providing diagnosis and treatment plans; providing psychotherapy; providing linkage to resources and support to maintain resources; and preparing reports, case summaries, and other required forms.

Behavioral Health Clinician II:
At this level, Behavioral Health Clinicians handle more complex or difficult client cases. In addition to the responsibilities of a Behavioral Health Clinician I, incumbents at this level may lead teams conducting intake assessments and crisis intervention. 

Required Qualifications

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology. 

Behavioral Health Clinician I:

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

AND

Registration as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), and/or Associate Professional Clinical Counselor (APCC) with the State of California Board of Behavioral Sciences (BBS) OR a Registered Psychologist with the Board of Psychology. 

Behavioral Health Clinician II: 

Two (2) years of experience in an out-patient clinic, hospital, child guidance clinic, mental health program, or family agency which included regular psychiatric consultation

AND

License as a Clinical Social Worker, Marriage and Family Therapist, LPCC, or Psychologist, as provided for by California state law.
