Senior Park Utility Worker: Tree Maintenance

The City of Sunnyvale is recruiting for one Senior Park Utility Worker: Tree Maintenance in the Department of Public Works.  This position will lead a small crew (2 to 4 person crew), where the incumbent performs the work duties assigned as well as directs and oversees the work of the crew members.

Under general supervision, leads and performs journey-level landscape maintenance tasks and does related work, as required.

The minimum qualifications for education and experience can be met in the following way:

High school diploma or GED equivalent, AND Four years of related tree maintenance experience, some of which shall have been at a level equivalent to Utility Worker or Maintenance Worker II with the City of Sunnyvale.

Required Licenses

Possession and continued maintenance of a valid class B California driver's license and a safe driving record is required.

Salary:  $38.08 - $48.60 Hourly

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Certificates Needed: A valid California driver license is required upon appointment; valid professional rescuer CPR certificate and basic First Aid certificate (Midpen will offer training to candidates who do not possess CPR/First Aid certificates upon appointment).

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

The Electrical Engineer IV-V position performs a variety of exciting engineering duties associated with the NCPA generation fleet and the NCPA-affiliated members utilities. The Engineering Level IV-V will serve as a subject matter expert on power plant electrical systems and municipal electrical systems. The scope of  expertise includes both the technical and regulatory components of electrical generating facilities, generator protection, transmission systems, and substations systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent to report to work and meetings on time, ensures work responsibilities are covered when absent, and performs special assignments as assigned. Employees at this level will manage numerous studies and assessments. Additionally, this position will manage or assist capital and maintenance improvement projects from concept to completion. This position also provides onsite electrical subject matter expertise to power plant operations, generator operator NERC subject matter expertise, and electrical training to staff. 

Level IV:  
This is the journey-level class within the engineer series. Working with minimal direction, employees at this level assist or lead capital projects, including project management, giving project assignments, reviewing work, providing guidance, and giving instruction to project personnel, including professional engineering staff, other staff, and contractors.  

Level V: 
This is the senior-level class within the engineering series. Working with minimal direction and often taking department goals and translating them into work assignments for individuals and other departments. Employees at this level are given the most complex multi-year projects.

Responsibilities:
Coordinate NERC regulatory requirements for the Generation Services department. Leads the Generations Service NERC Compliance Program. Ensures that all Reliability Standard Audit Worksheets (RSAWs) are completed in a timely manner and proper records are maintained. 

Conduct engineering, perform economic and technical feasibility studies on both capital improvements and project enhancements for the Geothermal, Hydroelectric, and the Combustion Turbine Plants facilities, microgrids, PSPS (Public Safety Power Shutoffs), distributed energy resources, and other distribution resources found in city utilizes. 

Leads and coordinates small to large work groups to support various initiatives. Develops and sets schedules, develops meeting agendas, and manages meetings to meet timelines. 

Participates in the review of technical and economic analysis of new projects, specifications, and agreements. Prepares periodic reports on progress and issues relating to the above.  

Provide verbal and written reports to committees and working groups on industry best practices, current technologies, and regulatory impacts. 

Performs “root cause” analysis on equipment malfunction and failures. Provides on-site plant technical support for electric systems. Provides electric system support for city distribution system. 

Provide support for preparing technical specifications by using industry-standard codes and practices and NCPA’s policies and procedures. 

Provides input to NCPA’s budget and business plan.

MINIMUM QUALIFICATIONS

Level IV:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering an accredited four-year college or university; and a minimum of 7 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement. 

Level V:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering from an accredited four-year college or university; and a minimum of 8-10 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement.

KNOWLEDGE AND ABILITIES 
Knowledge:
The position requires a thorough understanding of regulatory guidelines and expectations for the electrical power industry with emphasis on California; Knowledge of principles and practices of engineering planning, design, and construction as applied to public works projects, utility systems, and/or private development projects; Principles and practices of leadership, motivation, team building, and conflict resolution; Project Management principles and practices; and knowledge of safety work practices and principles associated in working around generating facilities.  

