ABOUT THE POSITION
The City of Gilroy is recruiting for enthusiastic and energetic Office Assistant I to support our newly established Utilities Department. This is an exciting opportunity to be a part of something groundbreaking for our agency and for the Gilroy community. As an Office Assistant, you will play a pivotal role in the day-to-day operations and be the backbone for all administrative efforts and providing stellar support for the team. The Office Assistant will work under the direct supervision of the Utilities Director and will also assist the Management Analyst with data quality and reporting. This position performs a variety of professional administrative and confidential support functions for the Assistant General Manager and his/her staff. Maintains strict confidentiality, exercises good judgment, and a high degree of professionalism when acting as an ambassador or liaison to staff, members, other agencies, or the public. Assist with the development and preparation of Agency staff reports and resolutions, including supporting documents.

Provide support for Agency contract administration functions, including tracking, storage, review, and validation of agency contracts and agreements.

May prepare or review expense reports, check requests, and purchase requisitions.

MINIMUM QUALIFICATIONS
Education and/or Experience
Associate's degree (A. A.) or equivalent from two-year college or technical school; and a minimum of three years related administrative experience supporting a high-level manager and his/her staff; or equivalent combination of education and experience.

The Electrical Engineer IV-V position performs a variety of exciting engineering duties associated with the NCPA generation fleet and the NCPA-affiliated members utilities. The Engineering Level IV-V will serve as a subject matter expert on power plant electrical systems and municipal electrical systems. The scope of  expertise includes both the technical and regulatory components of electrical generating facilities, generator protection, transmission systems, and substations systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent to report to work and meetings on time, ensures work responsibilities are covered when absent, and performs special assignments as assigned. Employees at this level will manage numerous studies and assessments. Additionally, this position will manage or assist capital and maintenance improvement projects from concept to completion. This position also provides onsite electrical subject matter expertise to power plant operations, generator operator NERC subject matter expertise, and electrical training to staff. 

Level IV:  
This is the journey-level class within the engineer series. Working with minimal direction, employees at this level assist or lead capital projects, including project management, giving project assignments, reviewing work, providing guidance, and giving instruction to project personnel, including professional engineering staff, other staff, and contractors.  

Level V: 
This is the senior-level class within the engineering series. Working with minimal direction and often taking department goals and translating them into work assignments for individuals and other departments. Employees at this level are given the most complex multi-year projects.

Responsibilities:
Coordinate NERC regulatory requirements for the Generation Services department. Leads the Generations Service NERC Compliance Program. Ensures that all Reliability Standard Audit Worksheets (RSAWs) are completed in a timely manner and proper records are maintained. 

Conduct engineering, perform economic and technical feasibility studies on both capital improvements and project enhancements for the Geothermal, Hydroelectric, and the Combustion Turbine Plants facilities, microgrids, PSPS (Public Safety Power Shutoffs), distributed energy resources, and other distribution resources found in city utilizes. 

Leads and coordinates small to large work groups to support various initiatives. Develops and sets schedules, develops meeting agendas, and manages meetings to meet timelines. 

Participates in the review of technical and economic analysis of new projects, specifications, and agreements. Prepares periodic reports on progress and issues relating to the above.  

Provide verbal and written reports to committees and working groups on industry best practices, current technologies, and regulatory impacts. 

Performs “root cause” analysis on equipment malfunction and failures. Provides on-site plant technical support for electric systems. Provides electric system support for city distribution system. 

Provide support for preparing technical specifications by using industry-standard codes and practices and NCPA’s policies and procedures. 

Provides input to NCPA’s budget and business plan.

MINIMUM QUALIFICATIONS

Level IV:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering an accredited four-year college or university; and a minimum of 7 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement. 

Level V:
Education and/or Experience      
This level requires a Bachelor’s degree in Engineering from an accredited four-year college or university; and a minimum of 8-10 years of related experience and/or a combination of experience and additional training. A California Professional Engineering License is highly desirable and in some cases a requirement.

KNOWLEDGE AND ABILITIES 
Knowledge:
The position requires a thorough understanding of regulatory guidelines and expectations for the electrical power industry with emphasis on California; Knowledge of principles and practices of engineering planning, design, and construction as applied to public works projects, utility systems, and/or private development projects; Principles and practices of leadership, motivation, team building, and conflict resolution; Project Management principles and practices; and knowledge of safety work practices and principles associated in working around generating facilities.  

