Examples of Duties

Employees in this classification are trained in, and perform the following duties:

• Receive business or emergency calls for law enforcement, fire, medical, and other public service agencies.
• Screen information to determine nature of call, perform call classification, determine priority and jurisdiction, and document activity.
• Screen and prioritize telephone workload. 
• Remain cognizant of workloads and specific systems status.
• Provide support and assistance in a team concept during day-to-day operations, and critical or large-scale incidents.
• Assist in the coordination of mutual aid incidents.
• Develop and foster a positive working rapport with direct and in-direct customers, the public, and co-workers.
• Testify in court regarding legal proceeding related to dispatch call(s) received.
• Prepare and submit various reports such as incident reports.
• Develop and maintain working knowledge of highways, streets, buildings, and major points of interest in the County and adjacent areas.
• Remain current on procedures for manual dispatch operations and Communications Center evacuation.
• Provide off hours services as required.
• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the knowledge, skills, and abilities is qualifying. 

• A typical way to qualify is a minimum of one year of experience receiving and processing calls while performing multiple tasks simultaneously.

Knowledge of:

• English language, spelling, grammar, and punctuation.
• Customer service and interpersonal communications principles.
• Computer operation and use in office and Communications Center environments.
• Basic principles in communicating by means of face-to-face contact, telephone, and/or data terminals.
• Various resources within the County to provide referrals to the public and public safety agencies.

Skill/Ability to:

• Speak, read, and write English clearly.

Other requirements of the position:

• Successfully complete a pre-employment medical examination and be subject to polygraph testing.
• Follow strict drug use standards and guidelines.
• Possess good moral character and psychological suitability as determined by a thorough background investigation, including fingerprinting and psychological evaluation.
• Be willing to work the day, swing, graveyard, rotating, holiday, and weekend shifts.
• Be willing to work 12 to 16 hours per day.
• Be willing to accept overtime assignments, including last minute spontaneous mandatory assignments.

The examination process will consist of an application review and the administration of the computer based CritiCall Examination (weight: 100%).  Applicants whose application passes the application review will be invited to take the CritiCall exam. Candidates who achieve a passing on the CritiCall exam will be placed on the Eligible, or Hiring List based on the order of their score on the exam.  The top seven candidates on the Eligible List will be considered to fill one vacancy.  For each additional vacancy, one additional candidate will be added to those who can be considered for the positions.  

Once the recruitment closes and the applications have been reviewed, applicants will be sent a link to the CritiCall exam.  Applicants will have a 14-day window in which to complete the examination.  Because the exam is computer based, applicants can take the exam at their convenience during the ten-day time frame.

The CritiCall exam is a computer based Public Safety Dispatcher Pre-Employment Skills test. The wide array of tests within the CritiCall exam provides a comprehensive inventory of a candidate's skills and abilities.  Achieving a passing score on the exam is a requirement for employment.  

The examination simulates some of the duties and situations a 911 Communications Dispatcher might encounter on the job.  No specialized knowledge or skills are required to take the exam. 

The CritiCall exam tests for skills and abilities in areas such as decision-making, data entry, call summarization, multi-tasking, cross-referencing, vocalization, character comparison, memory recall, prioritization, mathematics, probability, map reading, reading comprehension, spelling, and sentence clarity.
 
Once the recruitment closes and all applications have been screened, applicants whose applications pass the screening will be sent a link to take the CritiCall exam.  Applicants will have up to ten days to complete the exam.  Complete instructions will be sent in the correspondence regarding registering for and taking the exam.  The exam can be taken at the convenience of the test taker, during the ten specified days.  

Candidates who receive a passing score on the CritiCall exam will be placed on the Hiring List (Eligible List) in the order of the scores from the exam.  The top seven candidates from the Hiring List will be considered for one vacancy.  One additional candidate will be included for each additional vacancy.  

Candidates who successfully pass the CritiCall examination and the panel interview and are being offered a position will be required to complete a pre-employment, POST mandated, background investigation that includes a medical examination and polygraph testing.

THE POSITION 

Under immediate supervision (Parks Maintenance Worker I) or general supervision (Parks Maintenance Worker II), performs semi-skilled to skilled maintenance, repair, and construction work assigned to the parks division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

Parks Maintenance Worker I: This is the entry level class in the Maintenance Worker series. This class is distinguished from the Maintenance Worker II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Parks Maintenance Worker II: This is the full journey level class within the Maintenance Worker series. This class is distinguished from the Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.
2. Perform general electrical, painting, plumbing and carpentry work as needed.
3. Make minor adjustments on service equipment; maintain tools and equipment in working order.
4. Oversee the work of community service workers.
5. Maintain logs of daily activities.
6. Assist in other areas as needed.
7. Perform related duties as required.
8. Inspect park grounds, structures, medians and related facilities for safety, appearance, and vandalism; remove graffiti from park surfaces.
9. Clean and clear park grounds, facilities, structures and playing fields of debris and potentially dangerous conditions; set up park for special events.
10. Plant, mow, prune, and maintain turf, trees, shrubs, and plants; clear sites of weeds.
11. Perform a wide variety of semi-skilled tasks in the construction and repair of park and community facilities.
12. Install, maintain, repair, and program irrigation systems.
13. Operate grounds maintenance equipment as well as a variety of hand and power tools.
14. Apply pesticide, herbicide, and other pest management treatments.