Abilities:
Ability to exercise a high level of independent judgment, organization, and coordination skills in order to handle multiple assignments; Ability to function as a competent specialist; Prepare clear and concise engineering reports; Establish and maintain cooperative working relationships with those contacted in the course of work; Analyze situations accurately and take effective action; Ability to effectively present information and respond to questions from groups of managers, clients, customers, members, and the general public; Ability to communicate effectively, both verbally and in writing, and negotiate and maintain cooperative working relationships with those contacted in the course of work; Ability to take initiative and make sound decisions, assume ownership and accountability for issues, problems, projects, and assignments; and the ability to comply with safety and security measures.  

SPECIAL REQUIREMENTS

Valid California Driver's License and insurance as frequent travel by car to NCPA facilities or NCPA member cities is required. 

An active California professional registration as an Electrical or Mechanical Engineer is highly desirable for both levels.

This position may serve as a nonsupervisory specialist or supervisor. If acting as a supervisor, carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

ESD is seeking a dynamic, creative, and collaborative leader for the position of Microsoft Server Support Engineer (Network Engineer). This position will act as lead to three Network Technicians who collectively provide end-user support. The ideal candidate must have the ability to effectively resolve difficult customer situations, function independently within the scope of their responsibilities, manage complex technology projects, and communicate effectively with all levels of the organization. Possible projects include developing requirements for technology procurements, planning local area network upgrades, coordinating the rollout of mobile devices using a management system, and managing deployment and maintenance of department-level applications or systems.

Typical duties for ESD's Microsoft Server Support Engineer (Network Engineer) may include but are not limited to the following:

Manage Active Directory (AD)

     * Perform standard AD user, group, and group policy update tasks.

     * Perform standard share folder maintenance tasks.

     * Standardize and document ESD processes for user and computer management.

     * Develop and implement standard procedures to audit group membership and file share permissions.

     * Coordinate AD maintenance activities with the Information Technology Department.

Manage all ESD Servers and Data Centers

Manage ESD's Local Area Networks

     * Lead projects to upgrade and maintain network infrastructure and wireless networks at ESD facilities.

     * Support multi-vendor local area networks and enterprise connections in partnership with the IT Department.

     * Upgrade copper/fiber hybrid phone network.

     * Troubleshoot network traffic and performance issues using tools like Sniffer or Wireshark to ensure optimal performance for data and VOIP.

Maintain Client System Security

     * Maintain and manage desktops with the MS Defender anti-virus system.

     * Lead responses to virus outbreaks or system security issues.

     * Install and maintain system security patches and updates.

Research and Development

     * Investigate new technologies and new methodologies for achieving technology goals.

     * Provide consultation to divisions looking for updated technology.

T he Public Works Department is one of the largest departments in the City of San José with approximately 650 staff and an annual operating budget of $140 million (FY23). The Department is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. The Department is a leader in the City's Capital Improvement Program (CIP), with a focus on voter-approved improvements projects, such as the $650 million Measure T Program, along with Airport CIP, which this Division Manager will administer.

The Public Works Department is seeking to fill 1 full-time Division Manager vacanc y in the CIP/Airport Division.

The current salary range for the Division Manager is $131,187.68 - $207,658.10. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The Division Manager will report directly to the Deputy Director of Public Works and will manage a growing team of 13 skilled engineers, architects, and analysts. The successful candidate will be a registered professional engineer and/or architect.

T he Division Manager is responsible for assisting in the planning, organizing, directing, and coordinating operational and administrative service functions within the Division , oversee ing total project management, from forecasting, planning, design, engineering, bidding, and construction management through to ribbon cuttings. They assist executive and senior management in formulating and implementing department policies and procedures. They are experienced in delivering capital projects from start to finish, are fast learners, nimble, diplomatic, and have demonstrated capability in working with multiple stakeholders.