Abilities:
Ability to exercise a high level of independent judgment, organization, and coordination skills in order to handle multiple assignments; Ability to function as a competent specialist; Prepare clear and concise engineering reports; Establish and maintain cooperative working relationships with those contacted in the course of work; Analyze situations accurately and take effective action; Ability to effectively present information and respond to questions from groups of managers, clients, customers, members, and the general public; Ability to communicate effectively, both verbally and in writing, and negotiate and maintain cooperative working relationships with those contacted in the course of work; Ability to take initiative and make sound decisions, assume ownership and accountability for issues, problems, projects, and assignments; and the ability to comply with safety and security measures.  

SPECIAL REQUIREMENTS

Valid California Driver's License and insurance as frequent travel by car to NCPA facilities or NCPA member cities is required. 

An active California professional registration as an Electrical or Mechanical Engineer is highly desirable for both levels.

This position may serve as a nonsupervisory specialist or supervisor. If acting as a supervisor, carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

ESD is seeking a dynamic, creative, and collaborative leader for the position of Microsoft Server Support Engineer (Network Engineer). This position will act as lead to three Network Technicians who collectively provide end-user support. The ideal candidate must have the ability to effectively resolve difficult customer situations, function independently within the scope of their responsibilities, manage complex technology projects, and communicate effectively with all levels of the organization. Possible projects include developing requirements for technology procurements, planning local area network upgrades, coordinating the rollout of mobile devices using a management system, and managing deployment and maintenance of department-level applications or systems.

Typical duties for ESD's Microsoft Server Support Engineer (Network Engineer) may include but are not limited to the following:

Manage Active Directory (AD)

     * Perform standard AD user, group, and group policy update tasks.

     * Perform standard share folder maintenance tasks.

     * Standardize and document ESD processes for user and computer management.

     * Develop and implement standard procedures to audit group membership and file share permissions.

     * Coordinate AD maintenance activities with the Information Technology Department.

Manage all ESD Servers and Data Centers

     * Deploy, support, and manage virtual and physical servers in a mixed environment (Linux, Windows 2016, 2019 and 2022).

     * Patch management, antivirus monitoring and remediation, Windows clustering, OS upgrades, security, and system monitoring.

     * Create and implement preventive maintenance and disaster recovery plans for all ESD data centers.

     * Implement consolidation measures to improve efficiency of server operations and reduce physical footprint.

     * Implement data migration from on premise to cloud data storage.

     * Implement in-place upgrade on windows servers.

Manage Helpdesk Requests and Provide End-User Technical Support

     * Respond to customer service requests.

     * Manage daily workload of three network technicians for helpdesk tickets and follow up on outstanding items.

     * Resolve customer complaints and service issues.

Manage ESD's Local Area Networks

     * Lead projects to upgrade and maintain network infrastructure and wireless networks at ESD facilities.

     * Support multi-vendor local area networks and enterprise connections in partnership with the IT Department.

     * Upgrade copper/fiber hybrid phone network.

     * Troubleshoot network traffic and performance issues using tools like Sniffer or Wireshark to ensure optimal performance for data and VOIP.

Maintain Client System Security

     * Maintain and manage desktops with the MS Defender anti-virus system.

     * Lead responses to virus outbreaks or system security issues.

     * Install and maintain system security patches and updates.

Research and Development

     * Investigate new technologies and new methodologies for achieving technology goals.

     * Provide consultation to divisions looking for updated technology.

The City of Dixon is accepting applications to fill one (1) full-time position of Transit Driver/Dispatcher and to establish an eligibility list for future use.  

This position drives a Readi-Ride General Public Paratransit Vehicle (GPPV) on a demand responsive curb-to-curb transit system and assist patrons boarding and leaving the bus, especially the elderly, disabled, and school age children. May also assist in collecting information relating to the operation of the system; receive ride requests and organize the vehicle pick-ups and drop-offs; and, will work closely with the drivers and Transit Supervisor to ensure coordinated efforts.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in an interview process (weighted 100%). The Environmental Services Department is currently seeking to hire three (3) Associate Engineer positions:1 (one) vacancy at Water Resources Division is located at 3025 Tuers Road, San Jose and 2 (two) vacancies at Capital Improvement Project (CIP) division is located at 700 Los Esteros Road, San Jose.

