The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. The commissioner will be expected to perform duties in all of the following areas: criminal law, family law, traffic, small claims, and a broad range of civil proceedings.

The Ideal Candidate will have:

• Experience as a hearing officer, judge pro-tem, or mediator.
• Experience with trial and hearing procedures and with the rules of evidence.
• Knowledge of court calendars.
• Demonstrated ability to present statements of law, fact and argument clearly and logically in written and oral form.

The City of San Jose is seeking a senior level manager to direct administrative services for the Office of the City Attorney. This position works with the City Attorney and the senior management team to manage the Office and to develop and implement Office policies and procedures.

Description

The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. The Bay Area Air Quality Management District is the government agency responsible for protecting air quality in the San Francisco Bay Area. The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. Under direction, the position performs legal work of a routine to complex nature representing the Air District, provides advice and counsel to Air District management and staff, represents the Air District in court and administrative proceedings, and performs related work as assigned.
 
Distinguishing Characteristics:
 
Assistant Counsel I is the entry level in this specialized attorney series. It is designed to allow an experienced civil attorney to gain specific environmental law experience. This class is alternately staffed with Assistant Counsel II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher level class.
 
Assistant Counsel II is the journey level class of this specialized series, fully competent to perform a wide range of environmental law work. This class is responsible for providing effective legal counsel in complex and controversial environmental law matters. This class is distinguished from Senior Assistant Counsel in that the latter assists in administering and coordinating all phases of legal work for the Legal Division.

Examples of Duties for this Position

Prepares and tries routine to difficult cases, often involving a specialized body of law.

Represents the Air District in court and in administrative hearings before boards and commissions and state and federal agencies.

Investigates and prepares reports regarding claims by and against the Air District and recommends actions to be taken.

Advises Air District departmental management regarding Air District authority, jurisdiction, functions and operational procedures.

Minimum Qualifications

Education and Experience:
 
Assistant Counsel I: Equivalent to graduation from a college or university plus an appropriate law degree and two years of experience as an attorney engaged in the practice of law, preferably with a public agency and preferably involving environmental law and/or enforcement cases, although other relevant experience will be considered.
 
Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of law, preferably practicing civil environmental enforcement with a public agency in the State of California, although other relevant experience will be considered.
 
 Other Requirements:
 
 Must be a member in good standing of the State Bar of California at the time of hire.

The City of San José, Office of the City Attorney is seeking an entry-level attorney in the Transactional division. Under the direction and supervision of senior management in the Office of the City Attorney, the Associate Deputy City Attorney position will perform basic attorney work benefiting a variety of City Departments while receiving valuable training and experience for a career in public service. This position will be assigned increasingly complex legal work under supervision in support of various City Departments in areas including public works, procurements, employment, land use planning, environmental services, public safety, utilities and housing. Position:

The role of the Resilience Coordinator position will be to support the Mission of the Office of Emergency Management, which is “To provide leadership of the City of San José’s emergency management responsibilities through planning and coordination of programs, functions, and supporting activities to prepare for, respond to, and recover from all emergencies and disasters.” The position will assist in coordinating multi-hazard planning efforts in the City of San José, including reviewing documents with an intentional lens of Access and Functional Needs (AFN) and racial equity considerations in emergency.  This position requires high levels of analysis, document development, understanding of the State of California’s Standardized Emergency Management System principles and integration with response plans. This is the fully experienced level in the unclassified Executive Analyst series and requires an individual to work under the general direction of an assigned executive in the Office of Emergency Management with full professional independence.

·        Assist in the coordination of programs to integrate existing emergency preparedness and comprehensive operational plans and procedures with internal city offices and departments, other government agencies, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies to ensure that established programs and plans comply with state and federal guidelines.

·        Plan and coordinate emergency management operational activities, drills, and events with all levels of government, school districts, public utilities, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies with disaster response administration.

·        Research, evaluate, and assist in the development and maintenance of comprehensive emergency plans in accordance with federal and state emergency management guides.

Distinguishing Characteristics

This position is responsible for performing transactional paralegal duties related to legal transactions for the Housing Department. Extra Help - Extra-help positions are short-term employment for up to 1040 hours which is equivalent to about six months; however, employment might end sooner depending on the needs of the hiring departments. Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.

• Accurately take and record the condition, respiration, pulse, temperature and blood pressure of patients; record other pertinent information as observed or measured.

Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

The City of San Jose, Animal Care and Services Division is seeking two (2) full-time Animal Shelter Veterinarians and multiple part-time Animal Shelter Veterinarians to work at the Animal Care Center. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose’s Animal Care Center.

