THE POSITION: The San Mateo Public Library is seeking energetic individuals to provide a wide variety of library support work. Duties include but are not limited to the following: Assisting at the Accounts Desk; checking out and checking in of library materials; registering patrons for library cards; financial transactions at the Accounts Desk; promoting library services and providing consistent, excellent customer service. This recruitment is for two 19-hour Per Diem Library Assistant I positions that support Circulation services at each of the three San Mateo Public Library locations. An eligibility list will be created for future openings in this classification.  This recruitment will also be used to fill several on-call Library Assistant positions*.

SALARY AND HOURS:  $27.11 per hour (Step 1). Below are the starting schedules for the Per Diem Library Assistant I positions that may be changed in the future to meet the operational needs of the Library. EDUCATION AND EXPERIENCE REQUIRED: Education equivalent to completion of the twelfth grade, supplemented by clerical and specialized college level courses in library science; or, one year of experience performing general clerical or related work in a public library system; bilingual skills desirable but not required; strong customer service skills are required.

ABILITY TO: Work with a minimum of supervision, follow written and oral instructions; work cooperatively in a team environment.

ADA SPECIAL REQUIREMENT: Perform physical tasks such as lifting and moving library materials; push, lift, and/or pull 40 pounds; sit; stand; walk; kneel; stoop; squat; reach; twist; exposure to chemicals and dust.

The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. The Bay Area Air Quality Management District is the government agency responsible for protecting air quality in the San Francisco Bay Area. About the Position:
 
Under direction, the position performs legal work of a routine to complex nature representing the Air District, provides advice and counsel to Air District management and staff, represents the Air District in court and administrative proceedings, and performs related work as assigned.
 
Distinguishing Characteristics:
 
Assistant Counsel I is the entry level in this specialized attorney series. It is designed to allow an experienced civil attorney to gain specific environmental law experience. This class is alternately staffed with Assistant Counsel II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher level class.
 
Assistant Counsel II is the journey level class of this specialized series, fully competent to perform a wide range of environmental law work. This class is responsible for providing effective legal counsel in complex and controversial environmental law matters. This class is distinguished from Senior Assistant Counsel in that the latter assists in administering and coordinating all phases of legal work for the Legal Division.

Examples of Duties for this Position

Prepares and tries routine to difficult cases, often involving a specialized body of law.

Represents the Air District in court and in administrative hearings before boards and commissions and state and federal agencies.

Investigates and prepares reports regarding claims by and against the Air District and recommends actions to be taken.

Advises Air District departmental management regarding Air District authority, jurisdiction, functions and operational procedures.

Researches legal problems and prepares opinions, briefs, ordinances, resolutions, and other legal documents.

Attends Air District departmental, board and commission meetings to provide legal advice on a variety of matters.

Reviews ordinances, resolutions, contracts and other documents for legal sufficiency; recommends modifications as required.

Maintains accurate records and files and compiles reports of work performed.

Monitors legal developments, including proposed legislation and court decisions; evaluates their impact on Air District operations and recommends appropriate action.

Minimum Qualifications

Education and Experience:
 
Assistant Counsel I: Equivalent to graduation from a college or university plus an appropriate law degree and two years of experience as an attorney engaged in the practice of law, preferably with a public agency and preferably involving environmental law and/or enforcement cases, although other relevant experience will be considered.
 
Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of law, preferably practicing civil environmental enforcement with a public agency in the State of California, although other relevant experience will be considered.
 
 Other Requirements:
 
 Must be a member in good standing of the State Bar of California at the time of hire.

Working Conditions

Work is assigned at both indoor and outdoor facilities, and may include exposure to unsanitary conditions, odors, cleaning chemicals, and some noise. The successful candidate must be able to work variable hours, including mornings, late evenings, holidays, and weekends.

Physical Demands

Light to moderate lifting (up to 50 pounds); pushing; pulling; crawling; climbing; and prolonged periods of standing. Lifting above the shoulders, working off a ladder, manual dexterity, and good vision and hearing are also required.

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Extra Help - Extra-help positions are short-term employment for up to 1040 hours which is equivalent to about six months; however, employment might end sooner depending on the needs of the hiring departments. Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.
 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Accurately take and record the condition, respiration, pulse, temperature and blood pressure of patients; record other pertinent information as observed or measured.
• Apply non-sterile dressings and administer non-medicated treatments under the supervision of a registered nurse, licensed physician, surgeon, podiatrist, nurse practitioner or physician assistant.
• Carry out rehabilitation procedures as directed by therapists; perform a range of motion body movement with/for patients; position and exercise patients.

Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

One year of experience in an outpatient clinic or doctor's office as a nurse's assistant or medical assistant.

Knowledge of:

• Principles, techniques and procedures specific to area of assignment.

 PART TIME RECREATION SPECIALIST I/II

This position will primarily be assigned to front desk reception and facility assistance for the Recreation Center.

Applicants must be able to work up to 20 hours a week including evenings and weekends.

Under general supervision, coordinates a segment or segments of recreation programs; provides lead direction, work coordination, and training to lower level staff; may be provided more complex functions related to recreation programs; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

Recreation Specialist is distinguished from the Recreation Leader series in that Recreation Specialists provide lead direction to lower-level staff and may be assigned more complex functions related to recreation programs.

Receives general supervision from supervisory or management staff in the Recreation Department. 

DUTIES AND RESPONSIBILITIES

• Serves as a liaison for special events; receives and manages special event applications from the public; provides information to Director for staff reports to City Council; coordinates necessary interdepartmental tasks as needed for events;  distributes applications and tasks to required individuals; acts as point person for the City;

Education: Equivalent to graduation from an accredited college or university with an Associate’s degree in recreation, gerontology, therapeutics, or a related field.   

Experience: Two (2) years of full-time equivalent experience in the recreation, transportation, education, or a related field. 

Licenses: Must possess and maintain a valid Class “C” California Driver’s License with a satisfactory driving record.  Possession of and ability to maintain a valid first aid certificate. Possession of and ability to maintain a valid CPR certificate. 

SPECIAL REQUIREMENTS

Vision adequate to read and supervise program participants; ability to bend, stoop, or crouch, and have enough physical stamina to lift and carry up to 30 pounds; mobility to move tables and chairs for room setup and to assist in the mobility of a variety of clients. Speak clearly and understandably.

The City’s litigation portfolio includes a broad range of substantive legal issues arising under both state and federal law. As Sr. Deputy litigator, under supervision of a Chief Deputy, you will have primary responsibility for all aspects of assigned cases, including pleading, litigation strategy, client communication and coordination, discovery and document review, motion practice, settlement evaluation and negotiation, and trial. The City’s varied and novel legal issues require excellent research, analytical, and writing skills as well as the ability to vigorously defend complex matters.

Minimum Qualifications
• Licensed to practice law in California.
• Ten years civil litigation and jury trial experience.