About the Water Resources Division: The Water Resources Division is comprised of three sections: Municipal Water System, South Bay Water Recycling, and Operations and Maintenance. The Water Resources Division provides potable water service through the Municipal Water System to the communities of Evergreen, North San José/Alviso, Edenvale, and Coyote. The Water Resources Division also provides recycled water service through the South Bay Water Recycling system to the cities of San Jose, Santa Clara, and Milpitas. South Bay Water Recycling includes 143 miles of pipeline and facilities, including four pump stations, three reservoirs, and Retail Agency Operations and Maintenance activities for over 800 individual customer connections. In addition, the Water Resources Division also leads water conservation efforts for the City of San José.

About the Capital Improvement Program Division: Join the San José-Santa Clara Regional Wastewater Facility (RWF) Capital Improvement Program (CIP) division in leading one of the largest public works programs in San José's history! While all this planning and construction is ongoing, the facility is in continuous operation, serving 1.4 million residents and over 17,000 businesses in eight cities.

Associate Engineer Position at South Bay Water Recycling (SBWR) Section

The SBWR section is responsible for system operation and maintenance engineering support, and design and construction of the SBWR Recycling Water System pipeline and facilities. This includes managing the water quality programs, and supporting the conservation program, providing development related support services, ensuring availability of recycling water supply, capital improvements, construction inspection, and engineering support to operations and maintenance. Typical duties for the position include but are not limited to:

• Supervises staff including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination, and disciplinary recommendations.Prepares engineering plans, details, project schedule, engineer's cost estimates and specifications.
• Directs the collection and analysis of water quality samples and reviews and interprets the resulting data including preparing recommendations as may be appropriate.
• Prepares, coordinates, and implements consultant, contractor, and laboratory analysis agreements.
• Research technical documents and assist in developing and conducting water quality studies to achieve business objectives and goals.
• Conducts and/or delegates data analysis, summarizes data with tables and graphs, and prepares reports and/or presentations to explain causes and effects on water quality as required by management.
• Provides direct support and/or oversees provision of direct support to customers as necessary to respond to water quality-related inquiries.
• Maintains and assists in optimizing databases that may include but not limited to water quality database, water quality compliant database, etc.
• Delegates and/or develops programs to maintain full compliance with applicable requirements in water quality, including updating existing plans or creating new plans as necessary to ensure compliance with new water quality regulations.
• Prepares and/or approves reports for compliance purposes that may include but not limited to: California Division of Drinking Water (DDW) Annual Report, Consumer Confidence Report, Public Health Goal Report.
• Represents the City with contractors, consulting firms, DDW, EPA, Regional Water Quality Control Board, and other water quality and environmental regulating bodies, as required, and at public meetings concerning City policy on engineering projects.
• Oversees and prepares plan documents, including but not limited to, Assembling and reviewing plans and specifications for conformance. directs the inspection of major engineering projects, prepares bid documents, solicits bids, facilitates award of contracts, administers the contract, interprets plans and specifications, resolves field problems, gives final inspection, and follows through with acceptance of the project.

Associate Engineer Position at Capital Improvement Program

The Capital Project Delivery section has a wide variety of responsibilities, including preparing and/or reviews designs, improvement plans, condition assessments, feasibility studies, construction estimates, specifications, and contract documents for capital improvement projects that are prepared by subordinates and/or consultants engaged by the City. Typical duties for the position include but are not limited to:

• Manages capital improvement projects from concept development to completion, i.e., overseeing, controlling, and guiding projects.
• Prepares engineering plans, project schedule, engineer's cost estimates and specifications.
• Negotiates, drafts, and manages consultant agreements and/or construction contracts.
• Supervises staff including work prioritization, performance evaluations, training and involvement in hiring and disciplinary processes.
• Oversees the preparation and/or reviews of designs and contracts documents for various of construction projects or engineering related projects.
• Evaluates and coordinates responses for bid documents and construction documents.
• Interprets plans and specifications, resolving field problems, conducting inspection, and facilitate project acceptance procedures.
• Collaborates with construction inspectors and attends field meetings regarding problems in the field during the construction.