In addition, this position is required to diagnose, treat, and/or recommend euthanasia. Registered Veterinary Technicians will be assigned to assist this position with the preparation and post-surgery processes of spay/neuter and other surgical procedures. 

The full-time benefited position and part-time unbenefited positions will be reporting to the Medical Services Director (Division Manager) of Animal Care and Services. This classification is represented by City Association of Management Personnel (CAMP).

Duties may include, but are not limited to the following:

• Directs, coordinates and performs the screening, diagnosis, and basic and emergency medical treatment of animals in the shelter.
• Performs or supervises the visual monitoring of impounded animals, including those that may be isolated or quarantined for signs of illness or unusual behavior.
• Performs surgical procedures, including spay/neuters and vaccinates animals to prevent diseases.
• Maintains accurate medical records of animals.
• Effectively communicates the condition and status of animals with shelter staff to allow shelter staff to communicate with public.

• Orders, maintains and controls the drugs used at the shelter and in the field.
• Trains appropriate staff in administering first aide and vaccinations to animals, the performance of euthanasia and other paramedical duties.
• Performs and directs staff to perform euthanasia of animals that are irremediably suffering from serious illness or severe injury, as necessary
• Ensures that shelter staff participates in a comprehensive disease prevention program for the animal shelter.
• Participates in special spay/neuter or vaccination clinics.
• Supervises staff to include: prioritizing and assigning work; providing technical guidance to staff; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Ensures compliance of activities to codes and all legal regulations.

Physical Requirements 
 
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds while handling animals and equipment. Employees may be exposed to cold and hot temperatures, loud noises, odors, dust, air contaminants, blood borne pathogens while using hypodermic needles on animals and may be exposed to animal scratches and bites.

Position:

The Emergency Coordinator classification is an entry-level position into the City Manager’s Office of Emergency Management.  The person fulfilling the job will report to the Director or Deputy Director of the Office of Emergency Management.

We are seeking energetic, well focused, and detailed oriented applicants.   Under general supervision, the applicant is responsible for analytic work in the areas of emergency management, instructional training, adult platform instruction, training scheduling and coordination of instructors, certification management, etc.  The position must be aware of the Office of Emergency Management’s plans and procedures and prepare training to implement the plans and programs.  Position and Duties:

The Training Coordinator position will focus on training and exercise activities.

The range of activities will include, but are not limited to, the following list.

• Support the implementation of a Multi-Year Training and Exercise Plan for the Emergency Operations Center staff.

• Manage a system to track available Urban Area Security Initiative, State, and Federal trainings to enhance delivery of instruction for Emergency Operation Center staff.

• Monitor State and Federal requirements for emergency management training, and be sure staff are aware of training opportunities to meet the requirements

• Facilitate the development of exercises within the City and exercises that engage community partners.

• Coordinate the delivery of designated contract training.

• Coordinate and track training attendance of the Office of Emergency Management, Emergency Operations Center and Department Operations Center staff.

• Coordinate with Office of Emergency Management staff, identify training needed to implement plans and protocols.

• Coordinate presentations and trainings on community preparedness, city preparedness activities, and outreach.

• Coordinate the public education program and requests for public engagement.

• As needed update the public education presentation materials and the employee Disaster Service Worker materials.

Typical Duties and Results

• Participate in the organization, administration, operations, and functions of the Office of Emergency Management

• Assist in coordinating applicable Office of Emergency Management programs with other city departments

• Conduct research on best practice activities of other like organizations

• Assist in developing reports related to how to implement state and federal guidance on emergency planning

• Perform emergency preparedness tasks that requires attention to detail and integration with plans, procedures and training tools

• Administrate the Learning Management System used to track Emergency Management training

• Maintain administrative records, supplies, inventory control and tests of disaster equipment

• Respond to activations of the Emergency Operations Center

• Act as the Office of Emergency Management Duty Officer on a periodic basis

• Perform other emergency management activities as needed

Minimum Knowledge of:

• Principles of effective written communication, including the preparation of clear and concise reports, documents, and revisions to documents

Ability to:

• Managing a Learning Management System

• Experience with content creation, graphic design and utilizing creative platforms for presentations/trainings

Distinguishing Characteristics

This is the entry into higher levels of the emergency management classification, where expertise is gathered in a specific field in order to progress into the more specialized class such as Emergency Planner.  Initially, supervision and training are given in detail, but as an incumbent becomes more capable, he/she works with a higher degree of independence.

As Sr. Deputy litigator, under supervision of a Chief Deputy, you will have primary responsibility for all aspects of assigned cases, including pleading, litigation strategy, client communication and coordination, discovery and document review, motion practice, settlement evaluation and negotiation, and trial. Minimum Qualifications
• Licensed to practice law in California.
• Ten years civil litigation and jury trial experience.