QUALIFICATIONS

Parks Maintenance Worker I

Education/Training:

Parks Maintenance Worker II

The City of Burlingame's Park's & Recreation Department is accepting applications for the position of Tree Worker

DEFINITION

To perform a variety of skilled work involving the trimming, removal, installation, and general maintenance of trees; to operate and maintain all tree maintenance equipment; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Tree Maintenance class series. Positions in this class perform duties requiring greater skill and experience. All positions assigned to the class require the ability to exercise judgment and initiative, and to direct the activities of lower-level staff in tree maintenance operations.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Parks Supervisor. Lead supervision is also provided by the Tree Lead Worker.

Exercises technical or functional supervision over lower level and less experienced personnel.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

·      Climbs trees using ladders and climbing equipment or works from bucket of an aerial lift truck boom to perform tree maintenance tasks, pruning, limb removal, or line clearing.

·       Establishes safe work zones and adheres to safe work practices including the use of personal protective equipment.

·       Directs the work of the immediate support crew in a safe and effective manner.

·       Operates all types of tree maintenance equipment such as aerial lift trucks, chainsaws, brush chippers, sprayers, stump grinders, or other tools and equipment.

·       Keeps records of work performed, including damage to property.

·       Assists in the training and supervision of lower-level staff.

·       Maintains tree maintenance equipment.

·       Responds to inquiries from the general public regarding tree maintenance work and explains City tree policies.

·       Confers with Tree Lead Worker to plan, review work projects, and make suggestions to better implement the work program.

·       Performs the duties of the Tree Lead Worker in his/her absence.

·       Responds to emergency calls outside of normal work hours as required.

KNOWLEDGE/ABILITIES/SKILLS: (The following are representative sample of the KAS’s necessary to perform essential duties of the position)

Knowledge of: Materials, equipment and methods used in care, trimming and removal of trees; tree planting, and maintenance methods; pruning standards of the International Society of Arboriculture (ISA). Principles of training. Safety measures relating to the pruning, removal and general maintenance of trees in populated areas.

Ability to: Direct activities of immediate subordinates; perform manual labor; monitor supplies and materials; analyze situations and adopt effective courses of action; set up safe work sites in traffic, learn the geography of the city; work cooperatively with other City crews; establish and sustain work routines. Perform aerial rescues. Perform high climbing and pruning work in City trees. Pass annual training and perform First Aid and CPR.

Skills: Ability to safely and efficiently operate aerial lifts, brush chippers, tractors and implements, spray rigs, front end loader, blower, chain saws, stumpers and cutters, gas pole saw, hydraulic tools, shop tools, limb lowering devices. Rig trees for safe and efficient high climbing.

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience: Sufficient education and experience to perform the above duties efficiently. Typically, this is obtained through achievement of Certified Tree Worker status, and equivalent to the completion of twelfth grade supplemented by specialized training in tree care work.

License/Certificates: Possession of valid 'Class C' California Motor Vehicle Operators License; Certified Tree Worker Certificate (ISA) and Certified Line Clearance certificate within one year of appointment; and First aid and CPR certificate within one year of appointment.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. The current vacancies are Regular vacancies and Extra Help vacancies. Future vacancies may include extra-help, limited term, unclassified, and regular classified positions.

Extra Help - Extra-help positions are short-term employment for up to 1040 hours which is equivalent to about six months; however, employment might end sooner depending on the needs of the hiring departments. Extra-help assignments are at-will and the employee is paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra-help workers are not guaranteed permanent status at the end of the extra-help assignment.

Term - Term positions are designated for a specific and limited period of time, anywhere from 6 months to a maximum of 3 years depending on the assignment. Benefits package for term positions are similar to regular positions EXCEPT for retirement. Term employees receive a 401A retirement package and are not eligible for retiree health benefits or a defined benefit pension.

Unclassified - Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. The following are the same for classified and unclassified positions: salary, increases and other forms of compensation; accrual of sick leave, vacation, overtime, holiday and leaves of absence; health, dental, vision, long & short term disability, and retirement.

Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.
 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Accurately take and record the condition, respiration, pulse, temperature and blood pressure of patients; record other pertinent information as observed or measured.
• Apply non-sterile dressings and administer non-medicated treatments under the supervision of a registered nurse, licensed physician, surgeon, podiatrist, nurse practitioner or physician assistant.
• Carry out rehabilitation procedures as directed by therapists; perform a range of motion body movement with/for patients; position and exercise patients.
• Assist in therapeutic milieu programs.
• Advise patients on the use of restorative equipment.
• Observe and practice proper isolation techniques.
• Operate various types of sterilization equipment.
• Transport specimens, medical records and related items.
• Enter and retrieve a variety of information in automated systems.
• Greet patients at clinics and escort patients.

With additional training and/or certification(s), some employees may perform the following duties under conditions required by code and department policy:

• Perform injections including immunizations.
• Perform finger stick tests of all types including glucose testing.
• Perform skin tests including PPDs.
• Perform venipuncture and blood draws.
• Perform hearing and vision tests.
• Perform waived CLIA tests including dipstick UAs, and pregnancy tests.
• Provide for proper tracking and recording of laboratory tests.
• Take patient histories including risk factors.

Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

One year of experience in an outpatient clinic or doctor's office as a nurse's assistant or medical assistant.

Knowledge of:

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
