The City of Thousand Oaks is pleased to offer an opportunity to join the Facilities Division as a Building Maintenance Technician!

We are seeking a customer-focused, accountable, and results-oriented individual to conduct a variety of skilled building maintenance duties with competence and professionalism.  

Primary responsibilities:

• Perform repair and maintenance of City buildings, facilities, and grounds (plumbing, basic electrical, carpentry, remodeling, painting, and a variety of craft work)
• Inspect and perform necessary repairs at assigned facilities for compliance with safety standards
• Install and repair piping for water and air conditioning lines
• Perform rough and finish carpentry for signs, decks, fences, gates, and related items
• Perform electrical repairs (replacing outlets, switches, lighting, and ballasts)
• Build and repair interior cabinetry (counters, cabinets, and shelves)
• Refinish furniture including stripping, staining, and varnishing
• Paint interior and exterior surfaces, equipment, and buildings; operate spray equipment and manual tools
• Perform concrete repairs; set rebar, pour, and finish concrete
• Install and repair flooring, baseboards, hardware, locks, and doors
• Complete routine documentation such as work orders, timesheets, credit card documentation, and incident reports
• Performs related duties as assigned

Note: This position is 100% on-site.  Work Schedule – 9/80 (Monday – Friday 7:00 a.m. – 5:00 p.m. with alternating Mondays off).  The position requires performing after-hours emergency work on an “as needed” basis and on-call duties which are rotated between staff.

Under general supervision, a Police Officer is responsible for the performance of law enforcement duties to protect life and property in accordance with applicable laws, to carry out special assignments as necessary, and other related duties as assigned. A wide variety of assignments are available which include Patrol, Traffic, Narcotics, Detectives, Off-Road and Surface Street Motorcycle Patrol, Bike Patrol, Special Weapons Team, Crisis Negotiation Team, Canine, Background Investigations, School Liaison, Gang Suppression, Special Enforcement Section and Intelligence.

This position participates in a 4/10 work schedule. Must be available to work nights, weekends, and holidays.

Requirements:

Candidates must have completed a California P.O.S.T. Certified Police Academy. Must be 21 years of age as of the appointment date, high school graduate or G.E.D., (as recognized by the U.S. Department of Education), and U.S. citizen or a permanent resident alien who is eligible and has applied for citizenship.

Out-of-State Candidates:

The California Commission on Peace Officers Standards and Training (POST) will conduct an evaluation of all out-of-state training. POST is the sole authority on applicable training and determines whether the candidate must attend an abbreviated academy, or a regular police academy. If an academy is required, the candidate will be hired as a Police Officer Trainee. Upon completion of the academy, promotion will be made to Police Officer.

Selection Process:

All qualified applicants will be invited to appear before an Oral Appraisal Board. Applicants passing the Oral Board examination will be placed on the eligibility list based on their Oral Appraisal Board rankings. Prospective employees will be required to pass a physical agility examination and undergo a thorough background investigation including a medical, psychological, polygraph and drug/alcohol screening.

The City of Thousand Oaks is seeking a Deputy/Assistant City Attorney (DOE) to join our team!  This position supports the City Attorney’s Office in achieving long-term goals and outcomes through sound legal counsel and is responsible for protecting the legal interests and assets of the City with the highest level of professionalism, ethics, and dedication to serve the City of Thousand Oaks for the benefit of its citizens. 

The Deputy/Assistant City Attorney must be able to communicate with impact, possess excellent interpersonal skills, cultivate productive working relationships, possess a strong client support focus, and provide expert legal counsel on a wide variety of complex legal matters.

Primary Responsibilities:

• Perform all phases of pretrial, trial, and appellate work; develop strategy, prepare briefs, draft pleadings, motions, and arguments, and conduct discovery and depositions in preparation for the presentation of the City’s case; file motions and briefs.
• Conduct research, provide legal opinions and advice, investigate, evaluate, and resolve complex legal matters on a wide variety of issues; draft legal documents such as contracts, resolutions, and ordinances.
• Attend meetings of and provide advice to the City’s official boards and commissions as requested by the City Attorney; represent the City in administrative hearings and negotiations
• Monitor and prepare comments on proposed federal and state legislation and regulations; recommend changes in City policies and practices to comply with legal requirements.
• Conduct legal review of all claims filed against the City.
• Provide staff assistance to the City Attorney; complete special projects as assigned.
• Maintain effective relationships with a variety of community organizations, groups, and individuals to promote positive public relations; coordinate assigned activities with those of other departments and outside agencies and organizations.

