What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a trauma informed, culturally responsive, field-based experienced individual for the position of Mental Health Counselor I/II, Spanish Speaking Required, with the Adult Resource Management (ARM) Team. The ARM team is located at 2000 Alameda de Las Pulgas in San Mateo, CA. This position requires traveling throughout San Mateo County.
 
The ARM team provides critical, field-based, trauma informed and culturally responsive, intensive case management support to Clients with Severe Mental Illness (SMI) who are either at high risk of being hospitalized or re-hospitalized, being discharged from locked facilities, are at risk of homelessness and or are currently homeless. The referrals to the ARM team come from the Regional Clinics, PES, Hospitals, and other partner agencies. This position also provides intensive case management support to the Clients admitted to the contracted mental health beds at Safe Harbor Shelter and the Navigation Center. This position assists Clients with treatment support and engagement, transportation to appointments, applying for GA and to other needed resources that include employment and permanent housing, and to help them manage their symptoms and behaviors.
 
The ideal candidate will have experience providing field-based intensive case management for Clients with SMI and co-occurring conditions; working with adults who are homeless or potentially homeless, leaving jail, in shelters, in detox and substance use residential facilities, in social rehabilitation facilities, or in hospitals; interviewing and assessing clients' housing, financial and employment needs; assisting adult clients to stabilize in the community with housing and other services; assisting clients to develop treatment recovery; assisting clients in their addiction recovery; and an understanding and working knowledge of systems of care. Fluency in both English and Spanish is required

• Conduct home and field visits;

• Make client referrals and plan discharge procedures; 
• Establish and utilize knowledge of community resources; 
• Assess progress of clients and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients; 
• Interview patient and relatives in order to gather case history data; 
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and evaluations of patient progress; 
• Consult frequently with professional team members; 
• Provide outreach counseling and refer clients to appropriate mental health program service resources; 
• Counsel individuals or groups regarding resources or services available for treatment and to help combat relapses; 
• Participate with program staff in individual client and program conferences, in staff development and professional growth activities; 
• Plan and present informational services to community target groups and organizations to explain mental health programs and services; 
• Serve as lead or co-facilitator in group, individual or other treatment modality; and
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Mental Health Counselor I: One year of experience in a community mental health setting, performing crisis intervention or related counseling services or completion of 60 semester units from an accredited college or university with emphasis in one of the behavioral sciences.
 

Mental Health Counselor II: Two years of experience in a community mental health setting, performing individual or group therapeutic counseling services to clients and developing therapeutic assessment and treatment plans.

Knowledge of: 
Mental health needs and problems of the general population; rehabilitative counseling techniques including role playing, behavioral modification and recreational therapy; social aspects of mental and emotional disturbances; basic techniques and dynamics of individual and group therapy; community resources available for treatment of clients; problems, needs, attitudes and behavior patterns of clients having basic emotional and/or social adjustment problems; and individual, couple, family and group counseling principles.

Skill/Ability to: 
Apply the techniques used in individual and group therapy; develop and evaluate creative approaches to the assessment, treatment and rehabilitation of mental disorders; obtain and record social, physical, educational and work histories; write clear, accurate and concise reports; interpret data; conduct group and individual counseling; establish and maintain the confidence and cooperation of clients including those of varied ethnic and social backgrounds; speak effectively before groups; exercise tact; and function as a team member.

The department is seeking to fill one (1) full-time Senior Power Resources Specialist position to support the Risk Management and Contracts Administration Division.

This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of MegaWatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:
 

• Manage and lead the administration of power purchase agreements (herein, referred as "power supply agreements"), including monitoring and ensuring compliance with contractual obligations.
• Review, understand and interpret power supply agreements; Develop and implement processes to ensure the power supply agreements are managed and settled timely, accurately, efficiently and in compliance with the contracted terms.
• Prepare, review and verify the accuracy of power supply settlement statements and invoices from counterparty power supply agreements and CAISO.
• Review and verify accuracy of the power supply prepayment transaction related invoices and ensure timely settlement.
• Interpret, analyze, communicate and resolve issues that arise during contract administration and manage the dispute resolution process with counterparties and CAISO in co-ordination with the Power Scheduling Agent.
• Develop procedures for invoice verification and oversight over settlement support functions.
• Collaborate with internal and external parties during negotiations and execution of power supply agreements and advise on implications to settlements process.

THE POSITION

Tri-City is looking for a special individual to serve as a Clinical Therapist I/II for the Children’s Full Service Partnership/Children and Transitional Age Youth (FSP/ C TAY). THE POSITION: 

The City of San Pablo is actively recruiting for a Community Services Coordinator I/II position to plan, organize, and direct services and programs within the Community Services Department for our senior population, volunteer programs and city-wide special events. Our senior programs provide opportunities for adults 50 years of age and older, to engage in active and healthy programming. The Church Lane Senior Center hosts a congregate lunch program, numerous senior focused special events, weekday door-to-door transportation service (managed by a different full-time coordinator) and drop- in programs and classes. The city hosts 10-12 city-wide special events each year that include family dances, spring egg hunt, Cinco de Mayo celebration, Movies Under the Stars, 4th of July Multi-Cultural celebration, Halloween, Veterans Day and a Winter Wonderland Festival. The Community Services Department relies heavily on volunteers for both special events and senior programs and wants to expand the volunteer recruitment and training program.

This Department is seeking to fill one full-time Senior Power Resources Specialist position for the Regulatory Compliance and Policy Division. This position reports directly to the Deputy Director of Regulatory Compliance and Policy and will provide technical analysis, identify and evaluate the potential business impacts to SJCE from proposed regulatory and legislative changes and provide expert public representation of SJCE. The ideal candidate should have demonstrated experience in working for, or on proceedings/initiatives from, the California Public Utilities Commission (CPUC), the California Energy Commission (CEC), and/or the California Independent System Operator (CAISO).

The Senior Power Resources Specialist will be responsible for overseeing a variety of regulatory compliance filings, engaging in complex electric regulatory proceedings, collaborating closely with external partners, and/or effectively advocating for SJCE's interests at the CPUC, the CEC, and/or the CAISO.

Typical duties of this position may include, but are not limited to:

• Develop and submit timely and accurate regulatory compliance filings with public agencies.
• Manage and prepare technical comments, data requests, written responses, and/or position papers, related to a variety of regulatory proceedings.
• Keep abreast of key California regulatory issues affecting SJCE by attending conferences, fostering internal and external relationships, and following industry developments.
• Monitor, review, analyze, and summarize regulatory filings, proposals, and proceedings that could impact SJCE and its customers. Communicate clearly the results of the analysis and possible impacts.
• Coordinate with technical experts and external regulatory counsel to develop effective and persuasive communications for submission to the CPUC, CEC, CAISO, California Legislature, and/or any other legal or regulatory body as required.
• Collaborate with and build contacts with other SJCE Divisions, City Departments, trade organizations, policy representatives, and regulatory agencies.
• Ensures compliance with policy directives, federal and state laws, rules and regulations, and local codes and standards; provides recommendations and assists in the coordination of organizational processes and policy revisions.
• Serves as a resource and may provide guidance to contractors and consultants.
• Other duties as assigned.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department's business needs in the future.

Salary Information
Senior Power Sources Specialist: $135,211.44 - $165,634.56
This range includes an approximate five (%5) ongoing pensionable pay. Actual pay shall be determined by the candidate's qualifications and experience.