An in-depth knowledge of employing airport industry standard specifications, municipal codes, and engineering principles is desired. Identifying opportunities to streamline the project planning, design, and management processes will be a mark of their success. A strong focus on customer service and partnering with other departments and agencies is essential. The Division Manager will need to balance the demands of quality, speed, and cost with regard to the development and rapid implementation of the Airport's Capital Improvement Program.

The Division Manager position performs work of considerable difficulty including:

• Hiring and retaining staff to assist on-time delivery of projects that meet budget.

• Diversity, Equity, and Inclusion (DEI) sensitivity and implementation practices are required .
• Leading and managing the Training and Development team to create consistent project management practices and improvement in our contractor outreach program.
• Leadership, coordination, and enhancement for airport capital activities between the Airport staff, the Public Works departmental divisions, elected officials, other stakeholders, and the public, using the City's values as a guide.
• Leading the majority of the $650 million Measure T Program which builds projects to improve Disaster Preparedness, Public Safety, and Infrastructure.
• Building capital infrastructure in partnership with and creating opportunities for small and local businesses to participate in public works projects. Design/build methodology is often used while guiding contractors and the overall team.
• Directing special Airport strategic planning programs.
• Presenting reports and information to the City Council, boards, committees, and other divisions or departments as necessary.
• Representing the Department of Public Works in a variety of airport interdepartmental and intergovernmental matters.
• Maintaining compliance with all applicable regulations and to use sound airport engineering principles to achieve team effectiveness in project delivery.

ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. In this exciting opportunity the Environmental Programs Manager (EPM) will be at the forefront of shaping and implementing environmental initiatives that have a lasting impact on our community.  The EPM will work under the supervision of the Public Works Director and will oversee a comprehensive environmental protection program and ensure compliance in the areas of solid waste, waste reduction, recycling, green waste, municipal stormwater system, and energy and natural resources conservation. The Environmental Programs Manager is poised to make significant contributions to a variety of environmental programs that require management, coordination, and compliance. This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

The BeautifySJ Program is a blight reduction, community and neighborhood beautification, and encampment management program within the Community Services Division of the Parks, Recreation, and Neighborhood Services Department. BeautifySJ Programs include, the Graffiti Removal Program, Illegal Dumping Program, Neighborhood Dumpster Day Program, Neighborhood Litter Program, Recreational Vehicle Pollution Prevention Program, Encampment Trash removal Program, Clean Gateways and Cash for Trash Program.

The Parks, Recreation and Neighborhood Services Department is currently seeking to fill two temporary (Overstrength) full-time Community Activity Specialist vacancy in the BeautifySJ Prorgram. The position is currently funded through June 30, 2026. These two (2) Community Activity Specialist who will support the Encampment Management Team with the implementation of the no return/no encampment zone for encampments. In addition to this assignment, these two positions will assist the encampment abatement teams with weekly abatement activities including noticing encampments, referrals to partner departments for outreach, providing education on encampment setback areas. The position daily engagement with those residing in homeless encampments. Those selected for the positions can expect to work in-person, 40 hours per week with a typical in-person schedule of Monday-Friday.

Applicants can also expect at times to work on activities and events and may include evening and weekend work.

The duties of this position will consist of:
 

• Posting encampment abatement notices at encampments
• Engaging with those who reside in homeless encampments to educate them on the "no return zone" and other encampment setbacks
• Working in and near homeless encampment locations
• Pilot and document best practices for a no-encampment zones
• Coordinate with city officials, other City Departments, law enforcement, and service providers to ensure a unified approach to clearing and managing encampments
• Coordinating resources and scheduling workload for efforts including but not limited to Secondary Employment Unit (SEU) requests and scheduling through SJPD outreach service requests to the Housing Department, etc.
• Process reports and data tracking through the Survey123 system