THE DEPARTMENT

The American Canyon Police Department provides first response services to all forms of emergencies and crises.  The Department provides public safety by enforcing the Penal Code, Health and Safety Code, Vehicle Code, and local ordinances.  American Canyon Police Department is comprised of 24 sworn peace officers, two non-sworn Police Technicians, and an Administrative Clerk.

THE POSITION

The Police Technician performs a variety of non-sworn, administrative and field support tasks associated with law enforcement support services, which may include property and evidence collection, crime prevention, parking enforcement, vehicle abatement, and community relations; to maintain confidential and highly sensitive records related to police activities; and to perform a variety of tasks relative to assigned areas of responsibility.

This is a high-profile position with frequent interactions with community members in often difficult circumstances. The quality of the work performed in this role is reflective of the standards of the Department and the City. This is a uniformed, civilian position that does not require peace officer status. However, a detailed background investigation, medical exam and drug screening is required due to the sensitive nature of the work involved.

This position is not designated for retired annuitants.

THE POSITION

Typical duties performed by a Police Technician may include, but are not limited to, the following:
 

• Patrol areas of the City to identify and resolve parking violations and traffic hazards and enforce applicable laws; respond to citizen complaints regarding parking and abandoned vehicle laws; tag and arrange transportation of abandoned vehicles.
• Provide assistance, information and directions to motorists; assist in the coordination of Police Service support for special events in the community; provide traffic control at local schools.
• Respond to non-emergency calls and service requests; take information from citizens and prepare crime reports for non-active calls; interview victims, suspects and witnesses, as directed, and provide referral information.
• Assist with Neighborhood Watch meetings and other crime prevention activities; provide information to interested citizens on neighborhood alert procedures; assist in coordinating crime prevention public displays.
• Collect, receive, and safeguard property/evidence; maintain evidence chain-of-custody records; transport evidence to Sheriff’s Department, Department of Justice, and outside crime lab.
• Coordinate public education, safety and prevention programs, and community outreach activities related to assigned responsibilities.
• Serve as liaison between court staff and Police Officers; assist Police Officers with follow-up evidence requests from the District Attorney’s Office. 
• Log and distribute subpoenas to officers and citizens.
• Receive calls; respond to citizen’s questions and complaints within established guidelines; distribute calls for officer assistance to communications centers; take and relay messages to department personnel as required.
• Handle the abandoned vehicle program to include locating and citing abandoned vehicles and overseeing the towing away of the vehicle.
• Coordinate various crime prevention, volunteer, and community policing programs.
• Research and compile statistical data.
• Assist Police Officers with vehicle and person searches.
• Drive a City vehicle to respond to citizen/officer requests; assist and support patrol division in the performance of their duties in the field.
• Assist with coordination of fleet maintenance and daily fueling of vehicles. 
• Respond to public inquiries in a courteous manner.
• Complete special projects as assigned.
• Perform general administrative support functions; type letters, forms, memoranda, and reports; transcribe police reports and notes; operate a computer system to enter/retrieve/transfer data; copy materials; maintain filing systems, screen, sort, and distribute mail; order and maintain office supplies and equipment.
• Assist Police department personnel as needed.
• Perform related duties as assigned.

The Position:  This is the non-sworn, trainee-level class in the Police Officer series. Incumbents earn an hourly wage while attending a basic POST certified training academy to obtain the basic skills and fitness level necessary for performance of Police Officer duties. Employment in this classification is contingent upon maintaining enrollment in a POST approved academy for which they are enrolled. Advancement to the sworn Police Officer level is based on successful graduation from the academy, meeting minimum qualification standards, availability of police officer positions within the City, and is at the discretion of the Police Chief.

THE POSITION:

The City of San Rafael Police Department is seeking to fill the full-time exempt position of Senior Management Analyst II (Advanced Professional Temp). This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).  

This position performs the following essential job duties (including but not limited to):

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee. 
• Analyze, research, and prepare reports based on data analysis.
• Assess and examine public safety best practices.
• Provides administrative support between meetings and in preparation for public meetings.
• Performs related duties as required.

To be eligible for this position, you must have knowledge of:

• Principles and practices of local government and public administration.
• Methods of research, program analysis, and report preparation.
• State legislative procedures.
• Communication strategies.
• Public relations and relationship building.
• Computer skills including graphics software.

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.
